<p class="wp-block-paragraph">As the Air Force’s top civilian, Air Force Secretary Heather Wilson is in charge of making sure the service can meet current demands for air power — which may be increasing as the U.S. military beefs up its presence in Afghanistan — as well as making investments in future technologies it will need further into the future. That’s not always easy to do in today’s fiscal environment, where budget caps threaten to derail the service’s growth and modernization.</p>



<p class="wp-block-paragraph">Wilson sat down with Defense News and Air Force Times on Aug. 31 to discuss budget challenges and progress on several key procurement programs.</p>



<p class="wp-block-paragraph"><b>Can you go into any more detail on how you’re preparing for a possible continuing resolution and what it would mean for airmen?</b></p>



<p class="wp-block-paragraph">If it were a short period of time it will have not much impact, and of course, we have shared what kinds of exceptions or issues that we would have to address with the Office of the Secretary of Defense and they will, of course, let the congressional leadership know.</p>



<p class="wp-block-paragraph">If it goes on for a long period of time, or there’s no release from the limits on the Budget Control Act it will become a very serious problem for the Air Force. We are a service that is too small for what’s being asked of us, so we have surged to the fight. We have readiness issues at home already and if we were to have to continue next year, either on a continuing resolution that was flat from last year or even worse, under sequester limits — and if you go back to 2013 and see what happened in the service at that time, it would be very similar, though probably in terms of budget it would be a deeper cut and probably the equivalent of four months of flying time for the entire Air Force.</p>



<p class="wp-block-paragraph">What that would mean is, if you were in combat or spinning up to go to combat, you’d get to fly. Just about everything else would be grounded, and we have a problem now with retention of pilots. If we have to ground the air force when the airlines are hiring, it would be devastating and it would be years to recover from it.</p>



<p class="wp-block-paragraph"><b>Based on your experience in Congress, do you think we’re going to have a short-term CR or do you think they’re going to actually get a budget deal through?</b></p>



<p class="wp-block-paragraph">That’s one of those things where you have to be really close into the decision makers at the time to understand it. And the thing that I worry about now is, there’s so much going on in the world and we’ve got a thousand airmen who are deployed in support a huge national disaster, epic scale natural disaster in Texas. There are people focused on all kinds of policy issues, we’ve got tensions rising in the Far East. I worry that people — there’s a lot of demand on every member of congress that don’t relate to the security of the country and it only matters when things go wrong and then it’s too late.</p>



<p class="wp-block-paragraph"><b>Senator McCain and representative Thornberry have called for the service to give them the list of the programs that would be affected if a CR hits. Do you have a better sense now of what programs would be vulnerable?</b></p>



<p class="wp-block-paragraph">Unless exempted, we would expect that all of the new starts would be delayed.</p>



<p class="wp-block-paragraph"><b>Does that include T-X?</b></p>



<p class="wp-block-paragraph">It would include everything … unless it’s exempted.</p>



<p class="wp-block-paragraph"><b>Could you select a winner on T-X without giving them the actual contract award?</b></p>



<p class="wp-block-paragraph">Well, what’s the point?</p>



<p class="wp-block-paragraph"><b>Fair enough.</b></p>



<p class="wp-block-paragraph">We don’t have the money to be able to so it. You end up delaying a lot of new starts, probably would have a hard freeze if not a chill on hiring. We’re trying to hire people in cyber. In training, we’re trying to increase the number of pilots we’re putting through pilot training. Well, if you can’t hire the civilian pilots to be able to train them, we’re not going to be getting better there either. This becomes, very quickly, an extremely difficult problem.</p>



<p class="wp-block-paragraph"><b>Could I ask about the light attack aircraft demo that happened this month? Have you guys made a decision on whether to conduct that combat exercise?</b></p>



<p class="wp-block-paragraph">We finished the experiment yesterday. We expect the final report to be done by the end of December. I would expect this fall or certainly by December, January, that we will make a decision on whether to do a follow-on experiment that would be a combat experiment and which aircraft might participate in that.</p>



<p class="wp-block-paragraph"><b>When you say combat experiment, what exactly do you mean?</b></p>



<p class="wp-block-paragraph">We would probably bring it to the theater. I’m not sure exactly what missions they would run, but one of the things we can do is see how it connects up with command and control systems and other kinds of things. They did that with an OV-10 aircraft that they pulled out of the bone yard and brought it forward into the Middle East probably three or four years ago, something like that.</p>



<p class="wp-block-paragraph"><b>Given the talk of the need for more airpower in Afghanistan, does that intensify the need for a light attack aircraft?</b></p>



<p class="wp-block-paragraph">I think we’ll see what we learn from the experiment and take a look at that and see what it tells us. One of the things that was striking to me on my recent trip to Iraq and Afghanistan and the Persian Gulf, was the extent to which we were dependent on tankers. We were doing about 65 tanker sorties a day, fighter aircraft that’s taken a bite to ISIS, probably refuels four or five times in each mission. It is very tanker dependent and some of the light aircraft that we’ve seen do have refueling capabilities, some don’t. I think that’ll be one of the factors to consider.</p>



<p class="wp-block-paragraph"><b>General Carlton Everhart from Air Mobility Command has talked pretty extensively about the high demand for that asset. Do you think that might mean that there’s a need to increase the program of record for KC-46, maybe?</b></p>



<p class="wp-block-paragraph">I don’t see the increase in the program of record. The thing that concerns us most about the tanker force is the demand on the people. We’re now operating at one-to-one, so in other words, if somebody is deployed forward for six months then they’re home for six months, but they’re not really home.</p>



<p class="wp-block-paragraph"><b>Could I ask about the Air Force One program? A couple weeks ago, the Air Force awarded a contract to Boeing for two aircraft that had been previously built for a Russian airline but had always remained in the possession of Boeing. Could you talk a little bit about how that deal came about? The optics could have looked pretty bad, So, did the Air Force have to do a lot of work with Congress to get them onboard?</b></p>



