The move brings sexual assault and harassment reporting under one roof as part of a broader slate of reforms to help victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSexual harassment does not reflect who we are as an organization and has no place in the military,\u201d said Brig. Gen. Debra Lovette, head of the Air Force\u2019s personal and professional resilience initiatives. \u201cFor service members victimized by this harmful behavior, it can be crippling, preventing them from coming forward out of fear of further harassment or the perceived lack of support from their leaders or coworkers.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/08\/31\/reported-sexual-assaults-across-us-military-increase-by-13\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Pentagon.jpg_0064c0.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Reported sexual assaults across US military increase by 13%<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The latest numbers are certain to anger lawmakers who have been critical of the Pentagon\u2019s efforts to get a handle on sexual crimes and misconduct.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Unwelcome sexual advances, requests for sexual favors, quid pro quos and other actions or comments that make someone uncomfortable can constitute harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Previously, sexual harassment complaints were handled through Equal Opportunity offices. But separating those reports from formal sexual assault allegations limited the help victims could receive, and complicated the process of punishing perpetrators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy was revised following recommendations from an independent panel tasked with studying how the Pentagon addresses sexual misconduct, as well as legal changes enacted in the fiscal 2022 National Defense Authorization Act. The update took effect Sept. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cService members may choose to make an unrestricted report with the SAPR program to receive victim advocacy services such as crisis intervention, safety assessments and counseling referrals,\u201d the Air Force said. \u201cThey may also file a separate military equal opportunity complaint through the EO office.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EO program will continue processing and tracking those harassment complaints as well, the Air Force said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/10\/11\/military-sexual-assault-vicitms-could-get-back-benefits-under-plan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sexual-assault.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Military sexual assault victims could get back benefits under plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The measure is unlikely to pass this year, but could be a point of focus for lawmakers in 2023.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Troops can file sexual harassment complaints that are restricted, meaning the details are kept confidential, or unrestricted. Both options let troops describe their experiences to sexual assault response coordinators or victim advocates and get help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unrestricted reports trigger investigations into the allegations; restricted reports do not. Sexual assault prevention and response staffers also cannot notify the service member\u2019s commander or their local EO office about a restricted report without their written consent or in cases of clear and present danger to their health and safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, when the victim reports the crime to someone in the chain of command, a restricted report is no longer an option,\u201d the Pentagon\u2019s SAPR office noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly one-third of active duty female troops reported being sexually harassed in 2021, up from 24% in 2018, the Pentagon reported in August. The percentage of active duty men who said they were sexually harassed \u2014 about 7% \u2014 remained the same in that time frame.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/09\/21\/military-sexual-assault-reform-is-slow-going-but-thats-the-plan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"239\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635980588000803409-26716555545-89763969ca-ojpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Military sexual assault reform is slow going, but that\u2019s the plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">\u201cGetting this right requires we move on expeditiously as possible to implement change, while also ensuring we do not rush to failure.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The number of sexual harassment reports also rose from about 1,800 in 2020 to 3,200 in 2021, the Pentagon said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost service members identified the alleged offenders as men in their unit who are the same rank as the victim,\u201d the Pentagon said. \u201cHowever, nearly one-quarter of women (24 percent) and 19 percent of men identified at least one alleged offender as someone in their chain of command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the people who reported being harassed or assaulted, about 40% of women and nearly one-third of men were sexually harassed and assaulted by the same alleged offender, DOD added.
