David Allvin<b> <\/b>and Chief Master Sgt. of the Air Force David Flosi are urging airmen to stick together and trust the process.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2024\/02\/13\/air-force-unveils-command-changes-wing-plans-in-bid-to-outpace-china\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/8237245.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force unveils command changes, wing plans in bid to outpace China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A sweeping set of proposals could comprise one of the Department of the Air Force&#039;s most significant reorganizations since the end of the Cold War.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI have been through many chief of staff transitions and watched how the Air Force is trying to find its way forward,\u201d Allvin said in a joint interview with Flosi in early May. \u201cSometimes you don\u2019t need a new thing; sometimes you just need to follow through on the old things.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many of the ideas the service wants to bring to fruition have been in the works for at least a decade. Its leaders don\u2019t pretend to have all the answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his first year on the job, Allvin wants a better idea of what air wings of the future could look like as the service prepares for the prospect of a high-tech, fast-paced war with China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wings are the Air Force\u2019s largest base-level units, and manage thousands of airmen across a particular mission in a local area, such as the 1st Fighter Wing at Joint Base Langley-Eustis, Virginia, or the 91st Missile Wing at Minot Air Force Base, North Dakota. Some wings, like the 355th Wing at Davis-Monthan AFB, are in charge of forces spanning multiple missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service has proposed tailoring its existing wings into three categories: deployable combat wings, or those that can bring offensive units like fighter squadrons overseas; combat generation wings, or those comprised of mobility and similar support units; and in-place combat wings, or those with units that perform their mission from home, like missileers and cyber operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If successful, the idea could separate combat-focused units from the support staff tasked with running the base itself, rather than keeping wing commanders in charge of operations both at home and abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allvin said the Air Force expects to better understand what resources each wing should own, from pilots and other aircrews to ground support staff and office management, by the end of September. Bringing units together under the new construct will require airmen from different bases to train together, he said, but it won\u2019t mean widespread relocations.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2024\/05\/15\/air-force-taps-6-bases-to-test-new-approach-to-deployments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/8373894.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force taps 6 bases to test new approach to deployments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New command teams are expected to arrive at several installations across the U.S. this summer as the Air Force launches a slate of air task forces.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe cannot just pick up and move 250 people from one base to another base,\u201d Allvin said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Training could notionally start next fiscal year, Allvin said, as the Air Force learns from its budding air task forces that are a stepping stone to a final plan for the service\u2019s wings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That work can also give the Air Force a clearer path to another major priority: boosting readiness to fight and win America\u2019s wars. Allvin argues the service should have a better idea of its ability to succeed against an advanced adversary by next spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have not picked up and gone out and said, \u2018How ready is this part of our Air Force?\u2019\u201d he said. \u201cLet\u2019s take them somewhere else. Let\u2019s generate combat power; let\u2019s regenerate combat power. Let\u2019s continue to do that for X amount of time. That\u2019s mission readiness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service leaders have promised that a new large-scale training exercise, slated to take place in the Pacific in summer 2025, will test whether the changes lead to a stronger force in practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That will come as the service\u2019s list of skills all troops should cultivate before deployment, dubbed \u201cready airman training,\u201d will evolve to get units to focus less on whether they\u2019re in compliance and more on how those abilities affect a mission\u2019s success, Flosi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those efforts are set to build on the Air Force\u2019s two-year deployment cycle, which rotates squadrons through 18 months of training and maintenance in preparation for six months of real-world operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it\u2019s unclear whether the new force generation process, designed to improve unit readiness through a more predictable schedule, plus other changes to training requirements \u2014 like asking airmen to learn skills outside of their own career field \u2014 have led to meaningful benefits so far.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2024\/03\/04\/heres-how-the-air-forces-new-task-forces-will-reshape-deployments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/240130-F-MO425-9005.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s how the Air Force\u2019s new task forces will reshape deployments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Air task forces launching this summer are expected to pave the way for more capable rotational forces and better-prepared bases.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cBecause we\u2019re in transition, it is a mixed bag,\u201d Allvin said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, troops who manage the flow of forces around the world can better articulate the risk of deploying a fighter unit longer than expected, Allvin said. On the other hand, some units feel crunched by the influx of new training expectations on top of a mission tempo that remains high.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were just out at [Joint Base] Charleston and Columbus and Tyndall [AFBs],\u201d Allvin said. \u201cWe got that feedback that, \u2018Yeah, we know where it\u2019s going to be. But right here, in the meantime, we\u2019re actually having to do some extra work.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re empathetic to that, and we\u2019re trying to see if we can move through that transition period as quickly as possible,\u201d he said. \u201cIt will be challenging, and people need to have faith that we will get there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To aid in that transition, the Air Force wants to streamline pieces of its training enterprise under Airman Development Command \u2014 previously Air Education and Training Command \u2014 for a more holistic approach to delivering the skills troops need. The command is expected to begin operating with new authorities and a fresh vision this fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have two ways to educate and train and qualify an airman,\u201d Flosi said. \u201cThere\u2019s these institutional competencies that all airmen should understand, and then there\u2019s your occupational competencies. Airman Development Command, part of that stand up \u2026 is to fuse those together.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/10\/03\/air-force-overhauls-pre-deployment-training-for-a-new-era-in-combat\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220912-F-NI202-9058.jfif_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force overhauls pre-deployment training for a new era in combat<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;Ready Airman Training&quot; took effect Oct. 1.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Airmen should no longer break from their day jobs to formally \u201clearn about the Big Air Force,\u201d Flosi said. \u201cWe need those things to be integrated at the same time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flosi, who took over as the top enlisted airman in March, added that he\u2019s working with senior enlisted leaders across the Air Force to instill a renewed sense of purpose across the enlisted corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve unintentionally focused on things as an individual,\u201d he said. \u201cWe really want to focus more on what it means to be an airman, and the profession of arms.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allvin said he\u2019s received mixed responses to the dozens of updates, large and small, that Department of the Air Force leaders unveiled in February in the service\u2019s most sweeping modernization push in decades. Those initiatives ranged from relaunching a warrant officer corps to opening new acquisition offices to rethinking deployments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we rolled these things out, they said, \u2018Well, OK, what\u2019s the answer?\u2019\u201d Allvin said. Then the questions became: \u201c\u2018Why\u2019d you do this without us?\u2019 \u2026 \u2018You don\u2019t know what you\u2019re doing?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But others appreciate that the Air Force is pushing airmen outside their comfort zone by asking them to learn a broader set of skills, making teams more flexible under pressure and forging stronger personal connections to the service and its mission, Allvin said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their experiments in traveling leaner, spreading smaller crews across remote airfields with few resources, are yielding lessons for the entire force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, Flosi recalled a 12-person special operations team in Japan that set up an isolated hub to serve as a pit stop for aircraft flying nonstop missions around the Pacific. As Allvin mulls how to ready troops for the next conflict, he recalls another time America was caught off-guard: Sept. 11.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the day the Twin Towers fell, then-Lt. Col.