<p class="wp-block-paragraph">On any procurement, we always try to inform the Congress on what we’re doing. We have a pretty standard engagement process to let people know when we’ve made a decision on something, so it’s pretty straight-forward and standard in that way.</p>



<p class="wp-block-paragraph">It’s our desire to get the best value we can for the tax payer, and in this case, there was a company that ordered aircraft that they never accepted and the company went bankrupt so Boeing was left holding some airplanes that had never left Boeing’s possession and we were able to get a good deal on them.</p>

<p class="wp-block-paragraph"><b>When did the Air Force become aware that those aircraft were available? Was that something that the Air Force discovered on its own?</b></p>



<p class="wp-block-paragraph">I actually don’t know the details on that. It was handled in Air Force acquisition.</p>



<p class="wp-block-paragraph"><b>Do you know how much the cost-savings overall for the program are at this point? President Trump has said that he wanted to shave a billion off the cost of the program. Are you guys going to meet that?</b></p>



<p class="wp-block-paragraph">We will at some point release a total cost number. We do have an agreement for competition reasons not to release the cost of the air frames, but we got a good price.</p>



<p class="wp-block-paragraph"><b>But I think at this point, the requirements have been evaluated and then firmed up again, so were there any changes that the Air Force believes will allow for a high amount of savings?</b></p>



<p class="wp-block-paragraph">I am aware that they did go back with the White House military office and look very carefully at all of the requirements and revalidate those requirements to see if there were opportunities to reduce cost, and then there will be a fair amount of negotiation to make sure that we’re getting good value for money.</p>



<p class="wp-block-paragraph">But, we have that obligation no matter what the program is and every dollar that we spend was earned by somebody and we need to make sure that we get good value for money on everything that we buy.</p>

<p class="wp-block-paragraph"><b>Along those lines, Boeing is supposed to deliver 18 KC-46 tankers by October 2018, and Boeing’s encountered a lot of issues along the way. I know people in the Air Force have expressed skepticism that’s going to be met. How to you feel about the chances of Boeing being able to meet that requirement and have you begun discussions with them about what happens if they don’t meet it?</b></p>



<p class="wp-block-paragraph">Let me see if I can remember the details of this. Boeing has a fixed—this is a fixed price contract and it does have a provision in there for delivery by a certain date without there being some penalties and so-forth. If they aren’t able to meet the contractual requirements, we will engage with them about what kind of compensation there might be.</p>



<p class="wp-block-paragraph">They went through this once before — they added in some additional training and some other things because they failed to meet one of the dates, but we have kept the requirements absolutely firm and are holding them to the contract, so I think they’re highly motivated to do everything they can to meet the dates.</p>



<p class="wp-block-paragraph">We should know fairly soon as the real long pole in the tent had to do with FAA [Federal Aviation Administration] testing and certification for airworthiness and I know that that was ongoing over the summer and into the fall here. The Air Force believes that that was a risk. At the same time, Boeing has worked more with the FAA than we have. We just thought it was a pretty aggressive schedule to get FAA approval.</p>



<p class="wp-block-paragraph">We should know and Boeing probably should know pretty soon whether they’re on track or not.</p>

<p class="wp-block-paragraph">COLORADO SPRINGS, Colo. — A mere week after SpaceX launched a previously-flown Falcon 9, the head of Air Force Space Command said Thursday he&#8217;s open to conducting national security launches with reused rockets.<br/><br/> The comments, made by Gen. Jay Raymond during Space Symposium, could reflect the service&#8217;s willingness to use cutting-edge technologies to drive down the cost of launch services — that is, once the technology has been proven.<br/><br/> &#8220;This is just beginning. They&#8217;ve only flown one,&#8221; he said. &#8220;I think the industry is going to go this way. I think the reduced cost of this is going to drive industry this way. I don&#8217;t think we can say we won&#8217;t follow suit. We will make sure we do it in a smart way, and as this materializes we will make sure that we have the processes in place to do it safely and securely.&#8221;<br/><br/> SpaceX broke new ground March 30 with the launch and recovery of a Falcon 9 built with a previously-used first stage, and this week&#8217;s space bonanza provided a venue for the the company to take a victory lap. During a Wednesday speech, Gwynne Shotwell, the company&#8217;s president and chief operating officer, called reusability a tremendous capability that ushers in a new era of space launch.   <br/><br/></p>





<p class="wp-block-paragraph">&#8220;I think the other launch providers, or most of the other launch providers — certainly the ones are flying now — think that it’s not worth it. That for their particular technology, it doesn’t work for them,&#8221; she said. &#8220;I think you’ll see that position changing, but it worked for us.&#8221;</p>



<p class="wp-block-paragraph">She also discussed SpaceX’s next big goal: launching and recovering a rocket, turning it around, and then doing it all over again a day later.</p>



<p class="wp-block-paragraph">&#8220;Reusability, we don’t believe it really, really counts unless you can turn it around as rapidly or almost as rapidly as you turn around an aircraft,&#8221; she said. &#8220;Basically, you land the system, you land the stage, you do some brief but important critical checks and inspections, you refuel, and you re-go. So our challenge right now is to refly a rocket in 24 hours. That’s when we’ll really feel like we got the reusability piece right.&#8221;</p>



<p class="wp-block-paragraph">In addition, SpaceX wants to begin recovering the rocket fairings to further shave cost. It was able to recover one fairing after last week’s launch, but would like to bring them all back, she said.</p>



<p class="wp-block-paragraph">While SpaceX has is all-in on reusability, other launch providers are more skeptical.</p>



<p class="wp-block-paragraph">United Launch Alliance, the Lockheed Martin and Boeing joint venture that was the sole Evolved Expendable Launch Vehicle provider for years, wants to eventually be able to recapture the Vulcan’s engines, but that won’t happen until the 2020s.</p>



