{"id":26042,"date":"2018-10-23T18:34:18","date_gmt":"2018-10-23T18:34:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2018\/10\/23\/air-force-opens-joint-facilities-in-estonia-that-will-help-deter-russian-aggression\/"},"modified":"2026-08-07T20:47:00","modified_gmt":"2026-08-07T20:47:00","slug":"air-force-opens-joint-facilities-in-estonia-that-will-help-deter-russian-aggression","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2018\/10\/23\/air-force-opens-joint-facilities-in-estonia-that-will-help-deter-russian-aggression\/","title":{"rendered":"Air Force opens joint facilities in Estonia that will help deter Russian aggression"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The first military construction project fully funded by the <a href=\"https:\/\/www.airforcetimes.com\/flashpoints\/2017\/12\/17\/us-plans-200-million-buildup-of-european-air-bases-flanking-russia\/\" target=\"_blank\">European Deterrence Initiative<\/a> was opened last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An aircraft maintenance hangar at Estonia\u2019s Amari Air Base may seem inconsequential, but the project is part of a multi-year plan by the U.S. military to build infrastructure and deter a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2016\/03\/30\/u-s-to-beef-up-military-presence-in-eastern-europe\/\" target=_blank>possible conflict with Russia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project\u2019s completion was celebrated by U.S. and Estonian air force officials with a ribbon cutting ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the hangar, the $13.86 million construction project also includes a hazardous cargo pad, squadron operations facility and a dormitory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dormitory won\u2019t be completed until the spring of 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Deterrence Initiative, or EDI, began in 2014 \u2014 several months after <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/07\/25\/us-wont-recognize-crimea-annexation-trump-putin-ii-delayed\/\">Russia\u2019s annexation of Crimea<\/a> \u2014 and is intended to deter Russian aggression in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all, more than $38 million in EDI funds are being invested at Amari Air Base, according to an Air Forces in Europe press release.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2018\/09\/15\/the-effort-to-counter-russian-aggression-in-europe-is-growing-daily\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F22_Europe.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The effort to counter Russian aggression in Europe is growing daily<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Europe continues to be a growth point for the Air Force as concerns about Russian intentions mount. International exercises, base funding and missions on the continent are all on an upward swing.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cEstonia is a key U.S. ally and strong partner in fostering security,\u201d said Brig. Gen. Roy Agustin, director of logistics, engineering and force protection, at U.S. Air Forces in Europe headquarters. \u201cThis [project] allows us to train together, and respond to regional threats together, all by increasing the capabilities of Amari Air Base.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A-10 Thunderbolt IIs are among the U.S. assets that trained across Estonia this summer in support of multinational exercises like <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2018\/09\/18\/three-star-expect-future-mobilizations-and-transits-to-be-contested\/\" target=\"_blank\">Saber Strike 2018<\/a> and <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2016\/06\/09\/b-52s-dropping-dummy-bombs-over-baltops-2016\/\" target=\"_blank\">BALTOPS<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond training, a joint maintenance facility will also provide for NATO aircraft conducting air policing in Eastern Europe, according to Estonian air force chief Col. Tod Wolters said he expects even more funding to be coming down the pipe for other projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLooking into fiscal year 2019, we are proposing a [European Defense Initiative] budget that demonstrates the U.S. commitment to NATO,\u201d he said. \u201cOur total [U.S. European Command] request includes a significant funding increase from $4.7 billion to $6.5 billion.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to improvements at Amari Air Base, another $56 million from the 2018 budget was pushed to Kecskemet Air Base, Hungary, to pay for fuel storage, taxiway construction and other base improvements to accommodate the F-15, A-10 and C-5 transport aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also
