{"id":46844,"date":"2017-11-09T20:23:38","date_gmt":"2017-11-09T20:23:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2017\/11\/09\/amisom-withdrawal-tests-us-mission-in-somalia\/"},"modified":"2026-08-08T03:36:37","modified_gmt":"2026-08-08T03:36:37","slug":"amisom-withdrawal-tests-us-mission-in-somalia","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2017\/11\/09\/amisom-withdrawal-tests-us-mission-in-somalia\/","title":{"rendered":"AMISOM withdrawal tests U.S. mission in Somalia"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON\u2014 Troops under the African Union Mission in Somalia, or AMISOM, have begun a steady withdrawal of forces from the region, amid increasing violence and threats from resurgent Al Shabab militants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The drawdown of AMISOM forces from the region could have dire impacts on the U.S. mission there, where just over 500 U.S. troops are currently serving. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The withdrawal of forces from the five troop contributing countries of Uganda, Burundi, Ethiopia, Kenya and Djibouti \u2014 has been scheduled for some time as a result of caps placed by UN Security Council Resolution 2373, according to a U.S. State Department official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN Resolution authorized the AMISOM mission to continue until May 31, 2018 with a cap on forces at 21,626 by Dec. 31, 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AMISOM has routinely said its withdrawal will be conditions based with a turnover to competent Somali security forces capable of maintaining security stability in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOver the coming weeks, AMISOM\u2019s strategic troop movements will continue, without disrupting the provision of the existing security services, to ensure the safety of the people of Somalia, who remain at the core of AMISOM\u2019s operational consideration,\u201d reads a recent statement from AMISOM about upcoming troop withdrawals from the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, AMISOM\u2019s withdrawal from the region appears anything but conditions based as the country has been plagued with a spate of vehicle bombings and killings over the last several months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In mid-October, a truck bomb killed several hundred people and wounded over 500, according to a report from <a href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/15\/truck-bomb-mogadishu-kills-people-somalia\" title=\"\">the Guardian<\/a>. It was one of the deadliest terror attacks in Somalia\u2019s history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, the withdrawal, especially anything beyond the UN cap, is likely to impact the U.S. mission in Somalia which is dual focused on training Somali forces but also counterterrorism and targeting of high valued Al Shabaab and just recent ISIS targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. forces carried out a strike against ISIS targets for the first time just last Friday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2017\/11\/03\/us-airstrike-targets-isis-in-somalia-for-the-first-time\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635972819857284459-137784jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US airstrike targets ISIS in Somalia for the first time<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">This is the first time U.S. forces have targeted ISIS in the region and may be an indicator the terror group is trying to reconstitute itself in the Horn of Africa after suffering massive territorial losses in Iraq and Syria.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Officials at U.S. Africa Command won\u2019t comment on future U.S. force posturing in the region as a result of AMISOM\u2019s drawdown, citing operation security issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But currently, there are over 500 U.S. troops serving in the war-torn region, according to Robyn Mack, a spokesperson for U.S. AFRICOM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to AFRICOM\u2019s 2017 posture statement presented before lawmakers earlier this year by Marine Gen. Thomas Waldhauser, AFRICOM has supported efforts to push AMISOM\u2019s mission into 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom a security perspective, we view the presence of AMISOM as absolutely vital to maintaining security in Somalia until conditions allow for a gradual withdrawal,\u201d Mack recently told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though Somali forces have shown progress \u201cinternational support will remain a key enabling factor for the Somali National Security Forces,\u201d Mack added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, the security situation in Somalia looks bleak. According to assessments by AFRICOM, there are 3,000 to 6,000 Shabaab fighters and roughly 250 ISIS militants operating in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though, AMISOM forces have been successful in driving militants out of major urban areas, Shabab dominates areas of the rural countryside, using the ungoverned spaces as a springboard to harass and target Somali and AMISOM forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAl-Shabab controls roughly 20 percent of Somalia, primarily in southern Somalia where they have maintained historical presence.\u201d Mack told Military Times<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cISIS-Somalia doesn\u2019t control any territory but maintains influence and a very small presence in Somalia in northern Puntland. And the Federal Government of Somalia controls less than 50 percent of its territory,\u201d Mack explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The drawdown of AMISOM forces without an increased U.S. footprint could lead to further loss of territory by Somali forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis will depend on how a withdrawal of AMISOM is conducted and highlights the importance of a well-thought out, conditions-based hand-off between Somali National Security Forces and AMISOM,\u201d Mack told Military Times, in response to a question about expected territorial losses by Somali forces as a result of AMISOMs drawdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, U.S. forces in the region gace already stepped up strikes against militants in the country. In early September, U.S. forces launched a series of 3 airstrikes against Al Shabab from the period of Sept. 5-13<sup>th<\/sup>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2017\/09\/13\/us-ops-against-al-shabab-in-somalia-heat-up\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"204\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/gettyimages-669062342.jpg_09d125.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" class=\"smg-interstitial-link__title\">US ops against al-Shabab in Somalia heat up<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. forces in Somalia conducted three precision airstrikes against al-Shabab on Wednesday, killing six terrorists.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And on Nov. 9<sup>th<\/sup>, U.S. forces conducted another strike killing several Shabaab militants, according to a recent AFRICOM press release. \u201cThe operation occurred in the Bay Region of Somalia, about 100 miles west of the capital, Mogadishu,\u201d the press release reads. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials at the State Department don\u2019t support any further withdrawals below the UN mandated caps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do not support further drawdown of forces beyond that level at this time, due to ongoing security concerns, a State Department official told Military Times. \u201cThe United States supports a conditions-based AMISOM drawdown that is tied to the standup of capable, professional Somali security forces.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2007, the U.S. has committed more than $1 billion to to provide training, equipment, logistics support, and advisory support, to Somaila and nearly $400 million to \u201cto build capable Somali forces to operate alongside and eventually replace AMISOM,\u201d the official added.<\/p>\n\n\n\n<p