<p class="wp-block-paragraph">That’s a different economic model that would allow ULA to recoup about two-thirds the cost of the booster compared to SpaceX being able to bring back the entire first stage, but it may result in more overall cost savings, its CEO Tory Bruno told Defense News in an interview.</p>



<p class="wp-block-paragraph">&#8220;When you’re getting a booster back, you get the whole booster, but you can only do it when you didn’t have a very heavy spacecraft, because you have to save fuel to fly home with and if the spacecraft is really heavy, you’re going to burn up all your fuel when you dump it in the ocean,&#8221; he said. &#8220;Which will be more economically beneficial? We’re going to find out.&#8221;</p>



<p class="wp-block-paragraph">The final version of Vulcan — called Vulcan ACES — could provide an even more exciting opportunity to repurpose previously-launched rockets. The vehicle will have a reusable, refuelable upper stage that can stay in space and conduct other missions for years at a time, Bruno added.</p>



<p class="wp-block-paragraph">&#8220;So it opens up this cislunar economy because you start creating a transportation system in space,&#8221; he said. &#8220;There are these space pickup trucks all of a sudden.&#8221;</p>





<p class="wp-block-paragraph">Orbital ATK will not pursue reusability in any form for their Next Generation Launch System, preferring instead to lower costs by using common parts and materials with its current rocket line. Mike Laidley, the company’s vice president of space launch programs, contended while SpaceX’s reused Falcon 9 launch makes for great photos, it may not make for the best-value launcher.</p>



<p class="wp-block-paragraph">&#8220;We understand reusability, and reusability is not free. It comes with a cost to recover the asset, to reprocess, to inspect,&#8221; he said. &#8220;Launch vehicles are unique in the sense that they are really highly tuned. People compare them to aircraft, but aircraft have factors of safety and margin that allow them to fly for a decade or more. Getting out into space and escaping gravity is really hard, and so the margins on those systems are not the same as the margins on aircraft.&#8221;</p>

<p class="wp-block-paragraph">COLORADO SPRINGS, Colo. — Change is coming to the Air Force&#8217;s space enterprise, starting with the creation of a new three-star position on the Air Staff that will help enhance the visibility of space issues in the Pentagon.  <br/><br/> Air Force Space Command head Gen. John Raymond announced the new deputy chief of staff for space position during a speech at the Space Symposium. <br/><br/> &#8220;Just like we have a deputy chief of staff for operations, and a deputy chief of staff for intel, we&#8217;re going to have a deputy chief of staff for space,&#8221; he said Tuesday. &#8220;He or she will work at the Pentagon, it will be a three-star general, and they&#8217;ll come to work every day focused on this, making sure that we can organize, train and equip our forces to meet the challenges in this domain.&#8221;<br/><br/>The service has yet to fill the newly minted &#8220;A11&#8221; position, but the Air Force hopes whoever takes the role will serve as its &#8220;space advocate,&#8221; making sure the needs of operators are heard and helping to facilitate cultural change. <br/><br/> In a statement, Air Force Chief of Staff David Goldfein said the A11 &#8220;will increase decision making speed and help ensure freedom from attack and freedom to maneuver.&#8221;<br/><br/>The A11 position is part of the Air Force&#8217;s larger push to make the domain of space more normalized and easily understandable, with less bureaucracy, stovepipes and technical jargon. Although space is tied into every aspect of Air Force operations, from communications between fighter jets to flying unmanned aircraft, the service has sometimes struggled to articulate the importance of space capabilities and maintaining their technical edge. It hopes to start remedying that, releasing a new &#8220;space warfighting construct&#8221; today that calls for greater integration of space in areas such as training or requirements development. <br/><br/> In a news release, the service highlighted ways it plans to reform space acquisition, including steamlining the approval process for space programs and plans, and embedding professionals on the teams that create requirements for non-space programs. It also plans to &#8220;expand the use of the Operationally Responsive Space (ORS) organization to rapidly field systems, as well as procure existing commercial capabilities.&#8221;<br/><br/> The addition of the A11 position wasn&#8217;t the only change to the Defense Department&#8217;s space enterprise announced on Tuesday. The unwieldly-named Joint Interagency Combined Space Operations Center (JICSpOC) will now be known as the National Space Defense Center, Strategic Command head Gen. <p class="wp-block-paragraph">WASHINGTON — SpaceX made history on Thursday night with the successful launch of a reused Falcon 9 rocket, marking the first time a commercial company has been able to send a previously-launched rocket into space a second time.<br/><br/> SpaceX won&#8217;t deploy a national security payload until at least 2018, when a Falcon 9 launches a GPS III satellite into space, but Thursday&#8217;s launch could open the door for less expensive Defense Department space missions in the future. However, analysts told Defense News it could take years, perhaps even a decade, for reusable rockets to become a regular part of military space launch.<br/><br/> The Falcon 9 lifted off yesterday from NASA&#8217;s Kennedy Space Center as planned at about 6:27 p.m. Eastern time. The first and second stages separated, and about nine minutes after takeoff, SpaceX tweeted that the first stage had landed on Of Course I Still Love You, the company&#8217;s autonomous drone ship. <br/><br/></p>



<p class="wp-block-paragraph">While yesterday’s launch will likely stoke Defense Department interest in reusability, near term impact will likely be limited, said Bill Ostrove, an Aerospace Systems Analyst for Forecast International.</p>



<p class="wp-block-paragraph">&#8220;The Defense Department is very conservative in the way they manage their launch services right now,&#8221; he told Defense News on March 31.</p>



<p class="wp-block-paragraph">&#8220;Because launches have traditionally been so expensive, they’ve kind of gotten into a cycle where they pack as many capabilities into each satellite as possible to maximize what is going up with each launch. What that’s created is a situation is a situation where they really have to focus on launch reliability, and that reinforces the high expense of the launches.&#8221;</p>



