{"id":15856,"date":"2019-09-18T15:53:13","date_gmt":"2019-09-18T15:53:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2019\/09\/18\/aetc-commander-we-owe-airmen-better-than-moldy-lackland-dorms-but-situation-improving\/"},"modified":"2026-08-07T20:21:10","modified_gmt":"2026-08-07T20:21:10","slug":"aetc-commander-we-owe-airmen-better-than-moldy-lackland-dorms-but-situation-improving","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2019\/09\/18\/aetc-commander-we-owe-airmen-better-than-moldy-lackland-dorms-but-situation-improving\/","title":{"rendered":"AETC commander: \u2018We owe airmen better\u2019 than moldy Lackland dorms, but situation improving"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Air Force has finished removing the <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2019\/07\/24\/moldy-conditions-at-lackland-dorms-prompt-review\/\" target=_blank>rampant mold<\/a> that was infesting some dormitories at Joint Base San Antonio-Lackland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the <a href=\"https:\/\/www.airforcetimes.com\/pay-benefits\/2019\/03\/22\/if-your-military-housing-is-contaminated-who-pays-your-mold-related-expenses\/\" target=\"_blank\">mold problem<\/a> never should have gotten to the point where it took a <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2018\/07\/18\/military-families-sue-over-black-mold-in-their-homes\/\" target=\"_blank\">social media storm<\/a> and the ensuing outrage to fix it, Lt. Gen. Brad Webb, the head of Air Education and Training Command, told reporters Tuesday at the Air Force Association\u2019s Air Space Cyber conference in National Harbor, Maryland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe owe our airmen better than what we saw there on social media,\u201d Webb said. \u201cWe owe them a safe and squared-away environment to work in. And that\u2019s really the big lesson learned for us in this experience.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, Lackland officials temporarily moved hundreds of residents of its permanent party and technical training dorms after photographs of moldy dorms hit social media and prompted an outcry among airmen. Some photographs showed mold on a pillow, a box spring, a uniform sleeve, boots and a video game controller.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2019\/07\/29\/lackland-just-relocated-200-airmen-due-to-dorm-mold-and-more-moves-are-coming\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lackland-mold-fix-1b.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lackland just relocated 200 airmen due to dorm mold \u2014 and more moves are coming<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Civil engineers have tried to fix the mold problems in some rooms by bleaching them, tearing out their carpets, and using dehumidifiers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In an email, AETC spokesman Dan Hawkins said that as of Aug. 10, about 2,500 rooms across Joint Base San Antonio \u2014 about 30 percent of the base\u2019s 8,000 or so rooms \u2014 had at least some mold. All of those rooms have now been professionally treated and cleaned, Hawkins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joint Base San Antonio is also building a new dorm, in addition to ongoing renovations, and has plans to build six more new dorms and dining facilities across the base, Hawkins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The base has asked for $102 million through fiscal 2021 for 47 facility projects there as part of the 502nd Air Base Wing\u2019s dorm and campus improvement plan, he said. Webb said long-term investment is needed to improve the base\u2019s living facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Webb told reporters that several factors combined to result in the dismal conditions at Lackland earlier this year. The dorms are older and house many airmen regularly coming through the basic military training pipeline, he said, and heat and humidity levels in central Texas this spring and early summer created conditions ripe for mold to grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But AETC also has to take a hard look at itself and how it manages these older facilities, and ask whether some need to be replaced, Webb said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Design flaws and overpopulated dorms also contributed to the mold conditions, AETC Command Chief Master Sgt. Juliet Gudgel told reporters. Some rooms have twice as many airmen living there as they were built for, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some buildings also have aging heating, ventilation and air conditioning systems, Gudgel said. For example, the photographs that blew up online were of a permanent party dorm where the air handler had gone out. Making things worse, that dorm\u2019s design flaws meant that in many cases, there was no fresh air coming through the room; airflow dumped out in a closet where it had nowhere to go. So, as heat and humidity rose, that stale, damp air led to rampant mold growth in those closets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AETC bases also have to have the expertise to take care of such mold problems as soon as they arise, Gudgel said. If an airman spots mold or mildew problems beginning, she said, a military training leader needs to be able to call civil engineering to evaluate the problem, move the airman out if necessary, and fix the mold situation before it snowballs into something worse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has been pushing to try to fix problems with aging, inadequate infrastructure and living quarters, Gudgel said, and AETC needs to continue working with other major commands to improve airmen\u2019s quality of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to have safe \u2014 not only living, but also eating and working \u2014 conditions for our airmen,\u201d she said. \u201cAs we look at our dormitories, we\u2019re looking at infrastructure across our Air
