{"id":17583,"date":"2019-03-08T19:36:30","date_gmt":"2019-03-08T19:36:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2019\/03\/08\/key-piece-of-f-35-logistics-system-unusable-by-us-air-force-students-instructor-pilots\/"},"modified":"2026-08-07T21:48:13","modified_gmt":"2026-08-07T21:48:13","slug":"key-piece-of-f-35-logistics-system-unusable-by-us-air-force-students-instructor-pilots","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2019\/03\/08\/key-piece-of-f-35-logistics-system-unusable-by-us-air-force-students-instructor-pilots\/","title":{"rendered":"Key piece of F-35 logistics system unusable by US Air Force students, instructor pilots"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">EGLIN AIR FORCE BASE, Fla. \u2014 The <a href=\"https:\/\/www.defensenews.com\/2018\/12\/07\/after-a-couple-months-delay-the-f-35-moves-into-operational-tests\/\" target=_blank>F-35 fighter jet\u2019s logistics backbone<\/a> has proven so clunky and burdensome to work with that the U.S. Air Force\u2019s instructor pilots, as well as students learning to fly the aircraft, have <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/10\/4-ways-lockheeds-new-f-35-head-wants-to-fix-the-fighter-jet-program\/\" target=_blank>stopped using a key piece of the system<\/a>, Defense News has learned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Autonomic Logistics Information System, built by <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-warfare-symposium\/2019\/02\/27\/congressional-supporters-stand-ready-to-protect-f-35-from-f-15x-budget-threats\/\" target=_blank>F-35 manufacturer Lockheed Martin<\/a>, was supposed to consolidate training, maintenance and supply chain management functions into a single entity, making it easier for users to input data and <a href=\"https:\/\/www.defensenews.com\/air\/2018\/10\/15\/most-f-35s-return-to-flight-operations-after-fuel-tube-problem\/\" target=_blank>oversee the jet\u2019s health and history <\/a>throughout its life span.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ALIS has been a disappointment to maintainers in the field, with updates coming behind schedule and many workarounds needed so it functions as designed. But the Air Force\u2019s F-35A instructor and student pilots at Eglin Air Force Base, Florida, and Luke Air Force Base, Arizona, were so disappointed with the performance of ALIS\u2019 training system that they bailed entirely, confirmed Col. Paul Moga, commander of Eglin\u2019s 33rd Fighter Wing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe functionality in ALIS with regards to TMS \u2014 the training management system \u2014 was such a source of frustration and a time waste to the instructor pilots and the simulator instructors and the academic instructors that we at [Air Education and Training Command] in coordination with us [at Eglin] and Luke made a call almost a year ago to stop using the program,\u201d Moga said during a Feb. 26 interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moga said the command\u2019s F-35 training squadrons are \u201cnot going to start using TMS again until it works.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/02\/27\/how-the-us-air-forces-kessel-run-team-plans-to-solve-one-of-the-f-35-programs-biggest-headaches\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5099416.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How the US Air Force\u2019s Kessel Run team plans to solve one of the F-35 program\u2019s biggest headaches<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The F-35&#039;s 1990s-era logistics backbone is getting a facelift.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">So in the meantime, F-35A training squadrons have adopted a legacy system, Northrop Grumman\u2019s Global Training Integrated Management System. GTIMS is used by the Air Force, Army and Navy across a number of aircraft inventories to manage training schedules and cut the man-hours and costs associated with doing that work, according to a Northrop fact sheet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, GTIMS provides a more agile, efficient user experience than ALIS\u2019 training management system, Moga said. But it doesn\u2019t sync with ALIS, so pilots and instructors must do \u201cdouble data entry\u201d so that each system has a record of flight records, currencies and qualifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even with that headache, using GTIMS is worth not having to deal with ALIS, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not optimum, but it\u2019s a lot better than it was before just relying solely on TMS,\u201d Moga said. \u201cBecause between us and Luke, we couldn\u2019t take any longer having instructors saying: \u2018It takes me 45 minutes just to have access to a grade sheet, let alone fill it out.\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list of problems with ALIS goes back years, with the Pentagon\u2019s independent weapons tester regularly pointing out deficiencies in annual reports. But the Air Force is just starting to get vocal in its exasperation with the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Air Force Association\u2019s Air Warfare Symposium held last week, Air Force Secretary Heather Wilson turned it into a punchline, jokingly saying: \u201cI can guarantee that no Air Force maintainer will ever name their daughter \u2018Alice.\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The line got a lot of laughs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ALIS, Wilson said, was \u201ca proprietary system so frustrating to use, maintainers said they were wasting 10-15 hours a week fighting with it \u2026 and looking for ways to bypass it to try to make F-35s mission-capable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear whether any of the other U.S. services have followed the Air Force\u2019s decision to abandon ALIS\u2019 training management system.