<p class="wp-block-paragraph">The Pentagon will likely remain in an observation mode while the SpaceX continues testing reusable launch vehicles, waiting for the company to prove that its technology is reliable, said Brian Weeden, director of program planning for the Secure World Foundation.</p>



<p class="wp-block-paragraph">Even if the military is years away from adopting reusable launch systems themselves, the department may still be able to financially benefit from the commercial sector’s use. SpaceX founder Elon Musk believes he can substantially lower the cost of a Falcon 9 launch — currently valued at about $62 million — &#8220;by as much as a factor of a hundred&#8221; if the rocket can be flown many times like a commercial airplane.</p>



<p class="wp-block-paragraph">&#8220;Right now we don’t know exactly what SpaceX’s pricing plans are going to be,&#8221; Ostrove said. &#8220;It would be sort of be a logical move to, if they are going to use a launch vehicle 10 or 15 times, to spread the cost over those 10 or 15 times, rather than the first customer pay full price and then lower prices for everyone else.&#8221;</p>



<p class="wp-block-paragraph">In that model, the Defense Department theoretically could purchase the first launch, with commercial companies purchasing subsequent ones.</p>



<p class="wp-block-paragraph">But Weeden pointed out that SpaceX launches for the military cost considerably more than for commercial customers because of Pentagon requirements, which demand greater financial oversight as well as additional checks of the launch system itself.</p>



<p class="wp-block-paragraph">&#8220;SpaceX is going to continue to be able to bid on Air Force contracts like the GPS. In theory those might get cheaper over time,&#8221; he said. &#8220;But even if there are savings there, I don’t think it will have a huge impact. Those savings might be offset by all the additional requirements that DoD already has for those particular launches.&#8221;</p>



<p class="wp-block-paragraph">Additionally, the Falcon 9 launch vehicle doesn’t meet the requirements to carry many military payloads, which tend to be larger and heavier, he said.</p>



<p class="wp-block-paragraph">&#8220;It won’t be until Falcon Heavy comes along until SpaceX itself will be able to say they can launch a lot of the biggest and heaviest national security payloads. And that’s of course still a ways off. And reusability is even further away,&#8221; Weeden said.</p>



<p class="wp-block-paragraph">If the Air Force begins fielding smaller, more disaggregated satellites — an idea officials have championed because of the benefits to survivability — it might also be willing to experiment with reusable rockets because there would be less financial risk involved if a launch failed, Ostrove said.</p>



<p class="wp-block-paragraph">But it’s unclear what the path forward would look like, he added. The Falcon 9 is already certified for national security missions, but the Pentagon has no precedent for validating reusable launch systems.</p>



<p class="wp-block-paragraph">&#8220;It’s hard to say at this point how extensive of a process they would want do use, if they would want to start from scratch [and certify it] as if it was a new launch vehicle, or treat it like a new variant, which would be a much more abbreviated process,&#8221; he said.</p>



<p class="wp-block-paragraph">SpaceX isn’t the only company pursuing reusability, but it is the furthest along. Blue Origin is developing an orbital launch vehicle called New Glenn, which would have a reusable first stage like the Falcon 9. United Launch Alliance, a joint venture of Lockheed Martin and Boeing, plans to make the first stage engines of the Vulcan reusable. However, that functionality will not be available for years after its first flight, scheduled for 2019.</p>

<p class="wp-block-paragraph">WASHINGTON — U.S. President Donald Trump&#8217;s pick for Air Force secretary will have to divest stock from 16 defense contractors, including Honeywell and Raytheon, if confirmed for the position, financial disclosure reports reveal.<br/><br/> While it is extremely common for political appointees for top Pentagon positions — many of whom come directly from industry — to have to sell stock and resign from their corporate jobs, Heather Wilson may face heightened scrutiny for her ties to defense contractors during her upcoming confirmation hearing this Thursday.<br/><br/> Wilson, an Air Force Academy graduate and former congresswoman, is the administration&#8217;s sole remaining service secretary nominee after candidates for the Army and Navy pulled out from the process. However, allegations that she dodged ethics rules could be a liability when she confronts the Senate Armed Services Committee this week.<br/><br/> In financial disclosure reports made available by the Office of Government Ethics, Wilson promised to resign from her current role as president the South Dakota School of Mines and Technology, as well as positions on the boards of eight other businesses and organizations.  <br/><br/> Most notably, she will give up her position on the board of directors of Raven Industries, which creates surveillance aerostats, blimps and balloons marketed to the U.S. military and government, and divest related stock.<br/><br/> Wilson and her husband will also sell off stock from 16 Defense Department contractors, including Raytheon, Honeywell, IBM, Intel, semiconductor firm Qorvo, and mining and energy businesses like Leucadia National Corp. and Husky Energy, according to the documents.<br/><br/>Lydia Dennett, an investigator for the Project on Government Oversight, told Defense News that she &#8220;didn&#8217;t see anything&#8221; in the financial disclosure documents &#8220;that was a huge red flag.&#8221; Nonetheless, the government watchdog organization has been engaging with SASC, providing members with questions about Wilson&#8217;s work with the government&#8217;s nuclear labs.<br/><br/></p>





<p class="wp-block-paragraph">As a Republican congresswoman who represented New Mexico from 1998 to 2009, Wilson served on the House Armed Services Committee and Energy and Commerce Committee. Immediately afterward, she was employed by Sandia Corp., a subsidiary of Lockheed Martin that runs the government-owned Sandia National Laboratories, which develops components used in nuclear weapons.</p>



<p class="wp-block-paragraph">Although Wilson has said she didn’t personally engage in lobbying — which would have been illegal for one year after she left Congress — emails show that she played a critical role in helping Lockheed craft a strategy that allowed Sandia to retain its contract without having to rebid in a competitive environment, the Center for Public Integrity <a class="" href="http://www.politico.com/story/2017/02/records-show-how-air-force-nominee-skirted-lobbying-restrictions-234780" target="_blank" title="Link: http://www.politico.com/story/2017/02/records-show-how-air-force-nominee-skirted-lobbying-restrictions-234780">reported</a>earlier this year. Lockheed paid $4.7 million in 2015 to settle allegations that it had used federal funds to illegally lobby on its behalf.</p>



