{"id":33852,"date":"2022-05-06T19:16:17","date_gmt":"2022-05-06T19:16:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2022\/05\/06\/chasing-pavement-offutts-massive-runway-renovation-enters-home-stretch\/"},"modified":"2026-08-07T20:55:17","modified_gmt":"2026-08-07T20:55:17","slug":"chasing-pavement-offutts-massive-runway-renovation-enters-home-stretch","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/05\/06\/chasing-pavement-offutts-massive-runway-renovation-enters-home-stretch\/","title":{"rendered":"Chasing pavement: Offutt\u2019s massive runway renovation enters home stretch"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">OFFUTT AIR FORCE BASE, Nebraska \u2014 Workers here are entering the final stretch of a massive, 18-month renovation to a runway that had dangerously deteriorated after 70 years under the weight of military jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On a recent visit to Offutt, home to some of the Air Force\u2019s most niche airborne reconnaissance missions as well as U.S. Strategic Command headquarters, Air Force Times toured the vast construction site where the nearly 12,000-foot landing strip is starting to take shape.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a noticeable difference, just looking at what\u2019s here right now,\u201d said Maj. Jon Adams, the project\u2019s incoming deputy director, as he peered out at the mess of rock heaps and upturned earth beside steamrollers and two-hour-old pavement on April 25. \u201cIt\u2019ll be really nice to have it back.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2021\/03\/14\/air-force-doomsday-planes-moved-to-lincoln-airport-during-offutt-runway-replacement\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"242\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3507901.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force \u2018doomsday\u2019 planes moved to Lincoln airport during Offutt runway replacement<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The E-4B Nighwatch aircraft serve as aerial command centers for top military officials in case of a catastrophic national emergency, such as a nuclear attack.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The project began in March 2021 and is likely to wrap up in September or October. The $217 million price tag includes related expenses, such as leasing interim space for the 55th Wing and other units at Lincoln Airport, about an hour away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Offutt is one of just a few Air Force runway projects currently underway, and the service\u2019s only full runway replacement right now. It\u2019s about 30 years overdue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we do a concrete project, we say it has a 40-year life,\u201d Rob Hufford, Offutt\u2019s construction management chief, told Air Force Times. \u201cWe were approaching 70 on this one.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Annual maintenance and major repairs grew more expensive each year, and the base was spending more on emergency fixes than it was on routine upkeep. The patchwork repairs became a time sink and led to an uneven surface.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2020\/08\/07\/after-massive-floods-offutt-looks-to-build-a-better-base\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Offutt-Bennie-Davis.jfif_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After massive flood, Offutt looks to build a better base<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rebuilding at Offutt, which was heavily damaged by a 500-year flood in April 2019, will probably not be finished until 2026.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe concrete was just falling apart,\u201d Hufford said, creating smaller chunks that could get sucked into an engine, pop a tire or dent the fuselage of a jet like the RC-135 Rivet Joint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was in such poor condition that aircraft from other bases would avoid landing at Offutt, Adams said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan to tear up around 575 acres, or 25 million square feet, of southeastern Offutt to redo the flightline was already in motion in March 2019, when rapidly melting snow caused the Missouri River to overflow its banks, flooding one-third of the base. More than a half mile of runway was submerged, but it remained intact and its replacement has stayed on track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were in the middle of design when the flood hit, and we were physically in the middle of some soil sampling when the floodwaters crested,\u201d Hufford said. \u201cWe had a team of engineers that were out there, boots on the ground, taking samples and they had to stop and leave.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2021\/12\/30\/cost-of-rebuilding-offutt-will-be-higher-than-original-estimate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5337622.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Cost of rebuilding Offutt will be higher than original estimate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Offutt Air Force Base was inundated with floodwaters in March 2019.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not your average street paving.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mix used for the pavement is stronger and stiffer than that of a highway, underlaid by a layer of sturdy red rock, Hufford said. It\u2019s also porous so that water doesn\u2019t pool inside and cause cracks when it freezes in the winter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 19-inch-thick layer of concrete protects the spots where nearly 200,000-pound airplanes most strain the runway during takeoff, landing and turning. Adding asphalt in other places makes the runway cheaper and easier to maintain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to making the runway itself, construction crews are leveling out the ground around the pavement and raising the end of the runway, which was submerged in the flood. Workers also need to dig up and replace utility lines that cross underneath.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strip will be 100 feet smaller in width than the original, saving time and money on work like annual maintenance and snow removal. Aircraft hangars, too, are having some pre-planned work done at the same time.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2019\/03\/18\/floodwaters-overwhelm-one-third-of-offutt-nine-aircraft-evacuated\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Offutt-flooding.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Floodwaters overwhelm one-third of Offutt; nine aircraft evacuated<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Only mission-essential personnel are working at the Nebraska base, which also hosts U.S. Strategic Command, and nine aircraft, including RC-135 Rivet Joint reconnaissance planes, have been evacuated.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s welcome progress for aircrews and maintainers who are tired of making the two-hour round-trip trek from Omaha to their temporary airfield in Lincoln, where they\u2019ve worked for more than a year now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some airmen, like security forces and firefighters, stay in the Lincoln area for longer periods of time because of the around-the-clock nature of their jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe knew it would be a challenge to fully move all of our operations down there,\u201d said Maj. Brian Ross, the program\u2019s deputy director who is tapped to run the office. \u201cBut I think overall, it\u2019s going as well as we could have hoped.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Offutt can park up to 18 aircraft on the Lincoln Airport flightline, about the same as in Omaha. Not all jets are in Nebraska at once because of their overseas workload.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lincoln offers less than half the hangar space that is available at Offutt, meaning more aircraft are stored and repaired outside and take longer to fix. More planes also have to evacuate ahead of bad weather since there\u2019s less room to shelter in place.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2021\/05\/16\/offutt-airmen-say-goodbye-to-troubled-but-beloved-jets\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-664709598.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Offutt airmen say goodbye to troubled but beloved jets<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The OC-135B spent the last 20 years flying aerial photography missions \u2014 primarily over Russia \u2014 in carrying out the international Open Skies Treaty.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Splitting time between cities is taking a toll on airmen\u2019s personal and professional lives. It\u2019s proven to be one of the runway project\u2019s biggest challenges, complicating matters from childcare to tasks on the jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got a lot of miles on our trucks,\u201d said Capt. Ryan La Rance, a communications control officer on the E-4B \u201cDoomsday plane\u201d based out of Offutt. \u201cYou\u2019ve got travel time, and then you\u2019re like, \u2018Oh, man, I forgot this piece of equipment.\u2019 You have to drive all the way back and come back out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, La Rance said, Lincoln Airport is hospitable to its visitors and has made sure they have the essentials for flight.