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/06\/01\/some-of-the-oldest-f-35s-on-the-globe-are-forced-to-sit-and-wait-for-upgrades\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F-35-VMFAT-501-Flag-Bird-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Marine Corps F-35s dogged by parts shortages<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It can take months for Marines to get the spare parts needed to repair the F-35B. But what is anyone doing about it?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While the Marine Corps does use TMS, it also uses legacy systems like the Marine Sierra Hotel Aviation Readiness Program, or M-SHARP, as well as Advanced Skills Management, said Marine Corps spokesman Capt. Chris Harrison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A request for comment was not immediately <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/12\/07\/why-the-navy-will-deactivate-an-f-35-squadron-next-year\/\" target=_blank>returned by the Navy<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement to Defense News, a spokesman for Lockheed Martin said the company is investing $180 million in ALIS and other data systems through 2021. The company is also working to modernize the ALIS architecture and improve data integrity, speed and automation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve heard direct feedback from the user community regarding the Training Management System and are working to improve it. The newest version of TMS contains functionality and user experience improvements, including the ability to customize flexible training plans. This is being fielded in the latest ALIS 3.0 upgrade and we continue to improve the tool in 2019,\u201d Lockheed spokesman Mike Friedman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Life with ALIS<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the maintenance side, ALIS is improving \u2026 very slowly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tech. Sgt. Joshua Wells is an ALIS expediter for the 33rd Fighter Wing. One of two people in the squadron with that title, his entire job revolves around helping maintainers and support personnel use ALIS, and ironing out problems with the system that might occur throughout the day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wells takes a pragmatic view on ALIS\u2019 performance. He calls it \u201ca great tool for researching prior maintenance as opposed to digging through hundreds of thousands of pages\u201d of documentation, and said the latest software update in January has led to some positive changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The speed of the servers is improving, but only so many ALIS users can use the system simultaneously. At a certain point, a user may have to wait for someone to log off before moving forward, he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/02\/01\/bad-data-in-f-35-logistics-system-resulting-in-lost-missions\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4983561.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Bad data in F-35 logistics system resulting in lost missions<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Ever wonder what&#039;s driving down the F-35&#039;s mission capable rates? Here&#039;s one factor.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Certain parts on the aircraft have a time limit at which scheduled maintenance or a replacement must take place. The latest ALIS update has sped up the time taken to process that data, \u201cbut we still have hiccups,\u201d Wells acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Users also continue to see challenges with gaps in the technical data that follows each part or subsystem, like the ejection seat. A 2018 report by the Pentagon\u2019s director of operational test and evaluation noted that Lockheed\u2019s subcontractors on the F-35 do not always input information into ALIS in a standardized way, as they do not use the system. The Air Force has specifically said this problem can cause missed sorties and is one of the top five drivers of non-mission-capable rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are way better than where they were,\u201d Wells said of the data gaps, adding that he has to call Lockheed Martin personnel \u201csignificantly less\u201d for help getting data than he used to with older versions of the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Defense Department hasn\u2019t spelled out a cohesive plan for ALIS\u2019 future, there are signs the system could change in significant, fundamental ways in the coming years. Naval Air Systems Command, which manages F-35 contracts across the department, put out a solicitation in January for \u201cALIS Next,\u201d which it envisions as a Lockheed Martin product that \u201cwill re-design ALIS in accordance with current information technology and software development best practices.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is beginning to look at that problem through its Mad Hatter effort, which pairs coders from its Kessel Run software lab with F-35 maintainers at Nellis Air Force Base, Nevada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, Mad Hatter\u2019s developers are building apps that will \u2014 hopefully \u2014 help to make ALIS more efficient and user-friendly, such as an app to expedite the creation of maintenance schedules. So we\u2019re eventually going to ditch the \u201990s flip phone, re-host on a modern smartphone, and we want to know what apps are pretty good to use, what apps can be used in part with reuse, and what things we need to recode,\u201d he said. \u201cIt\u2019s early, but so far a lot of the code appears reusable down at the app level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite all the problems, Wells is hopeful that the system will continue to improve. When this reporter asked if ALIS\u2019 problems were just growing pains, he gave a resigned laugh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLong growing pains, but yes,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Edited on 3\/11\/19 to correct Col.