<p class="wp-block-paragraph">Wilson made almost half a million dollars working with government nuclear labs from 2009 to 2013, but an investigation by the Energy Department’s inspector general found no evidence that she had provided work. The private firms in charge of the labs reimbursed the government for most of that sum.</p>



<p class="wp-block-paragraph">It’s unlikely that questions about Wilson’s employment history will derail her probable confirmation by the Senate, and nor should it, Dennett said. Still, SASC should press Wilson about her time with Sandia Corp. and what services she provided the government labs, Dennett added.</p>



<p class="wp-block-paragraph">&#8220;[Wilson] hasn’t proven to be the best steward of money, in addition to generally showing a lack of interest of complying to oversight practices,&#8221; she said.</p>



<p class="wp-block-paragraph">If confirmed, Wilson will serve in the Air Force’s top civilian position as the Pentagon invests about $400 billion a year into nuclear modernization, according to the Congressional Budget Office, potentially to companies for whom Wilson has worked.</p>



<p class="wp-block-paragraph">The Air Force owns two legs of the nuclear triad, intercontinental ballistic missiles and nuclear-capable bombers, and plans to begin procuring new versions in the early 2020s. Two major nuclear programs are currently in source selection: the Ground Based Strategic Deterrent, which will replace the Minuteman III ICBMs, and the long range standoff cruise missile. Lockheed Martin has expressed interest in bidding on both contracts.</p>

<p class="wp-block-paragraph">ORLANDO, Fla. — With live training alone unable to provide the complex scenarios meant to push the F-35 to its limits, the US Air Force is banking on a suite of cutting-edge technologies that will fuse virtual and constructive elements into live exercises.<br/><br/>The Air Force Research Laboratory (AFRL) is about halfway through the technology demonstration phase of the Secure Live, Virtual and Constructive Advanced Training Environment (SLATE) program, which will secure the technologies needed to give pilots as close of an experience as they can get to an actual battle. <br/><br/>The program is set to begin demonstrating the system aboard F-15E Eagles and Navy F/A-18s in 2018, but the technology probably won&#8217;t be ready for the F-35 and other fifth-generation aircraft until the mid 2020s, said Maj. Gen. Robert McMurry, AFRL commander.<br/><br/> &#8220;We&#8217;ve learned over the past that our training systems are not up to the task that we have,&#8221; he said during a Nov. 29 keynote speech at the Interservice/Industry Training, Simulation and Education (I/ITSEC) conference in Orlando. &#8220;The cost of bringing live training environments and exercise environments to the level of fidelity that we really need to simulate what we would expect to be a conflict environment is probably cost prohibitive.&#8221;<br/><br/>Live, virtual and constructive (LVC) training has become a buzzword in the simulation industry over the past couple years, but SLATE is not about merely developing the capability for LVC assets to train together, said Dave &#8220;Moses&#8221; Noah, SLATE program manager at AFRL. A true LVC environment uses virtual and constructive elements to make live training as realistic as possible, enabling highly complex and advanced scenarios.<br/><br/> When the Air Force conducts live training today, there are elements of make believe that keep the pilot from having a truly immersive experience. For instance, an F-15E flying against an F-16 functioning as an aggressor aircraft will still see an F-16 on its radar shooting American weapons, he told Defense News.<br/><br/></p>





<p class="wp-block-paragraph">But once SLATE is integrated into the fleet, that F-15E will be able to see the F-16 as a MiG-29, or any other adversary aircraft, on all of its sensors and displays. The idea is to more accurately replicate the conditions of battle, including simulating various environments, adversary weapons and other systems not in the US inventory.</p>



<p class="wp-block-paragraph">&#8220;When we take off, go around the area and point at each other, I have the radar cross section signature of a MiG-29, I have all of the radar emissions of a MiG-29, so when I lock him up, he doesn&#8217;t see on his radar warning receiver a symbol for an F-16. He sees a MiG-29,&#8221; Noah said.</p>



<p class="wp-block-paragraph">&#8220;The first time that he knows that I&#8217;m not a MIG-29 is finally, at let&#8217;s say 2.1 miles, gets a visual on me,&#8221; he said. &#8220;Up until then, he doesn&#8217;t know.&#8221;</p>

<p class="wp-block-paragraph">AFRL is overseeing the development of three key technologies for the program: a radio waveform that can manage the unprecedented throughput of data between the different LVC assets, high-level data encryption that keeps sensitive information like radar signatures from proliferating, and a multi-level security system that allows different data to be passed to US and international assets depending on the level of classification.</p>



<p class="wp-block-paragraph">The waveform, called the Fifth Generation Advanced Training Waveform (5GATW) has been fully developed by Massachusetts Institute of Technology’s Lincoln Laboratory and performed final flight tests in September, Noah said. During the tests, Lincoln Labs stressed the waveform by passing as much data as possible between ground stations and two aircraft, an L-29 and Dassault Falcon 20 owned by the labs.</p>



<p class="wp-block-paragraph">Cubic is responsible for the rest of the system, including creating the encryption and security architecture as well as manufacturing a software-defined radio about the size of a smartphone capable of managing and processing the 5GATW, said Mike Knowles, vice president of air ranges. It’s also making the ground support system that will provide connectivity between the LVC elements.</p>



<p class="wp-block-paragraph">Over the upcoming months, the company will integrate those technologies — along with an antenna, power amplifier and a processor — together into a pod that will be attached to fourth-generation aircraft.</p>



