{"id":41768,"date":"2022-03-22T21:49:41","date_gmt":"2022-03-22T21:49:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2022\/03\/22\/plan-to-drop-thousands-of-caregivers-from-veterans-affairs-support-program-put-on-hold\/"},"modified":"2026-08-08T07:24:42","modified_gmt":"2026-08-08T07:24:42","slug":"plan-to-drop-thousands-of-caregivers-from-veterans-affairs-support-program-put-on-hold","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/veterans\/2022\/03\/22\/plan-to-drop-thousands-of-caregivers-from-veterans-affairs-support-program-put-on-hold\/","title":{"rendered":"Plan to drop thousands of caregivers from Veterans Affairs program put on hold"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/coronavirus\/2022\/03\/22\/many-va-workers-remain-unvaccinated-against-covid-19-but-few-have-been-fired\/\" target=\"_blank\">Veterans Affairs officials<\/a> announced Tuesday that all <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/03\/06\/families-fear-financial-hit-as-va-caregiver-program-prepares-to-drop-thousands-of-vets\/\" target=\"_blank\">expulsions from the department\u2019s caregiver support program<\/a> will be halted while officials re-evaluate new eligibility criteria that threatened monthly support stipends for thousands of families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move is a stunning <a href=\"https:\/\/www.militarytimes.com\/veterans\/2021\/09\/22\/thousands-of-caregivers-may-lose-monthly-stipends-under-new-va-review\/\" target=\"_blank\">turnaround for the department<\/a>, which for months has maintained the moves are necessary to bring the program\u2019s membership into order ahead of a massive expansion in eligible families later in fall 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But following significant criticism from advocates saying that the changes were unfair and endangered veterans\u2019 financial well-being, officials reversed course and promised not to drop any program participants for the time being.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will not remove anyone from the program or decrease any support before we re-examine our current eligibility criteria,\u201d VA Deputy Secretary Donald Remy said during a department leadership press conference Tuesday afternoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are veterans with moderate to severe care needs who are unable to be admitted into the program or remain in the program, as the regulations currently stand. That\u2019s simply not what we want. That\u2019s not what the veterans and caregivers need from us.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/03\/06\/families-fear-financial-hit-as-va-caregiver-program-prepares-to-drop-thousands-of-vets\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_677249654013.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Families fear financial hit as VA caregiver program prepares to drop thousands of vets<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Advocates say new eligibility requirements will exclude veterans in need of full-time care.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">About 33,000 families are currently enrolled in the Program of Comprehensive Assistance for Family Caregivers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initially the program was open only to post-9\/11 veterans, but in 2018 Congress approved expansion to other generations as well. Individuals who served before May 1975 were admitted starting in fall 2020, and all remaining veterans will be eligible starting fall 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the program offers a series of legal and support services to families, the most prominent benefit is the monthly caregiver stipend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, a full-time caregiver tending to a veteran who is \u201cunable to self-sustain in the community\u201d can receive the full monthly stipend, while a caretaker for a vet with lesser but still life-altering limitations can receive a partial payment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The totals vary based on where veterans live, but generally hover about $3,000 a month for the full Level 2 stipend and $1,800 for the partial Level 1 stipend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2020, when the Vietnam-era veterans were admitted to the program, VA officials announced changes to eligibility criteria focused on whether veterans can perform \u201cactivities of daily living.\u201d In fall 2021, VA officials announced they would review all \u201clegacy\u201d participants \u2014 individuals admitted before October 2020 \u2014 to ensure they still met criteria for participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, officials estimated that about one-third of the nearly 20,000 legacy participants could be dropped from the program because of eligibility changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, VA Secretary Denis McDonough acknowledged the actual number of veterans being dropped from the program was \u201ca much higher number.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials had promised to keep paying benefits through 2022 to families leaving the program, to give them time to adjust to the lost income. But advocates said that for families with loved ones in need of constant care, the extra time would not provide anything more than a deadline for when their financial problems would begin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McDonough acknowledged that frustration on Tuesday. Remy said the new review \u2014 which does not have any public timeline for completion yet \u2014 will take into account the missteps of the past changes to ensure families are not hurt again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve learned,\u201d he said. \u201cThis is not the first time that we\u2019ve stepped back and re-examined our process here. We\u2019re looking at how we can make sure we don\u2019t repeat those mistakes. So this will look different, they will feel different and the result will be different for those caregivers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials are scheduled to testify on the issue before Senate lawmakers on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Montana, praised the department\u2019s for \u201ctaking the concerns of veterans and caregivers seriously and implementing changes to ensure they are not unfairly denied access to a program that has made a difference for so many.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, Steve Schwab, CEO of the Elizabeth Dole Foundation, applauded Tuesday\u2019s announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOver the last six months, the foundation and our close partners have held countless discussions with the VA voicing our deep concerns on the evaluation process and the negative consequences being felt largely by legacy post-9\/11 caregivers,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday, because of our collective efforts, thousands of veterans and their caregivers will be reinstated into the program while a new evaluation and eligibility criteria are developed with the full engagement of the community.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2021\/09\/22\/thousands-of-caregivers-may-lose-monthly-stipends-under-new-va-review\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_677249654013.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Thousands of caregivers may lose monthly stipends under new VA review<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Nearly 20,000 caregivers of injured veterans will have their cases re-examined to see if they still qualify for the benefit.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">However, not all advocates were as optimistic about the long-term fate of the families who already had been marked to leave the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Holly Ferrell, executive director for Veteran Warriors, an advocacy group that works with more than 3,500 caregivers in the program, said she hopes the new VA announcement amounts to real change and not simply delaying pain for the families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIs this a political stunt to get media attention off of the problems, to get caregivers to calm down and to give them false hope?\u201d she said. \u201cWe have to remain cautious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur concerns aren\u2019t just about the legacy families, they\u2019re about all the errors in this process.
