The Air Force is sending out the batsignal \u2014 on cyber, that is.<\/p>\n\n\n\n

The Air Force is reviving its annual information technology conference in Montgomery, Alabama,\u00a0which has been dormant since 2012 due to\u00a0sequestration <\/span>budget constraints, and. But<\/span> the rebranded event conference <\/span>has a new focus on cybersecurity\u00a0and big aspirations<\/span>.\u00a0<\/p>\n\n\n\n

Air Force leaders are encouraging airmen and officers with all sorts of job descriptions, not just cyber professionals, to\u00a0In a newly revived and\u00a0augmented cyber conference<\/a>, airmen \u2014\u00a0from cyber experts to space controllers and even pilots\u00a0\u2014\u00a0 are\u00a0encouraged <\/span>attend and build relationships with their counterparts cyber experts <\/span>in the private sector industry<\/span>. The reason? So both sectors can move forward <\/span>together they can to <\/span>defend America\u2019s top <\/span>networks.\u00a0<\/p>\n\n\n\n

“We want to create a that <\/span>relationship where we are already constantly working together,” said \u00a0Col. Ronald Banks, vice commandant of Air War College and director of the Air University‘s<\/span>c<\/span>\u00a0Cyber c<\/span>College, which is hosting the event<\/span>. “If we have to exchange business cards at the time of a catastrophe, we\u2019re so far lost, we are hopeless,” he told Air Force Times on May 18<\/span>.”<\/p>\n\n\n\n

Participants will not be conducting war games, Banks said. Instead, they’ll team\u00a0with civilian cybersecurity professionals who operate in the financial, tech, telecommunications, energy and retail domains.\u00a0Such collaboration can be\u00a0a challenge,\u00a0Banks said, alluding to the\u00a0hesitation some private entities feel about\u00a0working too closely\u00a0with the government. He cited\u00a0Edward Snowden, the ex-government contractor who leaked classified information about the United States’ secretive surveillance programs that leverage data gathered by major telecommunications companies.<\/p>\n\n\n\n

“He\u00a0highlighted the partnership that government had with certain private industries\u00a0and how, when that once-secret relationship [became] public knowledge, [it]\u00a0really hurt the financial bottom line of many corporations because of the perception that private industry was partnering with ‘Big Brother,'” Banks said. “That doesn’t always go over well with customers.”<\/p>\n\n\n\n

That’s what Air University leaders hosting<\/a><\/span>The three-day Air Force Information Technology & Cyberpower C<\/span>conference in Montgomery, Alabama,\u00a0hope\u00a0to achieve. Banks said the three-day conference \u2014\u00a0back\u00a0for the first time\u00a0since sequestration, and now tweaked for unique interests\u00a0\u2014<\/span>\u00a0will aim to foster\u00a0not just be about IT presentations and packets of information, but bringing the right minds together for to shape focused, smart <\/span>dialogue that could help may ultimately <\/span>shape national network protection strategies and compel push <\/span>lawmakers toward<\/span> enacting tougher policies\u00a0can dictate protecting networks, and maybe even push lawmakers to create stiffer policies<\/a><\/span>.\u00a0\u00a0<\/p>\n\n\n\n

“During [a] conference, you get a lot of great speakers who talk on the topic and we tend to just admire the problem,” Banks said. “We\u2019re going to go beyond … and looking<\/span> at how can we bring not just Air Force,<\/span> cyber experts together, but … ,<\/span>other federal government entities, along with specific, private industry partners, to have a discussion about where are <\/span>we are as a nation, where we\u00a0are defending the nation, defending U.S. critical infrastructure, where could we go in the future, and how can we work together to get to … whatever that future state is.”\u00a0<\/p>\n\n\n\n\n\n

Airmen will get a seat at the collaboration table through different breakout sessions and courses.\u00a0Some of those courses, for example, <\/span>like the information technology course, will provide professional military or continuing education credits for airmen or civilians already in the cyber-training pipeline, said\u00a0Dr. Panayotis “Pano”\u00a0Yannakogeorgos, dean of the Cyber College.<\/p>\n\n\n\n