<p class="wp-block-paragraph">&#8220;Inside our labs as systems integrator in San Diego, we’re already putting together the software-defined radio, the waveform we integrated, the multi-level secure architecture and the ground station,&#8221; he said. &#8220;So in our lab now, we’re at the point where we can do simulated connectivity of the system, so we can test out and verify the communications. The encryption system is already under the NSA [National Security Administration] process for certification.&#8221;</p>



<p class="wp-block-paragraph">During I/ITSEC, the company showcased some of the systems that will be encapsulated into the pod, which will be about the size of an AIM-9 Sidewinder missile. For fifth-gen jets like the F-35 and F-22, more engineering will be required to internally install the capability, preserving its low observability. That’s not a part of SLATE&#8217;s technology demonstration phase and will be done later on when the service starts an acquisition program, but Cubic has proposed some ideas to AFRL on how the core systems could be integrated into the joint strike fighter (JSF).</p>



<p class="wp-block-paragraph">&#8220;For JSF, it’s not going to be that hard. [For] a lot of the SLATE components, the hardware is designed to be able to be able to port into JSF in the future,&#8221; said Tim Cockerham, a senior principal systems engineer for Cubic. For instance, some of the technologies used for SLATE could replace older processors or other subsystems that are larger in size.</p>





<p class="wp-block-paragraph">The Air Force has committed $49 million for the technology development phase, and the Navy plans to add about $20 million of its own funds.</p>



<p class="wp-block-paragraph">AFRL and Cubic are going to continue testing and developing SLATE over the next year. Three two-week demonstrations at Nellis Air Force Base, Nevada, which will include Navy participation, are planned in 2018, Noah said.</p>



<p class="wp-block-paragraph">The first demo, planned for March, involves a couple F-15Es and F/A-18s interfacing with some virtual and constructive players</p>

<p class="wp-block-paragraph">&#8220;We’re just making sure we have connectivity out on the range at Nellis,&#8221; he said.</p>



<p class="wp-block-paragraph">Another demonstration in May increases the number of actors and the influx of data being exchanged. The capstone event in October will take it up yet another notch: up to 16 live aircraft acting as blue forces, additional live aggressor forces, and then &#8220;a classified number&#8221; of virtual and constructive forces.</p>



<p class="wp-block-paragraph">&#8220;But it’s going to be a lot because we want to show how much the system can handle,&#8221; he said.</p>



<p class="wp-block-paragraph"><b>Future Acquisition</b></p>



<p class="wp-block-paragraph">Once technology development ends, it will be up to the service to spin SLATE into a competitive program of record. That’s not exactly an easy thing to do in this fiscal environment for a capability that will cost billions, and possibly tens of billions, Noah said. However, the service’s Life Cycle Management Center, the acquisition arm of Air Force Materiel Command, has designated employees to help ensure a smooth transition.</p>



<p class="wp-block-paragraph">&#8220;They come to work in our building just to be joined at the hip with what AFRL is doing with SLATE,&#8221; he said.</p>



<p class="wp-block-paragraph">AFRL is already engaged in regular meetings with Air Combat Command — which has been designated the lead command for LVC platforms — and with Lynda Rutledge, the program executive officer for the agile combat support directorate, who is in charge of acquiring simulators.</p>



<p class="wp-block-paragraph">The acquisition strategy has not been finalized, but &#8220;this is going to be multiple programs of record because LVC is so huge,&#8221; he said.</p>

