A federal investigation ensues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recently unsealed search warrant details an extensive scam by Jim Gord, a senior researcher of advanced propulsion technologies at Wright-Patterson Air Force Base, Ohio, and an unnamed female escort with whom he was in a sexual relationship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He urged a lab contractor and friend to hire the woman based on her fraudulent resume \u2014 and her looks \u2014 in 2017. Neither Gord nor the woman have faced charges, the publication said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Online obituary sites show Gord died of an unnamed cause last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scheme came to light in 2019, when Spectral Energies owner Sukesh Roy told military investigators that Gord, who managed the funding for his company\u2019s Air Force contract, was \u201cengaging in unethical government contract negotiations, had communicated threats of violence and was regularly soliciting prostitution while on the installation and while traveling on official U.S. Air Force business,\u201d according to a 2019 affidavit filed in U.S. District Court for the Southern District of Ohio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gord suggested that Roy hire the woman, who he claimed he\u2019d met on a flight to Washington and had become something of a mentor to after several personal and professional meetings. The company had contracted with AFRL for nearly 20 years and provided in-depth imagery of engines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGord highly encouraged Roy to hire [her], speaking favorably of [her] technical expertise,\u201d the affidavit stated. \u201cHe then finished by stating, \u2018She\u2019s also really hot.\u2019\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/04\/26\/air-force-general-sentenced-to-reprimand-pay-forfeiture-for-sexual-assault\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Bill-Cooley.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force general sentenced to reprimand, pay forfeiture for sexual assault<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The chief trial counsel described the sentence as a win for the military justice system, and said the court-martial should prove to sexual assault survivors that their attackers would be held accountable, no matter their rank.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The woman started work as an administrative technician at Spectral Energies, but \u201cdid not fully understand how to use basic word processing and document creation software, and struggled to formulate coherent interoffice emails,\u201d the affidavit said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She failed to complete tasks on time, and did not provide nonexistent college transcripts that she claimed would come from the University of Tennessee, University of Cincinnati and University of South Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In reality, she was a prostitute whom Gord \u2014 who was married for more than 30 years \u2014 met in Cincinnati. He charged the woman\u2019s $400-per-hour rate for sex to his government credit card, as well as that of several other escorts that he hired around the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roy confronted Gord about the issue and asked him to cut off their contact. Gord grew angry and threatened to bring a gun to work to \u201cend it all,\u201d the affidavit said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGord also reminded Roy, of Bangladeshi ethnicity, that Gord was a senior research scientist at AFRL, and that as Roy was an immigrant, the \u2018old boys\u2019 club\u2019 at AFRL would never believe Roy if he disclosed the information about a scientist as well-respected as Gord,\u201d the affidavit said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2021\/03\/29\/civilian-employee-who-allegedly-advocated-for-civil-war-banned-from-air-force-base\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21075639317073.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Civilian employee who allegedly advocated for \u2018civil war\u2019 banned from Air Force base<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Air Force Materiel Command has barred an unnamed civilian employee from one of its bases after it said the man, allegedly a member of the far-right Proud Boys, threatened violence against the government.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After working for Roy for nearly a year, the woman was hired by a rival company, Innovative Scientific Solutions Inc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gord funneled more than half of the $250,000 in grant money that typically went to Roy each quarter to the woman\u2019s new company, and brought her along to scientific conferences on behalf of ISSI, the affidavit said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOver the next few months, several colleagues shared with Roy that Gord was introducing [redacted] around professional circles as a research assistant,\u201d court documents show. \u201cRoy learned that Gord had arranged for [redacted] to chair a scientific panel at an upcoming Research and Applications of Photonics in Defense conference as a technical expert.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When agents with the Air Force Office of Special Investigations searched Gord\u2019s office at Wright-Patterson in April 2019, they found condoms, female underwear and empty bottles of generic Viagra. Then he took $820,000 from the Air Force.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">For the past two years, former Air Force Maj. Brandon Bailey has been the subject of a federal investigation into a complex web of financial and bankruptcy fraud he spun over the course of a decade.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A few months later, agents discovered nude photos and the hourly rates of various women from \u201cDiscreet Desires,\u201d an escort service in Cincinnati, on Gord\u2019s government laptop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Excel spreadsheet entitled \u201cBurner Log\u201d contained more than three years\u2019 worth of Gord\u2019s text messages with nearly 30 prostitutes across the United States, the affidavit said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMany of the 27 women listed on the Excel document were foreign nationals from countries considered U.S. national security concerns,\u201d the affidavit added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The search warrant application does not say whether the Ohio woman still works at ISSI or whether any of Gord\u2019s escorts compromised the safety and security of the programs he handled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force did not respond to a request for comment made Wednesday by Air Force Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before his death, Gord was \u201can internationally recognized leader in the development and application of optical measurement techniques for advanced propulsion and fuel systems,\u201d according to AFRL. He was named a 2016 fellow at the American Institute of Aeronautics and Astronautics, the world\u2019s largest aerospace professional society at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gord \u201cmade advancements in high-power, high-repetition-rate burst-mode laser diagnostics systems, applying them to turbulent combustion and high-speed flows. His research has produced myriad fundamental technology breakthroughs in burst-mode laser measurement systems that enable scientists and engineers to better understand the performance of real-world air breathing and rocket engines,\u201d AFRL said in a release.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Neither Gord nor the woman have faced charges.
