Two other agencies are in Walla Walla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attorney General Bob Ferguson called the VASH program a key tool in the fight to house homeless veterans.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2017\/12\/06\/number-of-homeless-veterans-nationwide-rises-for-first-time-in-seven-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17339773653505.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Number of homeless vets rises for first time in seven years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Estimates show the total number of veterans without stable housing increased by about 600 from 2016 to 2017.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cA blanket denial is outrageous,\u201d Ferguson said. \u201cIt is also illegal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ferguson said he ordered the Wing Luke Civil Rights Unit to investigate discrimination against veterans after his office regularly fielded complaints that some were being denied housing if they used VASH to pay their rent. That violates Washington\u2019s Law Against Discrimination, he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/03\/01\/study-private-sector-may-not-be-ready-for-new-veteran-patients\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4058152.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Study: Private sector may not be ready for new veteran patients<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A new Rand Corp. study notes that many private-sector medical providers in New York &quot;know little about the military or veterans.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A bill pending in Olympia will explicitly ban discrimination against VASH users, but Ferguson said he\u2019s confident the existing law applies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VASH is a federal program to support veterans with disabilities, including mental illness, substance abuse disorders and physical disabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the sting, the attorney general\u2019s office partnered with Northwest Fair Housing Alliance in Spokane in 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators emailed property managers who had advertised homes for rent. In their messages, investigators said they were veterans and were interested in renting. They said they had VASH vouchers to cover rent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 50 landlords contacted, 10 said they wouldn\u2019t rent to VASH users.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jason Celski is a U.S. Air Force veteran who runs a law practice and property management firm in Kennewick.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the employee who fielded the inquiry from investigators did not realize it was for a veteran and that the message referred to VASH by the acronym, not its full name.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ferguson defended the investigation, saying his team provided would-be landlords with a clear picture of the prospective tenant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey knew exactly what it was,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After follow-up, eight of the companies, including Celski, agreed to amend their policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two disagreed, asserting the current law doesn\u2019t apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are awaiting the outcome of a bill pending in Olympia. If approved, the bill will explicitly prohibit landlords from refusing to rent property based on the tenant\u2019s source of income, including VASH and other subsidies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ferguson supported the bill, which passed in the House and is pending in the Senate Rules committee. A similar bill already passed the Senate this session. Ferguson said he believes it will pass this session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to Celski, the companies that agreed to change their policies are KPS Realty of Spokane; Domus Urbis of Spokane; Country Homes Realty of Spokane; Rowley Properties of Issaquah; TJ Cline of Walla Walla; Welcome Home Properties of Walla Walla; and Yelm Creek Apartments of Yelm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ferguson said he will sue the holdouts, Apartment Management Consultants of Utah and Mission Rock Residential of Colorado, under the state\u2019s law against discrimination if the new law does not pass and they refuse to come into compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VASH is a venture of the U.S. departments of Veterans Affairs and Housing and Urban Development. More than 52,000 Washington households use \u201chousing choice\u201d vouchers in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was not immediately clear how many of those are through the VASH program. There were approximately 1,500 homeless veterans in Washington, according to the Center on Budget and Policy Priorities, a nonpartisan research and policy institute based in Washington,