<p>KIRTLAND AFB, New Mexico – A vehicle roars out of the back of an MC-130 at high speed, while nearby a man moves around in a virtual-reality headset. Above, winches are lowered and raised on a platform adorned with a Christmas tree. And at the center of it sits a former taco truck, now equipped with a really, really big gun.<br/><br/> It’s not a fever dream of an Air Force maintainer, although it’s not far off. It’s the reality of Kirtland Air Force Base&#8217;s &#8220;Monster Garage,&#8221; a key and innovative part of training airmen from the US Air Force Special Operation Command (AFSOC).<br/><br/> During a visit to Kirtland in September, reporters accompanying Secretary of Defense Ash Carter got to tour the Garage in person, getting a hands-on look at the designs that Col. Shelley Rodriguez, Commander of the 58th Operations Group, uses to help train over 2,000 airmen at Kirtland each year.<br/><br/><b><a class="" href="http://www.defensenews.com/itsec" target="_blank" title="Link: null">Find all our coverage of the 2016 I/ITSEC conference here!</a></b><br/><br/> Weeks after the visit, Rodriguez and Lt. Col. Joe Augustine, Commander of the 58th Training Squadron, told Defense News that increasing the use of simulation for training is a key part of how they plan to train airmen going forward.<br/><br/> As simulation and training technologies have improved, the Pentagon has been explicit in a desire to move more training from live flights to ground-based options. The benefits are obvious: reduced risk to pilots while cutting down on the costs of flying aircraft. As a bonus, trainers can program in a number of situations that would be expensive or impossible to create with a live aircraft.<br/><br/> The Monster Garage takes it a step farther, with a team of fabrication experts who have come up with a number of low-cost, ground-based training solutions. Picture the custom garage guys from shows such as &#8220;Pimp My Ride,&#8221; complete with black polo shirts adorned with the Monster Garage logo, except instead of adding pool tables to cars they are playing with discarded airplanes that otherwise would end up in the scrap heap.<br/><br/> Rodriguez estimates the Garage saves roughly $57 million each year by providing training alternatives to the tried-and-true method of getting into an aircraft, taking it up, and training live.<br/><br/> The 58th Operations Group trains special operations, combat search and rescue and airlift aircrews in the UH-1H/N, HH-60G, MH-53J/M, HC-130N/P, MC-130P, MC-130H and CV-22 aircraft, and all those platforms are well represented in the Monster Garage.<br/><br/> In total, Augustine said about 70 percent of the training on those platforms can be done with simulation, although that number changes based on the particular aircraft. Flight training on a C-130 model, for example, can be done almost 100 percent on the ground, whereas the CV-22 sits at about 70 percent through simulation. <br/><br/> So what makes up the core of the Monster Garage? Here are just a few of the designs on the floor of the facility: <br/><br/> <b>Load Master Fuselage Trainer</b>&#8211; The trainer, built by Lockheed Martin, helps train HC/MC-130 operators to quickly load and unload their aircraft. Essentially, the trainer is a mocked up back of a C-130 with a ramp attached, where loadmasters can simulate having to make a quick unload under enemy fire. During the visit to Kirtland, reporters watched the back ramp drop and a ground vehicle come roaring out the back at full speed. <br/><br/> It runs 15-18 hours a day, five days a week, with roughly 30-40 vehicles coming out the back every day. And that could expand, with Rodriguez saying they were considering opening the trainer up 24 hours a day in order to meet demand. <br/><br/> <b>MC130 Fuselage Trainer – </b>The Monster Garage’s fabrication team showed its value with this design, a retired MC-130E Combat Talon airframe that was on its way to be retired. The fabricators intercepted it and set to work redesigning it into a MC-130H Combat Talon II trainer. The work included stripping off the wings, clipping the propellers, and removing and then reinstalling dozens of feet of wiring inside the plane. <br/><br/> According to an Air Force press release from 2014, a military contractor wanted $15 million to make an equivalent piece of technology. Instead, the Monster Garage people managed to create one for roughly $250,000. Airmen now train about 10-15 hours a day on the system, primarily with training for tie down on the landing gear or loading and offloading vehicles. <br/><i></i><br/><br/><img decoding="async" alt="Monster Garage MC130 trainer" data-alignment="center" data-object-id="00000158-ace3-dceb-a9d8-aeefed210000" data-type="image" src="http://snagfilms-a.akamaihd.net/45/97/82c42745450fa78ddaf4f57ff571/monster-garage-mc130-trainer.JPG"/><figcaption> <span>On the left, the Load Master Fuselage Trainer; on the right, the MC-130 Fuselage Trainer. </span></figcaption><figcaption> <span>Photo Credit: Aaron Mehta/Staff</span></figcaption><br/> <b>The War Wagon</b> – Technically the <i>&#8220;</i>Live Fire Trainer,&#8221;<i> </i>this converted taco truck goes by the War Wagon nickname around the Garage. The design is almost comically simple – either a GAU2 minigun or M240B machine gun sticks out of the window of a small trailer – but it has netted huge results, according to Rodriguez. <br/><br/> The setup lets airmen train on the weapons used for the HH-60G and UH-1n without the cost of having to fly one of the helicopters down to a weapons range, spend a few hours flying around, and then returning. Instead, airmen can just haul the wagon down to a local range on the base, set up, and get their practice in without ever having to take a Huey into the air. <br/><br/> The War Wagon &#8220;gives us flexibility we have not had before,&#8221; Rodriguez said. &#8220;The thing has been phenomenal.&#8221;<br/><br/> Augustine notes that the universal mount used on the War Wagon could also hold the .50 caliber GAU-18 – but only if they decided to increase the structure of the Wagon, which wouldn’t be able to survive for long with the heavier weapon. <br/><br/> <b>UH-1N and HH-60 Static Trainers</b> – Looming over the Monster Garage is a tall tower, equipped on either side with old UH-1N and HH-60 platforms. These are used to train airmen who will be participating in rescue operations how to raise and lower litters loaded up with roughly 180-pound dummies. While they are doing that, trainers can simulate weather conditions to keep the training airmen on their toes. <br/><br/> Behind one of the aircraft sits a permanently placed Christmas tree, something Augustine says is actually a vital training tool. <br/><br/> &#8220;The students need to be able to manage that hoist in the presence of tall trees, because historically they struggle with that particular nuance of the training program,&#8221; he explained. So the tree serves as a stand-in for a whole forest that could be too close to the back of a helicopter. <br/><br/> At the same time, pilots can’t get too locked in on that tree, so the Garage set up a small commercial webcam inside the trainer cockpit, letting instructors see if their trainees are too focused on watching either the tree of the winch and ignoring the other.<br/><br/><img decoding="async" alt="Monster Garage Huey" data-alignment="center" data-object-id="00000158-ace6-df85-a75a-eceff08b0000" data-type="image" src="http://snagfilms-a.akamaihd.net/ed/fc/c76a306d4394bc29259f50f8a86c/monster-garage-huey.JPG"/><figcaption> <span>The Monster Garage set up a Christmas tree under its Huey trainer, in order to remind pilots to keep an eye on their tail.</span></figcaption><figcaption> <span>Photo Credit: Aaron Mehta/Staff</span></figcaption><br/> <b>CV-22 Trainer and Virtual Reality</b>— Primarily used for maintainers, who can do detailed training down to borescopes of the engine, the CV-22 trainer also lets special mission personnel learn the preflight systems. The Monster Garage team has begun playing with simulated environments to help pilots practice what they would need to do to get up and running under a variety of situations.<br/><br/> What’s more exciting about the CV-22 trainer is what could come in the realm of virtual reality. During the reporter visit in September, a virtual-reality trainer was set up with goggles and two controllers. The maintainers put the goggles on and can move around a shockingly accurate CV-22 simulation, opening panels to explore wiring. <br/><br/> Right now, the use of virtual reality is more a &#8220;proof of concept&#8221; than a working system, said Augustine. But both he and Rodriguez expressed hope that the service would find ways to fund virtual-reality systems in the coming years. <br/><br/> Rodriguez was particularly excited at the potential in such systems, especially as commercial companies such as Samsung are pushing mass-market virtual reality sets for less than $100 this Christmas season. She sees a future where every student is handed a VR system on their first day of training and it becomes a key part of their homework. <br/><br/> &#8220;When a student wants to study and can’t figure out what he saw on an aircraft, instead of having to walk down to the flight line, he can just pull the system up in his room and go back through an aircraft preflight while in his dorm room,&#8221; she said. &#8220;That’s kind of phenomenal. If you can get something like a tablet device where you could put some of the training on there and combine that with virtual reality, the possibilities are endless.&#8221;<br/><br/> And if it works for training, Rodriguez notes, it could also work for pre-mission briefings. Imagine a scenario where US forces are going to launch a mission against a target. Hours before the flight, an unmanned system could go and scout the area, beaming those pictures back to base where operators can strap on VR headsets and run through the mission, with near real-time data, before loading up. <br/><br/> &#8220;It’s almost mind blowing how much this could impact operations,&#8221; she said.<br/></p>

