{"id":30339,"date":"2018-08-28T17:44:21","date_gmt":"2018-08-28T17:44:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2018\/08\/28\/lawmakers-raise-concerns-over-leadership-of-vas-electronic-medical-records-overhaul\/"},"modified":"2026-08-07T20:48:21","modified_gmt":"2026-08-07T20:48:21","slug":"lawmakers-raise-concerns-over-leadership-of-vas-electronic-medical-records-overhaul","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/veterans\/2018\/08\/28\/lawmakers-raise-concerns-over-leadership-of-vas-electronic-medical-records-overhaul\/","title":{"rendered":"Lawmakers raise concerns over leadership of VA\u2019s electronic medical records overhaul"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Lawmakers are again raising concerns over the Department of Veterans Affairs planned overhaul of its <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/02\/28\/officials-say-new-military-health-records-plan-on-track-already-showing-results\/\" target=\"_blank\">electronic medical records systems<\/a> after the program\u2019s new leader abruptly quit last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter to <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/07\/23\/senate-confirms-robert-wilkie-as-next-va-secretary-but-with-opposition\/\" target=_blank>VA Secretary Robert Wilkie<\/a>, Genevieve Morris \u2014 who had been charged with leading the department\u2019s Office of Electronic Health Record Modernization \u2014 announced she was stepping down from the post because \u201cit has become clear to me that VA\u2019s leadership intends to take the EHR modernization effort in a different direction than we were headed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move came about 40 days after Morris was named the head of the new office, launched to ensure an orderly changeover from the department\u2019s existing health records system to a new one sharing <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/military-benefits\/health-care-benefits\/2018\/04\/26\/senator-major-problems-with-new-dod-health-records-software-could-endanger-patients\/\" target=_blank>the same underpinnings as the Department of Defense<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just days earlier, the office\u2019s chief medical officer, Ash Zenooz, also announced her planned departure from VA on Sept. 4. Morris said that her appointment \u201cwas always intended to be an interim solution\u201d and did not offer concerns about the new VA leadership as a reason for her departure.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/05\/17\/va-finalizes-contract-to-bring-electronic-health-records-in-line-with-military-systems\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-medical-records-2-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA finalizes contract to bring electronic health records in line with military systems<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The multi-year and multi-billion-dollar effort could have wide ranging impact on all of American health care.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the sudden moves have worried lawmakers that the 10-year, $10-billion-plus project may be facing bureaucratic challenges less than four months after department officials finalized contracts for the ambitious technology shift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter to Wilkie following Morris\u2019 announcement, Rep. Jim Banks, R-Ind. \u2014 who serves as the chairman of the House Veterans\u2019 Affairs Subcommittee on Technology Modernization \u2014 expressed \u201cgreat concern about the deteriorating and rudderless leadership\u201d of the electronic records effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would be a tragedy for the program to be undermined by personality conflicts and bureaucratic power struggles before it even begins in earnest,\u201d he wrote. \u201cIn fact, despite several requests, I was not even able to meet with the EHRM leadership team before these departures.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The health records system overhaul has been touted by President Donald Trump as a major step towards fixing VA\u2019s customer-service shortfalls, and was listed by Wilkie as one of his top programming priorities during his confirmation hearing before the Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is to bring both military and VA health records in line with each other, a proposal that has been discussed several times in the last decade but never executed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May, VA officials finalized a contract with the Missouri-based Cerner Corp. to transfer veterans\u2019 health files to to the same MHS GENESIS system being deployed within the Defense Department. The work was delayed several months earlier this year following the firing of former VA Secretary David Shulkin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials said they do not expect any delays or complications with the records work related to Morris\u2019 departure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement last week, Wilkie announced John Windom \u2014 a retired Navy captain who previously worked on Pentagon health files \u2014 would take over as acting chief health information officer for the new VA records office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOEHRM is focused on ensuring a successful transition from a legacy patient data system to a new electronic health record integrated across VA, the Department of Defense and the private sector,\u201d Wilkie said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banks has requested a detailed organizational chart of the office by the end of next week. He has also petitioned the department to quickly select permanent replacements for the vacant leadership positions, and not rely too heavily on more interim staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banks\u2019 oversight subcommittee was created in July specifically to monitor the records transfer work. He also expressed concerns that along with the VA leadership vacancies, the OEHRM\u2019s \u201crank and file positions are only sparsely filled, primarily with detailees.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House members will return from their summer recess on Sept. 4.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div
