{"id":27128,"date":"2019-06-12T19:02:05","date_gmt":"2019-06-12T19:02:05","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2019\/06\/12\/can-a-new-office-foster-health-record-cooperation-in-time\/"},"modified":"2026-08-08T04:46:10","modified_gmt":"2026-08-08T04:46:10","slug":"can-a-new-office-foster-health-record-cooperation-in-time","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/veterans\/2019\/06\/12\/can-a-new-office-foster-health-record-cooperation-in-time\/","title":{"rendered":"Can a new office make health records compatible in time?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Veterans Affairs announced in June 2017 that it was opting to <a href=\"https:\/\/www.federaltimes.com\/smr\/acquisition\/2017\/06\/06\/va-reverses-course-on-health-records-system-opting-to-follow-dod-s-lead\/\" target=\"_blank\">follow the Department of Defense\u2019s lead <\/a>in transitioning to a new electronic health record system, with the goal of creating a truly interoperable system that could seamlessly transition service members into veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But past interoperability initiatives have been fraught with poor cooperation, so the agencies created a Federal Electronic Health Record Modernization Program Office March 1, 2019, to act as the arbitrator in future EHR decisions.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2019\/03\/07\/why-contracting-challenges-put-va-on-the-high-risk-list\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/checklist-Cropped.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why contracting challenges put VA on the \u2018High-Risk\u2019 list<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Government Accountability High-Risk List calls out programs and practices in the federal government that are most susceptible to waste, fraud and abuse.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">According to Lauren Thompson, director of the DoD and VA\u2019s Interagency Program Office, the FEHRM will act as the deciding authority on EHR plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFEHRM leaders will have the authority to direct each department to execute joint decisions for technical, programmatic and functional functions under its purview and will provide oversight regarding required funding and policy as necessary,\u201d said Thompson at a June 12 hearing before the House Veterans Affairs committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAn interim FEHRM director and deputy director will be appointed to work with the implementation team in transitioning joint functions into the FEHRM once the FEHRM has an approved charter.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But members of the committee worried that the FEHRM\u2019s phased implementation plan will mean that the office is not operational in time to address critical parts of the EHR development process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal contractor officials told the committee the week prior that the single greatest risk to their success was the timing and the ability to make decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are at a moment in time when critical decisions must be made in order to advance the implementation of this program. But we\u2019re doing so without a fully functioning joint governance structure,\u201d said Rep. Susie Lee, D-Nev.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBased on the timeline for implementation, it appears it will come too late to address the critical decisions that must be made now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both agencies plan to make major steps forward on their implementation plans in the next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo one wanted the FEHRM to be stood up so late. But this is the reality: we are now four months out from the go-live date of MHS GENESIS Wave One and 10 months out from the go-live date of the VA\u2019s initial operating capability sites. The opportunity for the FEHRM to have an impact is right now,\u201d said Rep. Jim Banks, R-Ind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, both agencies have to contend with the <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/military-benefits\/health-care-benefits\/2018\/04\/26\/senator-major-problems-with-new-dod-health-records-software-could-endanger-patients\/\" target=\"_blank\">problems reported<\/a> with the initial DoD <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2018\/10\/30\/cerner-finds-encouraging-progress-in-dods-electronic-health-record-system\/\" target=\"_blank\">roll-out of the new system<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To date, the FEHRM still requires the agencies to appoint an interim director and deputy director to oversee the transition of functions, get a charter approved and hire a permanent director and deputy director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, according to DoD and VA officials, the phased plan for setting up the FEHRM is essential to ensure the least amount of disruption to the implementation process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe concept that [DoD Program Executive Officer William Tinston] and I primarily worked out, the three phases concept, is a concept that was imperative to establish because it balanced where we feel our greatest risks are,\u201d said John Windom, executive director of the VA\u2019s Office of Electronic Health Record Modernization, who added that the incremental approach was not meant to delay the FEHRM but ensure security during the transition process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both agencies also plan to brief members of Congress on a more detailed plan for the FEHRM roll-out in the coming
