{"id":31008,"date":"2019-11-10T02:16:47","date_gmt":"2019-11-10T02:16:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2019\/11\/10\/the-gi-bill-shouldve-been-race-neutral-politicos-made-sure-it-wasnt\/"},"modified":"2026-08-08T02:40:50","modified_gmt":"2026-08-08T02:40:50","slug":"the-gi-bill-shouldve-been-race-neutral-politicos-made-sure-it-wasnt","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/opinion\/commentary\/2019\/11\/10\/the-gi-bill-shouldve-been-race-neutral-politicos-made-sure-it-wasnt\/","title":{"rendered":"The GI Bill should\u2019ve been race neutral, politicos made sure it wasn\u2019t"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When President Franklin Roosevelt signed the GI Bill into law on June 22, 1944, it <a href=\"https:\/\/www.benefits.va.gov\/gibill\/history.asp\" target=_blank>laid the foundation<\/a> for benefits that would help generations of veterans <a href=\"https:\/\/global.oup.com\/academic\/product\/soldiers-to-citizens-9780195180978?cc=us&#038;lang=en&#038;\" target=_blank>achieve social mobility<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Formally known as the <a href=\"https:\/\/www.ourdocuments.gov\/doc.php?flash=false&#038;doc=76\" target=_blank>Servicemen\u2019s Readjustment Act of 1944<\/a>, the bill made unprecedented commitments to the nation\u2019s veterans. For instance, it provided federal assistance to veterans in the form of housing and unemployment benefits. But of all the benefits offered through the GI Bill, funding for higher education and job training emerged as the <a href=\"https:\/\/global.oup.com\/academic\/product\/soldiers-to-citizens-9780195180978?cc=us&#038;lang=en&#038;\" target=_blank>most popular<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.google.com\/books\/edition\/Soldiers_to_Citizens\/U7LcLK3zGR8C?hl=en&#038;gbpv=1\" target=_blank>More than 2 million veterans flocked<\/a> to college campuses throughout the country. But even as former service members entered college, not all of them accessed the bill\u2019s benefits in the same way. That\u2019s because white southern politicians designed the distribution of benefits under the GI Bill to <a href=\"https:\/\/books.google.com\/books?id=Lw5xzMyzE5AC&#038;printsec=frontcover&#038;dq=when+affirmative+action+was+white&#038;hl=en&#038;newbks=1&#038;newbks_redir=0&#038;sa=X&#038;ved=2ahUKEwiusI7tldblAhUBnFkKHa2fAFsQ6AEwAHoECAUQAg#v=onepage&#038;q&#038;f=false\" target=_blank>uphold their segregationist beliefs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, while white veterans got into college with relative ease, black service members faced <a href=\"https:\/\/books.google.com\/books?id=Lw5xzMyzE5AC&#038;printsec=frontcover&#038;dq=when+affirmative+action+was+white&#038;hl=en&#038;newbks=1&#038;newbks_redir=0&#038;sa=X&#038;ved=2ahUKEwiusI7tldblAhUBnFkKHa2fAFsQ6AEwAHoECAUQAg#v=onepage&#038;q&#038;f=false\" target=_blank>limited options and outright denial<\/a> in their pursuit for educational advancement. Victor Tampone, now in the collections of the National Archives)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Tuition waived for service<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When he signed the bill into law, <a href=\"http:\/\/docs.fdrlibrary.marist.edu\/odgist.html\" target=_blank>President Roosevelt assured<\/a> that it would give \u201cservicemen and women the opportunity of resuming their education or technical training \u2026 not only without tuition charge \u2026 but with the right to receive a monthly living allowance while pursuing their studies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So long as they had served 90 consecutive days in the U.S. Armed Forces and had not received a dishonorable discharge, veterans could have their tuition waived for the institution of their choice and cover their living expenses as they pursued a college degree.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This unparalleled investment in veteran education led to a boom in college enrollment. Around 8 million of the nation\u2019s 16 million veterans took advantage of federal funding for higher education or vocational training, <a href=\"https:\/\/www.google.com\/books\/edition\/Soldiers_to_Citizens\/U7LcLK3zGR8C?hl=en&#038;gbpv=1\" target=_blank>2 million of whom pursued a college degree within the first five years of the bill\u2019s existence<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those ex-service members made up nearly half of the nation\u2019s college students by 1947.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colleges <a href=\"https:\/\/time.com\/3915231\/student-veterans\/\">scrambled to accommodate<\/a> all the new veterans. These veterans were <a href=\"https:\/\/press.princeton.edu\/books\/paperback\/9780691163345\/between-citizens-and-the-state\" target=_blank>often white men who were slightly older<\/a> than the typical college age. The GI Bill\u2019s race-neutral language had filled the 1 million African American veterans with hope that they, too, could take advantage of federal assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Integrated universities and historically black colleges and universities \u2013 commonly known as HBCUs \u2013 welcomed black veterans and their federal dollars, which led to the <a href=\"https:\/\/eric.ed.gov\/?id=EJ550726\" target=_blank>growth of a new black middle class<\/a> in the immediate postwar years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, the underfunding of HBCUs <a href=\"https:\/\/www.nber.org\/papers\/w9044.pdf\" target=_blank>limited opportunities<\/a> for these large numbers of black veterans. Schools like the Tuskegee Institute and Alcorn State lacked government investment in their infrastructure and simply could not accommodate an influx of so many students, whereas well-funded white institutions were more equipped to take in students.