Right now, based upon the current plan, we should see no major impact until the April time frame,\u201d Vice Adm. Mat Winter, head of the F-35 joint program office, told reporters at the Defense News conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now, it won\u2019t look like anything different. We\u2019ll be on track as we\u2019re executing through December. As the end of the fiscal year approaches on Sept. 30, Pentagon officials and congressional supporters of defense spending have exhorted the potentially chilling effects to weapons programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the day, House Armed Services Committee Chairman Mac Thornberry said he expects that government agencies will be funded through CR until at least December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think a CR is a mistake, and I regret very much we are in a position where it seems a CR is the best option,\u201d he said during a keynote speech.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/defense-news-conference\/2017\/09\/06\/thornberry-predicts-cr-through-december-plus-ups-for-missile-defense-readiness\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/20170906_Defense-New-Conference05.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Thornberry predicts CR through December, plus-ups for missile defense, readiness<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The chairman of the House Armed Services Committee has speculated lawmakers will pass at least a three-month continuing resolution to fund the government beyond the end of the fiscal year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A few hours later, Rep. Kay Granger, who leads the House Appropriations Committee\u2019s defense subcommittee, agreed that Thornberry\u2019s prediction is likely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Continuing resolutions can affect weapons programs in several different ways. The most obvious and detrimental impact is that they prohibit the start of new programs. In an Aug. 31 interview with Defense News, U.S. Air Force Secretary Heather Wilson said the T-X contract, the service\u2019s biggest upcoming sales opportunity, <a href=\"https:\/\/www.defensenews.com\/air\/2017\/09\/01\/secaf-t-x-trainer-contract-new-hires-could-be-among-cr-victims\/\">could be delayed<\/a> as a result of a CR. The U.S. Air Force initially intended to award it by the end of the calendar year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an established program, the F-35 JPO would not be hit with that effect, Winter said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, a continuing resolution would hold funding at the same levels as the previous year, meaning programs like the F-35 will not be receiving as much money over the fiscal year as planned. It would slow down versus stop,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Winter struck a reassuring tone during his comments with reporters, stressing that the JPO would take steps in order to ensure that progress continues on F-35 development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[ <a financial officer,&nbsp;made the point during his speech that CRs have \u201cadministrative costs that are wasteful and readiness and operational costs that are unrecoverable.\u201d However, he told
