Here\u2019s why you could face delays, no matter where you\u2019re going"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Military families on the move this summer are experiencing hardships because of unexpected delays in <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/03\/26\/heres-why-a-perfect-storm-may-greet-movers-during-this-years-peak-pcs-season\/\" target=\"_blank\">pickups or delivery of their household goods<\/a>, and the situation isn\u2019t likely to improve, officials said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 1 in 10 <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2017\/10\/11\/senior-leaders-pledge-support-for-family-programs-but-offer-few-specifics\/\" target=_blank>military members <\/a>who have moved so far this year have experienced delivery delays, according to Army Maj. Nichole Downs, a spokeswoman for <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2017\/10\/02\/pcs-shift-transcom-targets-clunky-movemil-may-try-to-spread-out-busy-summer-season\/\" target=_blank>U.S. Transportation Command<\/a>. Officials expect delays to continue, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those families should reach out to their personal property office to learn about their options, Downs said \u2014 including reimbursement for expenses caused by the delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere just aren\u2019t enough transportation providers,\u201d said Kelly Hruska, government relations director for the National Military Family Association. Her group first heard complaints from families in Fort Bragg, North Carolina, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve had complaints from people that they\u2019re shocked at how long it\u2019s taking to get their household goods picked up, and we\u2019re hearing lots of complaints about packers, because they\u2019re not able to find people to do the packing, so that\u2019s raising a whole host of issues,\u201d Hruska said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem isn\u2019t limited to one company or one area. Rather, it\u2019s a convergence of problems that\u2019s created a \u201cperfect storm\u201d for <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/02\/15\/services-dod-offer-options-to-reduce-military-moves\/\" target=_blank>military moves,<\/a> predicted earlier this year by those in the moving industry. Among the issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>High move volume in some high-population regions (Northeast, southern Florida) that exceeds local capacity, along with traditional stress on moving companies in areas with smaller populations but high levels of summer military moves. The rate of military moves jumps from 6,000 per week most of the year to 12,000 per week in June and July, said John Becker, vice president of military policy for the American Moving and Storage Association.&nbsp;<\/li><li>Shortages of truck drivers (50,000 needed nationwide), packers and loaders, made worse by falling unemployment rates that allow some in the trade to accept positions in other industries.<\/li><li>New rules that limit the time truckers can spend behind the wheel. This can be of particular concern to those moving military families, where wait time to access an installation counts against the time allowed on the road.<\/li><\/ul>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2018\/03\/26\/heres-why-a-perfect-storm-may-greet-movers-during-this-years-peak-pcs-season\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s why a \u2018perfect storm\u2019 may greet movers during this year\u2019s peak PCS season<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">More truck-driver regulations. More civilian moves. Can your PCS trek keep pace?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Along with these factors is a larger communication problem, Hruska said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere needs to be more communication with families about what to expect,&#8221; she said. &#8220;I\u2019d rather be prepared for the worst-case scenario and then be pleasantly surprised by the opposite. If you know there\u2019s a shortage of drivers, a shortage of packers, tell us. Explain the problems and tell us what to do to protect ourselves. We prefer they be up front.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>One soldier\u2019s long wait<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Staff Sgt. Marvin Washington and his family felt the brunt of it as they moved from Fort Stewart, Georgia, to Fort Bliss, Texas, this summer. Washington told <a href=\"https:\/\/www.actionnewsjax.com\/news\/150-military-families-say-jacksonville-based-suddath-relocation-services-made-their-move-a-disaster\/794447615\" target=_blank>Action News Jax <\/a>in Jacksonville, Florida, that he and his wife expected their household goods would be delivered to the area a little more than three weeks after they were picked up in Georgia on June 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, more than a week after the expected June 29 delivery date, they had not received their delivery from Jacksonville-based Suddath Relocation Services. Their living room was furnished with two beach chairs, and they sent their three children to live with their grandmother, because there were no beds for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve been through my ups and downs in this uniform. And they\u2019ve felt it, too. But when they feel it, then it hurts me. And I can\u2019t stand that,\u201d Washington told Action News Jax.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Washingtons received their household goods July 12, according to TRANSCOM\u2019s Downs. That\u2019s 13 days after the required delivery date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not clear whether the Washingtons filed an inconvenience claim for reimbursement of out-of-pocket expenses incurred as a result of the delay in delivery. But certain expenses can be reimbursed, such as lodging, meals, laundry service, rental furniture and purchases of items such as paper plates, napkins, and plastic cutlery, to name a few.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suddath offered the Washingtons information about filing an inconvenience claim, Downs said, detailing the types of expenses they would reimburse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local personal property offices always look into complaints brought by dissatisfied service members, Downs said, but Washington didn\u2019t contact that office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u2018We need action\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t want any move to not go well. We expect a high level of service from all our service providers,\u201d said Scott Kelly, president of Suddath Government Services. \u201cIt bothers me personally when things don\u2019t go well, and it bothers my team. \u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s such a quality-of-life issue for these people. We\u2019re proud to serve that market. But industry has to have some help now. We need some flexibility, we need deregulation in the business rules. The services are looking at it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Among his solutions: Replacing a required delivery date with a \u201cdelivery spread\u201d common to private-sector moves; allow for extended transit times to account for the limits on truckers&#8217; time on the road as well as the widespread shortages; and get more information on possible delays to service members, who used to deal with in-person moving experts at their installation but now put much of their move together online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need action, or this will get worse, in my view,&#8221; said Kelly, who added that companies are getting paid more for private-sector moves than for military ones. Meanwhile, everyone is competing for those trucks and and packers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve done everything we can afford to do to fill the gaps that are missing with communication, and transportation and service delivery,\u201d he said. &#8220;It\u2019s getting more and more expensive to do this every day to the point where people are leaving this segment of the market. That\u2019s not good for anyone, especially the service member.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelly said areas they\u2019re seeing where capacity is very limited this summer include Alabama, Louisiana, Arkansas, Mississippi, New York, the area around Virginia\u2019s Fort Belvoir, and South Carolina.