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nber.org\/papers\/w9044.pdf\" target=_blank>Research has also revealed<\/a> that a lack of formal secondary education for black soldiers prior to their service inhibited their paths to colleges and universities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As historians <a href=\"https:\/\/books.google.com\/books\/about\/The_G_I_Bill.html?id=ewBz5b9_QAwC\" target=_blank>Kathleen J. (National Archives)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Racism baked in<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rankin, <a href=\"https:\/\/mississippiencyclopedia.org\/entries\/john-elliott-rankin\/\" target=_blank>a staunch segregationist<\/a>, chaired the committee that drafted the bill. From this position, he ensured that local Veterans Administrations <a href=\"https:\/\/books.google.com\/books?id=Lw5xzMyzE5AC&#038;printsec=frontcover&#038;dq=when+affirmative+action+was+white&#038;hl=en&#038;newbks=1&#038;newbks_redir=0&#038;sa=X&#038;ved=2ahUKEwiusI7tldblAhUBnFkKHa2fAFsQ6AEwAHoECAUQAg#v=onepage&#038;q&#038;f=false\" target=_blank>controlled the distribution of funds<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This meant that <a href=\"https:\/\/www.google.com\/books\/edition\/_\/1A8BEezlaZMC?hl=en&#038;gbpv=1\" target=_blank>when black southerners applied for their assistance<\/a>, they faced the prejudices of white officials from their communities who often <a href=\"https:\/\/www.jstor.org\/stable\/25073543?mag=the-inequality-hidden-within-the-race-neutral-g-i-bill&#038;seq=1#metadata_info_tab_contents\" target=_blank>forced them into vocational schools<\/a> instead of colleges or denied their benefits altogether.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mississippi\u2019s connection to the GI Bill goes beyond Rankin\u2019s racist maneuvering. From 1966 to 1997, <a href=\"http:\/\/lib.msstate.edu\/cprc\/collections\/montgomery\/\" target=_blank>G.V. \u201cSonny\u201d Montgomery<\/a> represented the state in Congress and dedicated himself to veterans\u2019 issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1984, he pushed through his signature piece of federal legislation, the <a href=\"https:\/\/www.benefits.va.gov\/gibill\/mgib_ad.asp\" target=_blank>Montgomery GI Bill<\/a>, which recommitted the nation to providing for veterans\u2019 education and extended those funds to reserve units and the National Guard. (National Archives)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Social programs like these have <a href=\"https:\/\/www.hup.harvard.edu\/catalog.php?isbn=9780674286139\" target=_blank>helped maintain enlistment quotas<\/a> during recent conflicts in the Middle East, but today\u2019s service members have found <a href=\"https:\/\/www.theatlantic.com\/education\/archive\/2017\/04\/why-is-the-student-veteran-graduation-rate-so-low\/523779\/\" target=_blank>mixed success<\/a> in converting the education subsidies from the <a href=\"https:\/\/www.benefits.va.gov\/gibill\/post911_gibill.asp\" target=_blank>Post-9\/11 GI Bill<\/a> into gains in civilian life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This new GI Bill, passed in 2008, has paid around $100 billion to more than 2 million recipients.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the <a href=\"https:\/\/nvest.studentveterans.org\/\" target=_blank>Student Veterans for America<\/a> touts the nearly half a million degrees awarded to veterans since 2009, politicians and watchdogs have fought for reforms to the bill to stop predatory, for-profit colleges from targeting veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.politico.com\/story\/2019\/03\/29\/for-profit-colleges-student-veterans-1288265\" target=\"_blank\">Recent reports show<\/a> that 20 percent of GI Bill disbursements go to for-profit schools. These institutions hold reputations for notoriously high dropout rates and <a href=\"https:\/\/blog.harvardlawreview.org\/for-profit-schools-predatory-practices-and-students-of-color-a-mission-to-enroll-rather-than-educate\/\" target=\"_blank\">disproportionately targeting students of color<\/a>, a significant point given the <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2017\/04\/13\/6-facts-about-the-u-s-military-and-its-changing-demographics\/\" target=\"_blank\">growing racial and ethnic diversity<\/a> of the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 2017, President Trump signed the <a href=\"https:\/\/www.stripes.com\/news\/us\/trump-signs-forever-gi-bill-boosting-aid-to-student-vets-1.483250\" target=\"_blank\">Forever GI Bill<\/a>, which committed $3 billion for 10 more years of education funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As active duty service members and veterans begin to take advantage of these provisions, history provides good reason to be vigilant for the way racism still impacts who receives the most from those benefits.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/11\/09\/the-blinding-of-a-wwii-vet-opened-americas-eyes-to-the-evil-of-jim-crow\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"161\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Woodhouse-MAIN.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The blinding of a WWII vet opened America\u2019s eyes to the evil of Jim Crow<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The brutal beating of a soldier returning home from war made an everlasting impression on President Harry S.
