Frank Gorenc explained that\u00a0<span class=\"rte rte-comment\">the <\/span>base restructuring under the\u00a0European Infrastructure Consolidation <span class=\"rte rte-comment\">I<\/span>initiative<span class=\"rte rte-comment\">European Consolidation Initiative<\/span>,\u00a0which led to the <span class=\"rte rte-comment\">prompted the <\/span>pending closures of RAF Mildenhall,\u00a0Alconbury and Molesworth, and 12 other installations across Europe, has prompted <span class=\"rte rte-comment\">motivated <\/span>the Air Force to increase its missions <span class=\"rte rte-comment\">across the continent <\/span>with <span class=\"rte rte-comment\">its <\/span>NATO partners using <span class=\"rte rte-comment\">with <\/span>alternative sites across the continent.<span class=\"rte rte-comment\">\u00a0real-estate.<\/span> The consolidation program<span class=\"rte rte-comment\">ECI<\/span>, which is expected to\u00a0<span class=\"rte rte-comment\">would\u00a0<\/span>save the Pentagon roughly\u00a0$500 million annually, was announced in 2015.\u00a0<\/p>\n\n\n\n\n\n<p><span class=\"rte rte-comment\">Troop levels across Europe will remain\u00a0at about 67,000\u00a0for the next five years, officials have said,\u00a0decreasing America&#8217;s footprint across the continent\u00a0that once had as many as\u00a0440,000 service members.\u00a0<\/span>The pop-up bases are fueled by\u00a0the European Reassurance Initiative, Gorenc said. If\u00a0the <a href=\"http:\/\/csis.org\/publication\/european-reassurance-initiative\">fiscal 2017 budget request<\/a> is\u00a0approved, the services would\u00a0have\u00a0$3.4 billion to work with, an increase from $789 million this year<span class=\"rte rte-comment\">, to work with<\/span>.\u00a0<\/p>\n\n\n\n<p>Designed to allay European partners&#8217;\u00a0fears about Russian aggression in the region,\u00a0the reassurance initiative,\u00a0<span class=\"rte rte-comment\">[The ERI] <\/span>has &#8220;allowed us &#8230; to develop airfields, particularly on the eastern side of NATO, the Baltics, Poland, Romania and Bulgaria, and a couple projects elsewhere,&#8221; Gorenc told reporters at a breakfast Tuesday in Washington, D.C.<span class=\"rte rte-comment\"> on Tuesday.<\/span>\u00a0Those airfields give the Air Force more options <span class=\"rte rte-comment\">&#8221;\u00a0That would allow for&#8230;an easier place to go <\/span>to carry out what Gorenc calls &#8221;\u00a0<span class=\"rte rte-comment\">accomplish what I call <\/span>high-volume, high-velocity operations.&#8221;<span class=\"rte rte-comment\">\u00a0if we needed to.&#8221;\u00a0<\/span><\/p>\n\n\n\n<p>The initiative\u00a0<span class=\"rte rte-comment\">ERI <\/span>also\u00a0gives the Air Force the green light <span class=\"rte rte-comment\">for the\u00a0Air Force <\/span>to conduct back-to-back \u2014\u00a0or &#8220;heel-to-toe&#8221; \u2014\u00a0training, Gorenc said.\u00a0Establishing hubs not only with a runway, but also with ramps, fuel and weapons storage provides a viable\u00a0<span class=\"rte rte-comment\">makes for a logical <\/span>alternative to generate sorties and\u00a0combat power\u00a0&#8220;to react&#8221; to an adversary. Or, to transport cargo farther east.\u00a0<\/p>\n\n\n\n<p>For example, three C-130s <a href=\"https:\/\/www.youtube.com\/watch?v=IwnvTdIbWY4\">landed at\u00a0Lielvarde Air Base<\/a>, Latvia, on June 17, 2014, <span class=\"rte rte-comment\">which made\u00a0them <\/span>the first U.S. Air Force aircraft to land at the\u00a0renovated installation. During Exercise Saber Strike that year, U.S.\u00a0and allied airmen tested their ability to open Lielvarde, receive aircraft and develop the base&#8217;s infrastructure.\u00a0<span class=\"rte rte-comment\">Lielvarde served as a drop-off point for airmen and allies to test\u00a0opening the base,\u00a0receive aircraft and develop the base&#8217;s infrastructure.<\/span>\u00a0<\/p>\n\n\n\n<p>The Air Force remains willing to adapt<span class=\"rte rte-comment\">is maintaining such\u00a0willingness to adapt<\/span>, which is essential given <span class=\"rte rte-comment\">and will have to given <\/span>the tumultuous climate near some of Russia&#8217;s borders<span class=\"rte rte-comment\">closer to Russia<\/span>.<\/p>\n\n\n\n<p>&#8220;Conditions have changed since the [consolidation]\u00a0<span class=\"rte rte-comment\">[EICI] <\/span>study started,&#8221; Gorenc said. &#8220;Crimea broke out, Ukraine broke out, Syria broke out,\u00a0and the bottom line is, my focus and my concern is to make sure that we have the available infrastructure to accept incoming rotational forces, or, if something happens on the large scale, that we would have the ability to bed down all of the aircraft or any kind of reinforcement that comes into Europe.&#8221;\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">But t<\/span>The Air Force has proved it can land just about anywhere.<\/p>\n\n\n\n<p>In July,\u00a0four A-10s from the 354th Expeditionary Fighter Squadron practiced landing at a Polish airfield at Nowe Miasto, a base decommissioned <span class=\"rte rte-comment\">for <\/span>years ago.<\/p>\n\n\n\n<p>&#8220;In any area of the world where the U.S. military might be sent, there are multiple austere landing zones that are not normally accessible to many aircraft,&#8221; \u00a0said Lt. Col. Ryan Hayde, commander of the 354th Expeditionary Fighter Squadron, <span class=\"rte rte-comment\">said, <\/span>reflecting on the mission.<\/p>\n\n\n\n<p>&#8220;By demonstrating the U.S. capability to put combat aircraft on a dilapidated runway, in the packed sand<span class=\"rte rte-comment\">,<\/span> or even on dirt, shows that we can increase our reach and put more target sets at risk.
