{"id":36275,"date":"2018-12-31T17:06:23","date_gmt":"2018-12-31T17:06:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2018\/12\/31\/why-russia-is-swallowing-the-black-sea-and-wont-stop-until-it-has-choked-out-ukraine\/"},"modified":"2026-08-08T02:58:48","modified_gmt":"2026-08-08T02:58:48","slug":"why-russia-is-swallowing-the-black-sea-and-wont-stop-until-it-has-choked-out-ukraine","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2018\/12\/31\/why-russia-is-swallowing-the-black-sea-and-wont-stop-until-it-has-choked-out-ukraine\/","title":{"rendered":"Why Russia is swallowing the Black Sea and won\u2019t stop until it has \u2018choked out Ukraine\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After Russia fired on two <a href=\"https:\/\/www.militarytimes.com\/congress\/2018\/11\/26\/us-lawmakers-urge-trump-to-arm-ukraine-break-silence-on-russian-blockade\/\" target=_blank>Ukrainian naval ships<\/a> in late November, seizing the vessels and crew, tensions between Russia and the West waxed and waned in a succession that has become all too common.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s annexation of Crimea roughly five years ago, and sponsorship of separatists in eastern <a href=\"https:\/\/www.militarytimes.com\/global\/europe\/2018\/11\/18\/us-ukraine-in-close-discussion-for-new-lethal-arms\/\" target=_blank>Ukraine\u2019s Donbass region<\/a>, brought similar condemnation from the U.S. and its NATO allies, as did the Russian annexation of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/08\/07\/russia-warns-of-horrible-conflict-if-georgia-joins-nato\/\" target=_blank>Abkhazia and South Ossetia<\/a> in Georgia in 2008.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet those breakaway regions remain under Russian control, as the Kremlin proves that geographic boundaries can be redrawn without much more than stern words from the West. But absent harsher measures and greater push-back, the former commander of <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2018\/10\/23\/us-breaches-the-arctic-with-marines-fighter-jets-and-aircraft-carriers\/\" target=_blank>U.S. Army Europe<\/a> warns that the Russian Federation won\u2019t let up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think they won\u2019t stop until they completely own the Sea of Azov and have choked out Ukraine\u2019s very important seaport of Mariupol,&#8221; said retired Lt. Gen. Ben Hodges, who helmed U.S. European Command\u2019s Army component from late 2014 through 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his tenure, Hodges helped oversee the largest buildup of U.S. troops and base infrastructure since the Cold War, as Russian President Vladimir Putin launched a quest for client states to buffer against what he sees as NATO\u2019s own expansionism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe next phase will probably be land and sea operations that would eventually secure maybe even Mariupol but continue to take the Ukrainian coastline and connect Crimea back up to Russia along the Sea of Azov,&#8221; Hodges told Military Times. &#8220;It\u2019s not going to happen in the next six months, but this is the direction they\u2019re taking until they completely own the Black Sea and they\u2019ve isolated Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mariupol is an important seaport for Ukraine\u2019s export of steel. Russia recently finished constructing a large bridge linking Crimea to Russia proper over the Kerch Strait \u2014 a key waterway to both countries that bridges the<a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2018\/11\/25\/russia-fires-on-ukrainian-vessels-in-black-sea-2-wounded\/\" target=_blank> Sea of Azov<\/a> and the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/02\/20\/navy-sends-destroyers-to-black-sea-to-desensitize-russia\/\" target=_blank>Black Sea<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Sea of Azov was where Ukrainian naval vessels were seized by Russian forces, and as far as he is concerned, a \u201cjunior lieutenant could see that this was coming,&#8221; Hodges said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was just the next step in their effort to dominate the Black Sea region so they can use it as their launching pad into Syria and the Mediterranean and the Middle East.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1224\" height=\"1080\" src=\"\/wp-content\/uploads\/2026\/08\/BlackSea_1211.jpg.jpg\" alt=\"\" class=\"wp-image-67593\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BlackSea_1211.jpg.jpg 1224w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BlackSea_1211.jpg.jpg?resize=300,265 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BlackSea_1211.jpg.jpg?resize=768,678 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BlackSea_1211.jpg.jpg?resize=1024,904 1024w\" sizes=\"auto, (max-width: 1224px) 100vw, 1224px\" \/><figcaption class=\"wp-element-caption\">(Devin Feeney\/Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine isn\u2019t a NATO ally. It is not guaranteed assistance from the alliance under Article 5 \u2014 collective defense. But the country had been flirting with NATO membership since 1994. Those plans ended with the 2010 election of pro-Russian president Viktor Yanukovych, but were rekindled by anti-government protests that drove him from power in 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shortly afterward, Russia invaded using the <a href=\"https:\/\/www.militarytimes.com\/news\/2017\/09\/13\/whats-putin-up-to-the-russian-military-buildup-on-europes-border-raises-tension\/\" target=_blank>hybrid warfare<\/a> model that has become a staple of their land grabs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hodges participated in the re-armament of Europe during his tenure with Army Europe. As the continent braced for renewed Russian aggression, the <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2018\/10\/23\/air-force-opens-joint-facilities-in-estonia-that-will-help-deter-russian-aggression\/\" target=_blank>European Deterrence Initiative<\/a> began to funnel cash into refurbishing military installations and sponsoring allied training operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of that buildup included Mihail Kogalniceanu Air Base, known as MK, in southeastern Romania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo much energy was being put into the Baltic region,\u201d Hodges said, \u201cbut there was not something equivalent in the Black Sea.