“The plan is to have 50 people in a breakout session, with a core team in the center, … and other participants around working toward specific researched questions,” Yannakogeorgos said. “It\u2019s not just for the 17D or 13S [cyberspace operations officer or space and missile operations\u00a0Air Force Specialty Codes]. “W but w<\/span>e want pilots, enlisted folks … short answer, everyone. It\u2019s open to their interests.”<\/p>\n\n\n\n

Participants\u00a0will\u00a0not\u00a0be\u00a0conducting\u00a0cyber\u00a0war\u00a0games,\u00a0Banks\u00a0said,\u00a0but\u00a0instead\u00a0teaming\u00a0up\u00a0with civilian cybersecurity professionals\u00a0members\u00a0who\u00a0operate in the\u00a0financial,\u00a0tech,\u00a0telecommunications, energy and retail domains. They will also hear from speakers<\/a> like\u00a0Gen. John Hyten,\u00a0head of Air Force Space Command.<\/p>\n\n\n\n

“Collaboration can be is always a significant challenge,” Banks said, because there is a great hesitation within the private sector about\u00a0industry to working too closely collaborate with the government. Proactive stratagies<\/p>\n\n\n\n

The challenge today problem now <\/span>is that neither government nor commercial industry\u00a0can go do <\/span>it alone, Banks said.<\/p>\n\n\n\n

“We need to be able to understand what they see. What are \u2019s <\/span>the tactics?,<\/span>w<\/span>What are they seeing that [would] helps<\/span> us build a better picture?<\/p>\n\n\n\n

“If we’re able to \u2014\u00a0at the government level \u2014\u00a0work at denying or defeating those sophisticated threats, that frees up private industry’s bandwidth to contend with the lower level threat in a more effective way. That partnership doesn’t currently exist like that.”<\/p>\n\n\n\n

By seeing and understanding the objectives of a malicious hacker, Banks explained, the U.S. could craft ways to put pressure on the cyberpunks. Some could be <\/span>consequences could that <\/span>go beyond the cyber world, such as imposing sanctions or tariffs on countries that sanction such attacksgoods, or even outing the hackers to defame the culprit country<\/span>.<\/p>\n\n\n\n

The military-civilian partnership Both sides\u00a0<\/span>needs to develop\u00a0cook up <\/span>a methodology for of <\/span>approaching each specific threat \u2014from countries like \u2014 <\/span>China, Iran and Russia, to name a few\u00a0\u2014 but right now\u00a0no tailored strategy exists, Banks said.\u00a0<\/p>\n\n\n\n

“We have a lot of documents with the word strategy in their title, but they aren\u2019t strategies.,…. and u<\/span> Until we actually build a strategy that looks at it this way, then \u2026 we\u2019re always going to be shooting in the wind and hoping something works, when we really don\u2019t have a methodology for how to approach each specific threat.”\u00a0<\/p>\n\n\n\n

More than 2,000 people are expected to attend this year’s Air University-led conference,\u00a0events,<\/span> from\u00a0held between <\/span>Aug. 29 to 31,\u00a0according to the AFTIC website. Together, airmen can walk knowing this isn’t just a \u00a0<\/span>They will leave understanding that this issue isn’t just an IT network security problem, but a serious threat to dilemma plaguing\u00a0<\/span>national security, Banks and Yannakogeorgos explained.<\/p>\n\n\n\n

“They will head back to their organizations and re-examine what they\u2019re doing,” Banks said. “T, and t<\/span>hroughout the next 12 months, as we work toward the next conference, we can work at identifying,<\/span> where … our areas that <\/span>we can actually evolve our capability to possibly change the paradigm of the malicious cyber actors,” Banks said.\u00a0\u00a0<\/p>\n\n\n\n

“This can also translate into opportunities after the military for these airmen,” he said.<\/p>\n\n\n\n
