The undersecretary of defense for policy,<a href=\"https:\/\/www.defensenews.com\/congress\/2021\/04\/27\/bidens-pentagon-policy-chief-colin-kahl-poised-for-confirmation-with-gop-senators-absent\/\" target=\"_blank\"> Colin Kahl<\/a>, said in a tweet Monday night that the unclassified version \u201cwill be out in the coming months.\u201d But a public summary calls China \u201cour most consequential strategic competitor,\u201d while saying Russia poses \u201cacute threats.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputy Defense Secretary <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/02\/09\/senate-confirms-kathleen-hicks-as-dods-no-2\/\" target=\"_blank\">Kathleen Hicks<\/a> and other defense officials echoed that distinction in remarks Monday, saying \u201cthe people of Ukraine are foremost in our minds\u201d while emphasizing China\u2019s \u201cmilitary, economic and technological potential to challenge the international system and our interests.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia poses an acute threat to the world order, as illustrated by its unprovoked invasion and vicious tactics,\u201d Hicks told reporters at the defense budget rollout Monday. \u201cEven as we confront Russia\u2019s malign activities, the defense strategy describes how the department will act urgently to sustain and strengthen deterrence with the PRC [People\u2019s Republic of China] as our most consequential strategic competitor and pacing challenge.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As defense officials briefed reporters on the budget, they often mentioned Russia and China together. They cautioned that both continue to develop advanced capabilities, like hypersonic missiles and anti-satellite weapons, and that the Pentagon must be ready to deter them with its own developing weaponry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Replacing <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" target=\"_blank\">the Trump administration\u2019s 2018 National Defense Strategy<\/a>, the new document prioritizes homeland defense with China in mind; deterring strategic attacks against the U.S. and allies; deterring aggression while preparing to prevail in a conflict when necessary; and \u201cprioritizing the PRC challenge in the Indo-Pacific, then the Russia challenge in Europe,\u201d according to the summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North Korea, Iran and violent extremist organizations are described as \u201cpersistent threats.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration\u2019s strategy, spearheaded by then-Defense Secretary <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/12\/20\/mattis-out-defense-secretary-says-his-views-no-longer-aligned-with-trump\/\" target=\"_blank\">Jim Mattis<\/a>, marked a shift from principally fighting militant groups like al-Qaida and the Islamic State to strategic competition with authoritarian powers Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That focus has since driven defense budgets ever higher, even amid the shrinking American troop presence in the Middle East and Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new strategy comes as Russia shocked the globe by invading Ukraine, sparking Europe\u2019s biggest land war since 1945. That\u2019s galvanized the West behind military aid for Kyiv, crippling sanctions for Moscow and lifting allied defense spending, all while the invasion has exposed deep flaws in Russia\u2019s military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, U.S. national security officials have warned China is engaged in its largest-ever nuclear force expansion and arsenal diversification effort in its history, that it wants to match or exceed American capabilities in space, and that it presents a significant cyberespionage threat to the United States.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/03\/28\/pentagon-may-need-more-budget-funding-to-help-ukraine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22087768634596.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon may need more budget funding to help Ukraine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Pentagon leaders said the budget was finalized before the invasion so it has no specific money for the war.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, director of defense budget analysis at the Center for Strategic and International Studies, said the National Defense Strategy\u2019s \u201ccarefully chosen words reflect a consciousness about the time<i><b>&#8211;<\/b><\/i>phasing of threats and challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina is the major challenge, and it\u2019s a long-term, growing challenge. Russia is an immediate challenge, but quite frankly it\u2019s a declining power, and over time they will become less of a threat because of economics, demographics, and they appear to overextend themselves now,\u201d Harrison said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis conflict has revealed that the Russian military is not 10 feet tall,\u201d he added. \u201cThey\u2019ve got serious weaknesses and vulnerabilities, and coming out of this conflict they\u2019ve got significant attrition of their capital assets and major weapon systems that they will not be able to replace anytime soon. So Russia could emerge from this conflict substantially weaker and a much smaller threat to European security than it was prior to this conflict.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eric Sayers, a former adviser to U.S. Indo-Pacific Command and now senior vice president at Beacon Global Strategies, said the new strategy makes an important shift. \u201cTrump NDS was China and Russia. This is China, then Russia,\u201d he told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A vocal advocate for making China the Pentagon\u2019s enduring priority, Sayers said Tuesday the administration\u2019s request was \u201cmaturing in the right direction.\u201d But sea and air power investments, amid budget proposals to scuttle ships and aircraft, are \u201cstill not growing at a level commensurate with the challenge,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Pentagon seems intent on making planning for the PRC the enduring priority ahead of all other challenges, including Russia,\u201d Sayers said. \u201cThat\u2019s a win for those who believe the competition with the PRC is paramount both today and into the decades ahead. How this translates to resources is now the open question.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some defense officials justified their budgets this week in terms of the National Defense Strategy. For example, the Navy\u2019s deputy assistant secretary for budget, Rear Adm. <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/03\/28\/us-navy-budget-would-pay-for-9-ships-decommission-24-amid-readiness-drive\/\" target=\"_blank\">John Gumbleton<\/a>, pointed to Russia\u2019s recent nuclear posturing and the new NDS\u2019 emphasis on deterring strategic attacks in order to highlight several of the service\u2019s proposed investments. Those include the Columbia-class submarine, the Navy\u2019s nuclear command-and-control systems and the Trident D5 sub-launched ballistic missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we look at the Navy-specific budget, that\u2019s over [$8.5] billion just out of the Navy side of the DoD budget request, all in that one mission set. So a very significant investment for a very real requirement,\u201d Gumbleton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked if the budget reflected last-minute changes based on Russia invading Ukraine, Gumbleton noted Russia is no longer considered a \u201cnear-peer\u201d adversary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor your Navy-Marine Corps team, I would suggest that it\u2019s agnostic. This budget gets after a near-peer competitor, of which Russia is not,\u201d he said. \u201cNow, they have nuclear weapons, that\u2019s concerning. But they\u2019re not a near-peer competitor. Your Navy-Marine Corps team, though, will be outfitted to go anywhere in the world, whether that\u2019s near there or the South China Sea.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Describing the new National Defense Strategy at a briefing for reporters Monday, Pentagon Comptroller <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/28\/senate-confirms-pentagon-finance-and-intel-chiefs\/\" target=\"_blank\">Mike McCord<\/a> called Russia \u201can acute threat,\u201d while calling China \u201cour pacing challenge\u201d and \u201cour No. 1 challenge.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether Russia is still considered a near-peer adversary, McCord demurred, noting the budget and strategy were set ahead of Russia\u2019s invasion on Feb. 24. But he said Russia\u2019s nuclear arsenal means the country must be taken seriously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe did not feel that what\u2019s happening today altered the picture that China is the No. 1 issue to keep our eye on,\u201d McCord said. \u201cObviously you can draw your own conclusions about Russia\u2019s performance on the battlefield, but all these [budget and strategy] documents were pretty much finalized some time ago. So this is not attempting to be a commentary on what\u2019s happening last week or the week before.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration\u2019s new
