Herbert &#8220;Hawk&#8221; Carlisle, commander of Air Combat Command, in a briefing Monday<span class=\"rte rte-comment\"> Nov. 17<\/span>\u200b. But no matter how much the<span class=\"rte rte-comment\">y<\/span>\u200b missions gather \u2014 <span class=\"rte rte-comment\">with <\/span>\u200bthe Air Force is supplying more than <span class=\"rte rte-comment\">over <\/span>\u200b80 percent of joint-force ISR \u2014 commanders still want more. <br\/><br\/>&#8220;We have more mission than money, manpower or time today,&#8221; Carlisle told reporters in his first public remarks since becoming ACC commander on Nov. 4. &#8220;The real question is how do we prioritize this capability and that capacity to meet the highest demand. What the COCOMs and the national command authorities need to tell us, or what I need to tell &#8230; these guys is, &#8216;I need you to do the next most important thing for the nation, not the next thing that shows up in your mailbox.'&#8221;<br\/><br\/><span class=\"rte rte-comment\">Carlisle said that p<\/span>\u200bBalancing the ISR demand and combatant commanders&#8217; needs will be one of the challenges<span class=\"rte rte-comment\">, among others,<\/span>\u200b Carlisle said he will address with commanders in his new post.<br\/><br\/>In the <span class=\"rte rte-comment\">current <\/span>\u200bfight against Islamic State militants, the Air Force&#8217;s ISR role is impeded because there are no <span class=\"rte rte-comment\">remains restricted without <\/span>\u200bsupporting troops on the ground in hostile areas between Syria and Iraq.<span class=\"rte rte-comment\"> CHANGE OK?<\/span>\u200b One problem in particular, Carlisle said, is identifying activities on the ground. <br\/><br\/>&#8220;If you&#8217;re looking at the ground and watching folks moving on the ground, to tell a Shia from a Sunni, <span class=\"rte rte-comment\">\u2014 <\/span>\u200bit&#8217;s pretty hard to do,&#8221; Carlisle said. &#8220;Unless ISIS is actually flying a flag that says ISIS across the top if it &#8230; these guys are trying to determine with everything that we have available given the restrictions that are placed on us ,&#8230; how do we positively identify where we&#8217;re going or who we&#8217;re going to hit?&#8221; he said. <br\/><br\/>But airmen are <span class=\"rte rte-comment\">The silver lining remains with the men and women <\/span>\u200bcommitted to the fight, Carlisle said. Compared to <span class=\"rte rte-comment\">While the Air Force may have had more people doing ISR work <\/span>\u200b10 years ago, <span class=\"rte rte-comment\">the post-9\/11 warfighters<\/span>\u200b today&#8217;s ISR teams <span class=\"rte rte-comment\">TODAY&#8217;S ISR TEAMS? <\/span>\u200bhave <span class=\"rte rte-comment\">are exposed to <\/span>\u200bgreater resources, and are more <span class=\"rte rte-comment\">exponentially MORE?<\/span>\u200b educated and trained in their career fields and on the systems they work with<span class=\"rte rte-comment\"> to further the ISR mission<\/span>\u200b.<br\/><br\/>Airmen working on the Distributed Common Ground System, or DCGS weapon system, the Air Force&#8217;s primary ISR <span class=\"rte rte-comment\">intelligence, surveillance and reconnaissance <\/span>\u200bcollection system, produce intelligence information from the data collected in the skies in just minutes. <span class=\"rte rte-comment\">Air Force DCGS core site is capable of robust, multi-intelligence processing, exploitation and dissemination (PED) activities, to include sensor tasking and control.<\/span>\u200b<br\/><br\/>&#8220;The ability to provide the warfighter the ability to transfer capability depending on where the greatest need is \u2014 whether it&#8217;s a nuke going off in North Korea or it&#8217;s ISIS or it&#8217;s Afghanistan or it&#8217;s the Horn of Africa \u2014 the agility of this system is amazing,&#8221; Carlisle said.<br\/><br\/>While the information &#8220;<span class=\"rte rte-comment\">The [information] <\/span>\u200bdoesn&#8217;t really mean a whole lot unless you do something with it,&#8221; he said,<span class=\"rte rte-comment\">.<\/span>\u200b &#8220;<span class=\"rte rte-comment\">W<\/span>\u200bwhat [these airmen] do and the way they produce a product that is so incredibly good, it just means the demand continues to go up.&#8221; <span class=\"rte rte-comment\">CHANGE OK?
