John Howard, who was <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2017\/12\/12\/wing-commander-at-scott-air-force-base-fired-after-5-months-on-the-job\/\" target=\"_blank\">fired from command in December<\/a>, accepted non-judicial punishments for conduct unbecoming an officer and fraternization with a junior enlisted airman, the 18th Air Force said in a Thursday news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Howard\u2019s attorney Richard Stevens said in his own release that the sexual assault charge was dropped, and that the defense had uncovered evidence and witnesses that refuted the allegation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was no sexual assault in this case, period,\u201d Stevens said. \u201cNow Col. Howard and his family can begin to heal from the very public airing of this false sexual assault allegation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Howard has submitted his paperwork to retire, Stevens said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force said that the victim did not want to participate in a court-martial proceeding against Howard. As a result, Lt. Gen. Giovanni Tuck, former commander of the 18th Air Force, accepted the pretrial agreement, which was primarily based on input provided by the victim through a written memorandum by the special victims&#8217; counsel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter much consideration, my client has decided not to testify in the subject court-martial proceeding,\u201d Capt. Lauren Kerby, special victims&#8217; counsel judge advocate, said in the Air Force\u2019s release. \u201cFor my client, an expeditious resolution honoring her desire not to participate in a court-martial while still holding Col. Howard accountable for his actions is justice.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2018\/06\/02\/fired-air-force-wing-commander-charged-with-sexual-assault-cruelty\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"256\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/John-Howard-official-portrait-crop.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fired Air Force wing commander charged with sexual assault, cruelty<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Howard was relieved of command Dec. 11 after five months on the job, and was under investigation by the Office of Special Investigations.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In June, Howard was charged with four charges alleging multiple violations of the Uniform Code of Military Justice. They included two specifications of alleged violations of Article 93, or cruelty and maltreatment. The charge sheet alleges that Howard rubbed his groin against a female senior airman and made inappropriate comments on at least two occasions between July and September 2016, at or near Royal Air Force Mildenhall in the United Kingdom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was also charged with two specifications of alleged violations of Article 120, or sexual assaulting the senior airman at or near Bangor, Maine, in April 2017; one specification of an alleged violation of Article 133, or conduct unbecoming an officer; and one specification of an alleged violation of Article 134, or fraternization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his statement, Stevens said that before the scheduled Article 32 hearing, Howard\u2019s defense had uncovered communications from the alleged victim to Howard after the date of the alleged incident \u201cthat left no reasonable doubt that the sexual assault allegation was false.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe defense was prepared to present this evidence and the witnesses at the Article 32 hearing, and we served notice of this on the complainant\u2019s attorney and the government,\u201d Stevens said. \u201cAfter that, the complainant\u2019s counsel submitted the letter indicating that the complainant did not wish to participate further in the case, and the Article 32 hearing was cancelled and the court-martial case was dropped.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force said the pretrial agreement was originally reached on July 2, and appeals associated with the Article 15 NJP proceedings finished on Sept. 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Howard was fired less than five months after assuming command of the 375th.