<p>WASHINGTON — When KC-46 training starts at Altus Air Force Base next year, pilots and boom operators will conduct aerial refueling training together for the first time ever in linked, full-motion simulators.<br/><br/> Simulation training will also replace a large portion of live flights, members of the 56th Air Refueling Squadron at Altus Air Force Base, Oklahoma, told Defense News. <br/><br/> Pilots learning to fly the Air Force’s oldest tanker, the KC-135, could expect to do about 15 to 20 simulated missions. KC-46 pilots will execute anywhere from 25 to 35 simulated missions, with only three live flights needed in the aircraft before they can move to their operational base, said Maj. Steven Whitson, the squadron’s standards and evaluation officer.<br/><br/> Although full-motion simulators have existed for decades, the KC-46 training program at Altus will mark the first time both tanker pilots and boom operators will be able to use them together to practice tactics and progress through scenarios at the same time, said Tech Sgt. Eric Flanders, the squadron’s non-commissioned officer in charge of tactics.<br/><br/> &#8220;Everything that they do up front, we&#8217;re going to feel in the back for the first time ever. It’s going to bring a lot of fidelity. Our training is going to be increased exponentially,&#8221; he said. <br/><br/> The 56th Air Refueling Squadron reactivated in August, after the base poured $33.5 million into new infrastructure, including $6.2 million on a fuselage trainer and a $12 million flight training center.<br/><br/><br/><img decoding="async" alt="kc-46 altus" data-alignment="center" data-object-id="00000158-8d7b-d0e0-ad58-bdff04c60000" data-type="image" src="http://snagfilms-a.akamaihd.net/07/1d/8774b0184dca89477c32751e899e/1801146.jpg"/><figcaption> <span>A March 2015 shot of the U.S. Air Force KC-46 Pegasus refueling aircraft flight training facility and fuselage trainer at Altus Air Force Base, Oklahoma. These airmen, like Whitson and Flanders, have not gone through the KC-46 training program yet, but will be one of the first airmen that experience the curriculum before becoming instructors. <br/><br/> Much of the training schedule — including when the squadron instructions will wrap up their own training and begin teaching the first class of pilots and boom operators — hinges on the delivery of the first KC-46A aircraft and the associated simulators to the base. <br/><br/> &#8220;We’ve done everything we can do as aircrew,&#8221; Whitson said. &#8220;Altus is ready to receive aircraft and start training tomorrow.&#8221; <br/><br/> That airplane is slated to arrive in the fourth quarter of fiscal year 2017.<br/><br/> FlightSafety International is responsible for manufacturing the KC-46 full-motion simulators, which have a 225-degree field of view and glass displays that present crisper imagery than legacy simulators, said Ron Ladnier, president of FlightSafety Services Corp. The systems can be linked with other KC-46 simulators located at different bases around the country, allowing students to practice larger missions.<br/><br/> In 2013, FlightSafety was awarded a $78 million contract to produce the academic courseware, the simulators and other educational materials like part task trainers and fuselage trainers. The company is slated to deliver training equipment in spring 2017, at least 60 days before the arrival of the first KC-46.<br/><br/> After an academic phase run by FlightSafety, students will begin practicing standard and emergency procedures using part task trainers that mimic the interfaces they will see inside the KC-46, Flanders said. Then they will move on to the full-motion simulators.<br/><br/> Part of the reason so much of the training has been moved out of the cockpit is because technology has improved the fidelity of simulators by leaps and bounds. <br/><br/> &#8220;In the past we didn&#8217;t have the technology to make training realistic enough,&#8221; Whitson said. For example, landing in the KC-135 simulator always felt different than landing the plane itself because the training system couldn’t exactly mimic the mechanics of the aircraft. In a fly-by-wire aircraft like the KC-46, data can be collected about the aircraft’s performance and then used to build a high-fidelity simulator.<br/><br/> FlightSafety paid particular attention to the different air flows around the KC-46 and receiver aircraft, as well as the interplay of those air flows, Ladnier said. That aerodynamic interaction provides a difficult challenge to tanker operators as they conduct refueling missions, but is also one of the most challenging things to replicate in a simulator.<br/><br/> &#8220;We’ve worked very hard on that and we think we’re going to have a good simulation of what that’s like.&#8221;<br/><br/> Another feature is that the simulators can now reproduce more complex scenarios. For instance, pilots and boom operators will be able to practice taking off, flying to an area and refueling a C-17, Flanders said. During that task, an instructor could program an adversary aircraft to begin flying toward the KC-46, and the aircrew would then have to practice following proper procedures to break away from the receiver aircraft and land.<br/><br/> In a KC-135, that scenario would be conducted in a completely different way, he said. Pilots and boom operators do not interact at all during training, so a boom operator would be sitting in a simulator listening to an instructor, who would roleplay as the pilot using a written script.<br/><br/> At Altus, pilots and boom operators will conduct only a handful of live events inside the KC-46 — two flights and a check ride that validates their training and qualifies them for their position — before moving on to an operational squadron for additional practice.  <br/><br/> Pilots will spend about 82 days going through training at Altus AFB, although they may spend slightly less time there if they have already been certified to receive fuel during aerial refueling. Boom operator training will take approximately 59 days, Flanders said. <br/><br/></p>
