{"id":43492,"date":"2023-11-30T10:23:00","date_gmt":"2023-11-30T10:23:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2023\/11\/30\/va-workers-face-more-mandatory-overtime-amid-record-claims-processing\/"},"modified":"2026-08-08T04:57:19","modified_gmt":"2026-08-08T04:57:19","slug":"va-workers-face-more-mandatory-overtime-amid-record-claims-processing","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/veterans\/2023\/11\/30\/va-workers-face-more-mandatory-overtime-amid-record-claims-processing\/","title":{"rendered":"VA workers face more mandatory overtime amid record claims processing"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">U.S. Department of <a href=\"https:\/\/www.militarytimes.com\/military-honor\/salute-veterans\/2023\/11\/08\/mcdonough-wants-va-to-reach-every-veteran-in-the-country\/\" target=\"_blank\">Veterans Affairs<\/a> staffers have posted record highs for <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/09\/21\/total-of-overdue-va-disability-claims-balloons-to-almost-300000\/\" target=\"_blank\">processing benefits claims<\/a> in recent weeks, but they\u2019ll still face thousands of hours of mandatory overtime over the next year to keep pace with the workload coming in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t like to ask our employees to work mandatory overtime, but I like less to have veterans wait for their benefits,\u201d said Willie Clark, deputy under secretary for field operations at the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/01\/24\/white-house-names-latest-pick-to-lead-veterans-benefits-operations\/\" target=\"_blank\">Veterans Benefits Administration<\/a>. \u201cSo we are keeping mandatory overtime for now \u2026 Our hope is downstream we can rely on it less.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials said they are pushing to hire more staff and find ways to ensure current employees aren\u2019t burnt out by the flood of cases coming in. Staffers processed a <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/11\/13\/vets-tap-businesses-for-va-disability-claims-help-but-theres-a-cost\/\" target=\"_blank\">record number of disability claims in fiscal 2023<\/a> and appear to be on pace to break that high mark again this fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Clark said that before Oct. 1, department workers three times processed more than 9,000 claims in a single day. Since Oct. 1, benefits specialists have handled more than 9,000 claims 18 times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/11\/13\/vets-tap-businesses-for-va-disability-claims-help-but-theres-a-cost\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"152\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/551343.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Vets tap businesses for VA disability claims help, but there\u2019s a cost<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thousands of veterans work with for-profit firms to apply for disability benefits. Veterans advocates call the practice predatory and possibly illegal.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Much of that increased workload are new military toxic exposure claims filed through the the Promise to Address Comprehensive Toxics Act \u2014 <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/12\/12\/va-starting-work-on-terminally-ill-vets-pact-act-claims-immediately\/\" target=\"_blank\">better known as the PACT Act<\/a> \u2014 signed into law in August 2022. More than 750,000 new claims on that topic have been filed in the last 13 months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the number of backlogged claims \u2014 cases taking more than 120 days to complete \u2014 has risen steadily in recent months, to more than 319,000 this week, VA officials said. Clark said that figure is expected to rise \u201cbetween 450,000 and 700,000 next year.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The previous high in backlogged claims was set in 2013, when the overdue caseload reached 611,00 after a flood of claims from Vietnam veterans for illnesses related to Agent Orange exposure. It also prompted intense scrutiny from Congress and forced an overhaul of benefits processes, including digitizing the department\u2019s records system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Clark said he expects the backlog to be under control again sometime in 2025. But that will likely require keeping up the agency\u2019s current processing pace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since early 2022, nearly all claims staff have been required to work 20 hours of overtime every month to help with the workload. Exceptions are made for employees with disabilities or other obstacles, and Clark said \u201crespite periods\u201d in the summer and winter have been put in place in an effort to avoid burnout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders are also hoping that new processing efficiencies will help deal with the workload. And <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/11\/14\/va-secretary-makes-promise-we-will-be-vets-best-advocates\/\" target=\"_blank\">VA Secretary Denis McDonough<\/a> said officials are planning to continue their push to grow the workforce this fiscal year, although he acknowledged that budget fights on Capitol Hill could disrupt those