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"628\" src=\"\/wp-content\/uploads\/2026\/08\/43520367584_eb802772f7_o.jpg.jpg\" alt=\"\" class=\"wp-image-13105\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/43520367584_eb802772f7_o.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/43520367584_eb802772f7_o.jpg.jpg?resize=300,157 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/43520367584_eb802772f7_o.jpg.jpg?resize=768,402 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/43520367584_eb802772f7_o.jpg.jpg?resize=1024,536 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">The Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) transits the Black Sea, Aug. 22, 2018. But when he was running Army Europe, Hodges began to set his sights on the Black Sea region and he saw MK as a strong point near one of the busiest ports on the Black Sea \u2014 Constanta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the armored brigade combat team, or ABCT, now rotates in and out of Europe, one of the battalions makes MK its home. Two companies from the ABCT are also placed further south, at Novo Selo Training Area in Bulgaria. This has been ongoing now for almost three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe decided MK should be a hub, a power projection platform out into the Black Sea for air and land forces,&#8221; Hodges said. \u201cIt\u2019s not a permanent base. It\u2019s a Romanian air base. But we have a very large footprint inside.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MK also has the potential to grow. Maintenance is conducted there, ammunition can be stored there, and there are facilities to accommodate a larger mission command element. Part of a U.S. Army aviation battalion even flies out of MK, and the air base plays host to NATO\u2019s Black Sea air policing mission.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2018\/09\/15\/the-effort-to-counter-russian-aggression-in-europe-is-growing-daily\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F22_Europe.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The effort to counter Russian aggression in Europe is growing daily<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Europe continues to be a growth point for the Air Force as concerns about Russian intentions mount. International exercises, base funding and missions on the continent are all on an upward swing.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s the only installation in the Black Sea region that supports U.S. [forces],\u201d Hodges said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with Poland, Romania also hosts an Aegis Ashore land-based ballistic missile defense system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe one in Romania is already operational with 200 U.S. Navy [personnel]. It was originally a missile defense system put in to protect European cities from Iranian missiles,&#8221; Hodges said. \u201cThe one in Poland, which will hopefully be done in the next year or two, has a Navy presence as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey, which occupies the south of the Black Sea, is an important ally that must always be weighed. After all, NATO\u2019s Allied Land Command is based in Izmir, Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through a 1936 agreement called the Montreux Convention, Turkey controls the Bosporus Straits and the Dardanelles, the narrow waterways linking the Black Sea to the Mediterranean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic tenet of the Montreux Convention stipulates that only littoral Black Sea nations can have a permanent maritime presence there. (AP Photo\/Andreea Alexandru) ROMANIA OUT<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a very important consideration, and the Turks are very strict on the enforcement of the Montreux Convention,&#8221; Hodges said. &#8220;[That] suits the Russians just fine because they got their Black Sea fleet there in illegally annexed Crimea.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Crimea isn\u2019t the only Russian-occupied territory in the region. The Kremlin has a 1,000-man task force in a breakaway province of Moldova. And Hodges estimated that there are roughly 4,500 Russian officers and senior enlisted advising separatists in the Donbass region of Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Russia still occupies 20 percent of Georgia. Buckingham)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">All of this comes back around to Romania for Hodges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Romania is a NATO member that already spends 2 percent of its gross domestic product on defense, a priority of the Trump administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re buying Patriot [surface-to-air missiles] and they\u2019re buying HIMARS,\u201d Hodges said, using the acronym for one of the U.S. military\u2019s premier light multiple rocket launchers. &#8220;They\u2019re working as fast as they can to get rid of Soviet-era, Warsaw pact equipment and get Western equipment. &#8230; These are real capabilities that will be able to integrate with the U.S.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRomania is key,\u201d he said. \u201cTurkey is so focused to its south that they have not developed a large presence in the Black Sea. Those soldiers essentially train and equip Ukrainians before they rotate east, into active combat against separatists in the Donbass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Americans also serve as a show of force in the region. Their presence acts as a sort of insurance policy for the country hosting them. And their foothold in Ukraine comes alongside hundreds of millions of dollars of equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Javelin anti-tank missile, for instance, was supplied to Ukraine earlier this year, but medical supplies, counter-fire radar and other weapons are also divvied out in military aid from NATO members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO Secretary General Jens Stoltenberg signaled in December during a meeting with Ukrainian President Petro Poroshenko that such assistance is not going away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI told President Poroshenko that we will deliver secure communications equipment for the Ukrainian Armed Forces by the end of this year,\u201d Stoltenberg said Dec. 13. \u201cWe are also supporting Ukraine to improve its naval capabilities, logistics and cyber defense.