{"id":25775,"date":"2020-06-24T21:35:23","date_gmt":"2020-06-24T21:35:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2020\/06\/24\/ig-plans-quick-moves-on-racial-inequality-review\/"},"modified":"2026-08-07T20:46:35","modified_gmt":"2026-08-07T20:46:35","slug":"ig-plans-quick-moves-on-racial-inequality-review","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2020\/06\/24\/ig-plans-quick-moves-on-racial-inequality-review\/","title":{"rendered":"IG plans quick moves on racial inequality review"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Air Force wants to move quickly on its <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2020\/06\/23\/air-force-to-survey-airmen-on-race\/\" target=_blank>investigations into racial inequality<\/a> in its ranks, and could <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2020\/06\/04\/in-forum-on-racial-strife-goldfein-declares-this-is-an-air-force-issue\/\" target=_blank>release its first report<\/a> later this summer, the service\u2019s inspector general said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an exclusive interview with Air Force Times, Air Force IG Lt. Gen. Sami Said pledged that his review will be independent and widely distributed \u2014 in its entirety \u2014 to airmen, lawmakers, the media and the public. While <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2020\/06\/02\/goldfein-every-american-should-be-outraged-at-police-conduct-in-death-of-george-floyd\/\" target=_blank>Air Force and Pentagon leadership<\/a> will get a first look before its general release, Said said they will only receive the final version after it\u2019s been locked down and it will not be altered afterwards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Said stressed that it\u2019s important this does not become one more report gathering dust on the shelf, and has real effects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur Secretary [Barbara Barrett] and our chiefs [Air Force Chief of Staff Gen. Dave Goldfein and Chief of Space Operations Gen. Jay Raymond] were crystal clear that we need to \u2026 do an independent review that paints an accurate picture and captures the good, bad and ugly,\u201d Said said. \u201cWe\u2019re going to be open and transparent with what we conclude, so that it\u2019s hard to walk away from something when so many people know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All airmen will receive surveys in the next few days, Said said, and because of the current intense interest in issues of racial justice, he expects a good response rate. But when the IG starts looking through responses and notices patterns or trends in certain jobs, ranks or other categories, the office will conduct follow-up surveys in those populations to gather more information and their personal observations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cData without context could be very misleading,\u201d Said said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be able to move quickly at first, the IG deliberately chose to begin with two narrowly defined issues regarding Black airmen \u2014 the first phase will review how they are disproportionately affected by the military justice and disciplinary process, and the second phase will study how they are affected by racial disparities in how officer, enlisted and civilian leaders are chosen and developed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting with a broader, comprehensive review examining inequalities in multiple races and genders could take well into 2021, he said, which would only delay the changes that are needed now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG does plan on reviewing gender and other disparities in the future, he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2020\/06\/02\/chief-wright-i-am-george-floyd-promises-review-of-air-force-justice-system\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Chief-Wright-George-Floyd.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Chief Wright: \u2018I am George Floyd,\u2019 promises review of Air Force justice system<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;Believe me, my heart starts racing like most other Black men in America when I see those blue [police] lights behind me,&quot; Wright said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The report on the disciplinary phase could be released July 31, Said said, and a separate career opportunity report could come out Sept. 30. However, he said the IG\u2019s team could decide along the way that it\u2019s more efficient to combine the two investigations into a comprehensive report released at the end of August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Said said he won\u2019t rush the report and produce something \u201chalf-baked\u201d if he needs more time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning next week, the IG plans to start sending teams to Air Force installations \u2014 at least 20 locations, Said said, though it could increase \u2014 to speak with small groups of 12 to 15 airmen in person for 90 minutes and learn what their personal experiences have been with issues of racial disparities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll learn so much from that,\u201d Said said. \u201cThe group sessions are critical, on top of the anonymous and targeted surveys.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Said said the IG will look at various aspects of Air Force culture, rules and policies to see how they may negatively affect Black airmen. For example, he suggested the review could look at how Black airmen are mentored and what role models they have, and what effect that may have on disciplinary actions down the line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If \u201cwe\u2019re not doing that as well as we should for African American airmen, that could easily lead to the spike that we already know exists in disciplinary actions like letters of counseling, letters of admonishment, letters of reprimand \u2026 [and] the higher percentage when it comes to Article 15s and court-martials,\u201d Said said. \u201cWe\u2019re looking at it, soup to nuts, in a comprehensive way to figure out what\u2019s going on in terms of discipline and the disparity in treatment of our African-American airmen in uniform.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the career development side, Said wants to look at disparities that may hurt Black airmen on promotions, assignments, opportunities to attend schools in-residence and command opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know disparities exist,\u201d Said said. \u201cWe want to paint an accurate picture, though, of the scope, depth and breadth of types of disparities, where they exist.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force announced the IG review after a scathing report from the advocacy group Protect Our Defenders, which found a continued racial disparity in the Air Force\u2019s justice system, which disproportionately punishes young black male enlisted airmen, as well as the eruption of protests nationwide following the death of George Floyd during an encounter with Minneapolis police. Protect Our Defenders\u2019 report also followed previous studies it and the Government Accountability Office conducted on the justice system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Said acknowledged that the Air Force should already have been addressing issues of racial inequality before those events occurred.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe all should have been doing more sooner,\u201d Said said. But, \u201cthere\u2019s an opportunity here, given what\u2019s playing out in our country, to actually leverage the moment, to make sure change is lasting and is impactful.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also noted that the IG is a powerful tool, but it\u2019s not the first tool the Air Force usually goes to when a problem needs to be solved. Usually, the Air Force prefers to have the organization that is having the issue \u2014 whether it\u2019s Air Force personnel, or the Judge Advocate General\u2019s office \u2014 try to study and fix it on its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if an organization can\u2019t fix the problem itself, he said, the Air Force brings in the IG, which can throw a considerable amount of weight behind its recommendations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe conclusions of an IG investigation have teeth,\u201d Said said. \u201cThey\u2019ve got to be based on fact; they can\u2019t be flippant. But when [the IG says] \u2018This is what\u2019s going on, and this is why, and this is what we should do about it,\u2019 that\u2019s going to have some serious traction and the recommendations will stick.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG\u2019s office is also compiling a wide range of previous reports from organizations such as the Government Accountability Office and the Rand Corporation, he said, to see what data has already been assembled \u2014 but also what suggestions have been previously made, and perhaps ignored by the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG also plans to interview the people at these organizations who conducted previous studies, and not just read the final reports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re gonna grade ourselves,\u201d Said said. I\u2019m gonna tell the good, bad and ugly. If we go, you know what, we were asleep at the wheel, we did not internalize any of that, we did not implement any of that \u2014 we\u2019re gonna say that. \u2026 Did we have our head in the sand?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>This story has been updated to correct a reference to Chief of Space Operations Gen.
