{"id":22031,"date":"2018-07-16T16:59:18","date_gmt":"2018-07-16T16:59:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2018\/07\/16\/us-air-force-completes-tests-of-troubled-kc-46-vision-system-but-is-it-fixed\/"},"modified":"2026-08-07T21:59:34","modified_gmt":"2026-08-07T21:59:34","slug":"us-air-force-completes-tests-of-troubled-kc-46-vision-system-but-is-it-fixed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2018\/07\/16\/us-air-force-completes-tests-of-troubled-kc-46-vision-system-but-is-it-fixed\/","title":{"rendered":"US Air Force completes tests of troubled KC-46 vision system, but is it fixed?"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=60a9d78a-a91d-4a67-bfa8-b797624b93e5\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-60a9d78a-a91d-4a67-bfa8-b797624b93e5.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Find out how the U.S. Air Force feels about the KC-46 tanker from Will Roper, the assistant secretary of the Air Force for acquisition, technology and logistics.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">FARNBOROUGH, England \u2014 The U.S. Air Force has completed testing of a fix for a <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/16\/air-force-adds-two-new-deficiencies-to-kc-46s-list-of-problems\/\" target=_blank>critical but troubled system<\/a> on the KC-46, and so far the results are promising, the service\u2019s top acquisition executive said Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Will Roper \u2014 the assistant secretary of the Air Force for acquisition \u2014 said it will take time for the service to figure out <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/20\/boeing-kc-46-delays-are-frustrating-air-force-secretary-heather-wilson\/\" target=\"_blank\">whether it can downgrade the two deficiencies<\/a> associated with the new tanker\u2019s remote vision system, which is necessary to allow the boom operators to steer the boom into the receptacle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a former test evaluator I hate when people commented on tests before we were done, and I\u2019m going to try not to do it here other than to say that we have reasons to be hopeful,\u201d he said during an exclusive interview with Defense News at the Farnborough Airshow. \u201cBut we have more data to go through.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/\" target=_blank><b>Read more from the 2018 Farnborough Airshow!<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The KC-46\u2019s remote vision system, or RVS, is thought to be responsible for two category-1 deficiencies \u2014 the most serious type of technical problem for which there is no known workaround.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In certain lighting conditions, the Rockwell Collins-designed RVS did not provide boomers with clear imagery of the receiver aircraft. How will the U.S. Air Force react?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">KC-46 prime contractor Boeing has said it could fix both problems by tweaking the RVS\u2019 software to clarify the picture and give operators more control over the image settings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On July 6, the Air Force and Boeing completed flight testing of the RVS\u2019s newest software load, the service announced Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the services has only begun analyzing the data, which needs to be evaluated by the program management team and the operational community before a final decision, Roper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt really is a net assessment looking at, based on how the RVS works, under what conditions does it do the job [with] no questions asked. Under what conditions does it do the job with some questions asked, and then how important are those questions?\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now it appears that the workarounds that we\u2019ll need for the conditions we\u2019ve looked at are very small. So, so far, so good. But truth in advertising, we\u2019re not done.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the RVS system functions properly with some workarounds in place, the Air Force can downgrade that deficiency to the lower category-2, Roper said. The Air Force has said downgrading those deficiencies are a prerequisite for accepting delivery of the first KC-46 scheduled for October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, Roper seemed pleased with the progress on the KC-46 program, which has been marred over the past several years by a <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/07\/another-kc-46-delivery-slip-puts-pressure-on-boeing-to-meet-contract-obligations\/\" target=\"_blank\">series of delays and price growth<\/a>. Boeing, which is locked into a fixed-price contract that makes it responsible for any cost overruns past $4.9 billion, has already had to pay more than $3 billion in penalties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the current agreement between Boeing and the Air Force, Boeing must fufill a \u201crequired assets available\u201d milestone by delivering 17 certified tankers and nine refueling pods by October. With the first tanker due for delivery that month and the Air Force capable of accepting a maximum of three per month, it\u2019s unlikely that will be possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Roper is hopeful that Boeing will be able to deliver the first KC-46 tanker on time now that the company and the Air Force have agreed on a single schedule for testing and delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing\u2019s schedule and the Air Force\u2019s schedule were nine months apart,\u201d he said. \u201cAs a former program manager, I had no idea how to manage something where you\u2019re not keeping time the same way.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, he led several deep-dive meetings with Boeing and officials to bring schedules into alignment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough it\u2019s not the kind of innovation that you think about for technology, we found ways to resynchronize the testing and airworthiness certifications and FAA certifications,\u201d he said. \u201cWe\u2019re still doing all of the checks, but we\u2019re doing them in orders that aren\u2019t normal but still getting all the data that we need. That, combined with earlier testing where the KC-135 refueled a KC-46, is the minimum level of flight tests needed before delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a significant achievement for the Boeing-Air Force team and continues us on our path to first delivery in October,\u201d Mike Gibbons, Boeing KC-46A tanker vice president and program manager, said in a statement released Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, even if the RVS deficiencies are downgraded or eliminated, Boeing must still fix one more category-1 deficiency to the centerline drogue system. A mechanical lock on the CDS sometimes releases without being commanded to unlock, but Boeing plans to install a software fix that will retool the tension of the drogue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLaboratory testing of Boeing\u2019s hardware and software fixes to the CDS deficiency is complete,\u201d Air Force spokeswoman Maj. Emily Grabowski said. \u201cFlight test verification of the CDS fixes is now forecasted for September 2018. The Air Force plans to accept aircraft when the fix for the remote vision system is installed and after execution of a successful Navy test of the