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"628\" src=\"\/wp-content\/uploads\/2026\/08\/3015178.jpg.jpg\" alt=\"\" class=\"wp-image-67601\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3015178.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3015178.jpg.jpg?resize=300,157 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3015178.jpg.jpg?resize=768,402 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3015178.jpg.jpg?resize=1024,536 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Sgt. Elizabeth Tarr)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg praised Ukrainian leadership\u2019s \u201ccalm and restraint\u201d after the latest Sea of Azov incident, and said the secure communications equipment was part of a roughly $45 million military funding package.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAllies recognize Ukraine\u2019s aspirations to join the Alliance,\u201d Stoltenberg said. \u201cWe want to see your country succeed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s aspirations to join NATO are ones Moscow directly opposes as a threat to its own regional security. Whether or not these overtures for NATO membership are serious is tough to determine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Steven Pifer, a former U.S. ambassador to Ukraine and retired State Department official, wrote in 2017 that \u201cuntil the simmering conflict in the Donbass and frozen conflict in Crimea are resolved, Ukraine has little prospect of membership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBringing Ukraine in with the ongoing disputes would mean that NATO would face an Article 5 contingency against Russia on day one of Kyiv\u2019s membership,&#8221; Pifer <a href=\"https:\/\/www.kyivpost.com\/article\/opinion\/op-ed\/steven-pifer-ukraine-nato-course-disappointment.html\" target=_blank>wrote <\/a>in a Kyiv Post op-ed. &#8220;As European Parliament Vice President Graff Lambsdorff said, \u2018the West is not ready to defend Ukraine\u2019 \u2014 and that is particularly true against a nuclear-armed Russia.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hodges said Russian-backed separatists in eastern Ukraine keep European observers away from the front, \u201cbut we know most of the violations to the ceasefires on a scale of about 10:1 are coming from the Russian side.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2018\/11\/13\/nato-ambitions-ukraine-looks-west-with-air-exercises-and-high-level-discussions\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4842122-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Air Force\u2019s huge exercise in Ukraine fuels growing partnership and that country\u2019s NATO ambitions<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Air Force\u2019s senior officer sat down with his Ukrainian counterpart last week to discuss the two countries&#039; growing ties, the conclusion of their first-ever large scale joint air exercise last month and the possibility of Ukraine joining the North Atlantic Treaty Organization in the future.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s use of local separatists in Ukraine, buoyed by Kremlin funding and leadership, is part of its larger hybrid warfare strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is what they\u2019re going to keep doing,&#8221; Hodges said. \u201cThey saw how strong the West was in Desert Storm, and they saw our capabilities during the Iraq War &#8230; and they realized there\u2019s no point in going head-to-head with us.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia doesn\u2019t need a gigantic military, it just needs a good quality military with good electronic warfare to jam and disrupt U.S. troops&#8217; traditional advantages in the cyber domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The advantage of the West has always been superior air power. McFadden\/Released) <\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s why they always talk about nuclear weapons,\u201d Hodges said. &#8220;It\u2019s then in the mind of [our] political leaders, like: \u2018Oh Russia might actually use nuclear weapons, why would we get into a nuclear war over a relatively small attack into Lithuania, or Estonia, or Romania?\u2019 \u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s goal is to create \u201ccracks in the phalanx\u201d of NATO by undermining the alliance\u2019s deterrence promise, Hodges said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they can show that the alliance cannot protect one of its members, then they begin to achieve what they want,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hodges sees Russia as a near-term threat, while China is more of a long-term one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy concern is that we\u2019re going to be in a military conflict of some sort with China in the next 10 to 15 years. It\u2019s not inevitable, but I think it\u2019s coming,&#8221; he said. \u201cAnd we no longer have the capacity to fight two and half wars.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the U.S. entered into a military conflict with China, which would soak up a lot of air and naval assets, Hodges said the U.S. may not have enough assets in the West to continue to deter Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s why there\u2019s a sense of urgency to build up the European pillar of U.S. hegemony and to get our allies to do more,\u201d he said. &#8220;The 2 percent defense spending isn\u2019t a political tool, it\u2019s a serious need, so that with a fairly light U.S. footprint, Europe could continue to deter Russia from taking advantage of the U.S. being distracted by a military conflict with China.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the time being, the U.S. and Europe still need one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNATO remains the best, most successful alliance in the history of the world,\u201d Hodges said. \u201cAnd it needs continued U.S. leadership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrankly, anytime the president kicks NATO in the shin \u2014 like when he casts doubt on defending Montenegro with Article 5 \u2014 that hurts the alliance,&#8221; he added. &#8220;That doesn\u2019t mean the president shouldn\u2019t pound on our allies to do more, but the president has got to be more clear, more effective on ensuring everybody that no matter, what the U.S. will be there for the alliance.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It\u2019s not going to happen in the next six months, said retired Army Lt.
