{"id":45815,"date":"2020-09-08T21:56:08","date_gmt":"2020-09-08T21:56:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2020\/09\/08\/northrop-wins-the-air-forces-contest-for-next-gen-icbms\/"},"modified":"2026-08-07T23:27:00","modified_gmt":"2026-08-07T23:27:00","slug":"northrop-wins-the-air-forces-contest-for-next-gen-icbms","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2020\/09\/08\/northrop-wins-the-air-forces-contest-for-next-gen-icbms\/","title":{"rendered":"Northrop wins US Air Force\u2019s contest for next-gen ICBMs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 <a href=\"https:\/\/www.defensenews.com\/space\/2020\/04\/16\/northrop-could-be-getting-an-85b-award-to-produce-next-gen-icbms-sooner-than-expected\/\" target=_blank>Northrop Grumman<\/a> has captured a $13.3 billion award for the Ground Based Strategic Deterrent competition to build the U.S. Air Force\u2019s next-generation intercontinental ballistic missiles, the service announced Sept. 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning in 2029, GBSD will start replacing the LGM-30G Minuteman III ICBMs, which were fielded in 1970, Northrop said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Air Force, GBSD \u201cwill have increased accuracy, enhanced security, and improved reliability to provide the United States with an upgraded and broader array of strategic nuclear options to address the threats of today and the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Northrop was the sole bidder for the engineering, manufacturing and development contract after Boeing <a href=\"https:\/\/www.defensenews.com\/space\/2019\/07\/25\/boeing-drops-from-next-generation-icbm-competition\/\" target=_blank>dropped out from the competition<\/a> in July 2019 over Northrop\u2019s acquisition of solid rocket motor manufacturer Orbital ATK, now known as Northrop Grumman Innovation Systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing contended that it did not have enough time to negotiate a competitive price for the motors needed for the GBSD program due to Northrop\u2019s slow pace in signing an agreement that would allow Boeing to work with Northrop Grumman Innovation Systems while keeping Boeing\u2019s intellectual property away from its rival GBSD team.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Air Force declined to alter its acquisition strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, Northrop Grumman <a href=\"https:\/\/www.defensenews.com\/air\/2019\/12\/13\/with-boeing-no-bid-northrop-is-the-likely-maker-of-the-air-forces-next-generation-icbms\/\" target=_blank>submitted a bid<\/a> for the engineering and manufacturing development phase of the program, while Boeing confirmed that it had not entered its own proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur nation is facing a rapidly evolving threat environment, and protecting our citizens with a modern strategic deterrent capability has never been more critical,\u201d Northrop CEO Kathy Warden said. \u201cWith more than 65 years of technical leadership on every ICBM system, our nationwide team is honored and committed to continuing our partnership with the U.S. Air Force to deliver a safe, secure and effective system that will contribute to global stability for years to come.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Northrop\u2019s industry team for the program includes Aerojet Rocketdyne, Bechtel, Clark Construction, Collins Aerospace, General Dynamics, HDT Global, Honeywell, Kratos Defense and Security Solutions, L3 Harris, Lockheed Martin, Textron Systems, and other businesses, the company said in a statement. Its own work on the missiles will predominantly be carried out at Northrop\u2019s facilities in the cities of Roy and Promontory in Utah.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During an August interview with Defense News, Boeing defense head Leanne Caret <a href=\"https:\/\/www.defensenews.com\/top-100\/2020\/08\/17\/ceo-of-boeings-defense-wing-talks-stumbling-blocks-from-kc-46-to-covid\/\" target=_blank>declined to comment<\/a> on whether the company would pursue a protest or other legal action. On Tuesday, the company gave no indication on whether it would lodge a protest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing supports the U.S. Air Force and its efforts to modernize the nation\u2019s intercontinental ballistic missile (ICBM) force,\u201d a spokesman said in a statement. &#8216;We will continue working alongside airmen to keep the Minuteman ICBM mission-ready while delivering innovative solutions in support of strategic deterrence today and tomorrow.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force intended to finance two competitors through the technology maturation and risk reduction phase, with Boeing and Northrop <a href=\"https:\/\/www.navytimes.com\/air\/2017\/08\/21\/boeing-northrop-move-forward-on-next-gen-icbm-program-lockheed-out\/\" target=_blank>winning contracts worth up to $359 million<\/a> in 2017. However, in October 2019, the service <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2019\/10\/22\/boeing-could-be-out-of-the-air-forces-competition-for-next-gen-icbms-for-good\/\" target=_blank>stopped the flow of funds to Boeing<\/a> under the original award, causing Boeing to halt work on the program early.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite having only a single bidder, the Air Force stressed that Northrop\u2019s GBSD proposal is on track according to schedule and is within budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis contract provides the best overall value to the war fighter and taxpayers,\u201d said Brig. Gen. Anthony Genatempo, the service\u2019s program executive officer for strategic systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe GBSD program is leveraging technologies to reduce the program\u2019s technical risk and ensure time-certain delivery to meet the war fighter\u2019s need. Its acquisition strategy focuses on mature technologies, smart commonality, modular designs, and maintaining the Air Force\u2019s ability to leverage competition throughout the weapon system\u2019s
