Again."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i><b>Editor\u2019s Note:<\/b><\/i><i> This story has been updated.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After blowing through the initial deadline to bring its GI Bill housing stipends in line with the <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/08\/16\/trump-signed-the-forever-gi-bill-here-are-11-things-you-should-know\/\" target=_blank>Forever GI Bill<\/a> law, Veterans Affairs Department officials said Wednesday that they will not be able to implement the fix until December 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The big delay comes after months of <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/11\/24\/confirmation-of-new-va-cio-takes-new-urgency-in-light-of-recent-problems\/\" target=_blank>technology hiccups<\/a> that have plagued the agency, which failed to meet the <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/09\/04\/this-gi-bill-change-was-supposed-to-take-effect-aug-1-it-still-hasnt-happened\/\" target=_blank>original Aug. 1 deadline<\/a> to put the changes in place. These problems have contributed to a large backlog of claims for veterans using the Post-9\/11 GI Bill to attend school this fall, and the agency has come under fire as thousands of student veterans have had to wait longer than usual for their tuition and housing payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA Sec. Robert Wilkie said in a news release that redesigning the way the Veterans Benefits Administration calculates the housing stipend portion of the GI Bill during a busy academic season \u201cwas like flying a plane while building it, and that was unfair and frustrating to veterans and taxpayers. That\u2019s why we are resetting our implementation of the law for the next year to ensure we get the technology and formula right to put veterans first.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA is also looking for a new contractor to take on this task, ending its work with Booz Allen Hamilton for this portion of the Forever GI Bill, VA spokesman Curt Cashour told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>What students can expect<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students receiving housing stipends this semester are currently getting paid under 2017 rules. Under those rules, students are paid based on the location of their school\u2019s main campus or headquarters \u2014 not where they take the most classes, as was supposed to be the case starting in August. But that portion of the new law, signed by President Trump in 2017, will now not go into effect until the spring semester of 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving forward, until next December, housing stipends will be paid as if the original deadline never existed. Payments will be adjusted to account for a 2018 cost of living increase, and students will retroactively be paid the difference \u2014 or forgiven any overpayments \u2014 for discrepancies that occurred this fall. VA housing stipends are approximately 1 percent higher than what the Defense Department pays its E-5s with dependents in the same location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, despite numerous assurances from the VA that students\u2019 payments would also be corrected based on their primary campus location once the IT updates were made, the VA is no longer planning to retroactively fix those payments because of the workload it would represent for schools, according to congressional staffers and veterans service organization officials. Cashour confirmed this.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/11\/16\/lawmakers-grill-va-over-gi-bill-debacle\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95-RESIZED.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers grill VA over GI Bill \u2018debacle&#8217;<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Nearly four months after the Veterans Affairs Department was supposed to have changed the way it calculates Post-9\/11 GI Bill housing stipends, students are still getting the wrong amount each month \u2015 and there\u2019s still no end in sight.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Will the VA keep its promise?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA\u2019s announcement met with mixed reviews from lawmakers and veterans advocates, who have been <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/11\/16\/lawmakers-grill-va-over-gi-bill-debacle\/\" target=_blank>pressing the department to resolve this issue<\/a> for months. Many said they are still seeking answers about what, exactly, these changes mean and how many students they affect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the past 11 months, VA has continually failed to deliver a functioning IT system that can process housing payments as dictated by the law,\u201d House Committee on Veterans\u2019 Affairs Ranking Member Tim Walz, D-Minn., said in a statement, in which he also called the VA\u2019s new Dec. 1, 2019 deadline \u201cextremely optimistic.\u201d \u201cThe changes VA announced today, however, raise more concerns than confidence that student veterans will be taken care of anytime soon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A committee aide questioned whether the VA has the authority to decide not to honor its promise to retroactively honor the portion of the housing stipend change based on a students\u2019 primary campus location, when the law states that this should have been implemented already.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have to go back and make students whole,\u201d the aide said, adding that the committee has asked the VA for legal justification. \u201cJust saying we\u2019re just not going to do it because it would be a lot of work is not an answer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tanya Ang, vice president of Veterans Education Success, agreed this part of the VA\u2019s solution is problematic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat could be hundreds of dollars for some students \u2014 per month,\u201d she said. \u201cIf this was a disability benefit, this would never fly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>In the meantime<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Ang and other advocates are pleased that the near-term resolution should mitigate the severe payment delays that some GI Bill users have been experiencing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recorded testimony during a Nov. 15 hearing on Capitol Hill, <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/11\/15\/leading-va-education-official-reassigned-amid-gi-bill-problems\/\" target=\"_blank\">VA Education Service Director Robert Worley<\/a> said at that time, more than 10,000 education benefits claims had been pending between 31 and 60 days. Another 1,000 had been pending for longer. And although the pending inventory of education claims was three times higher than normal in September, it is now on par with normal levels, according to the VA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cStudents should not see the same delays in their housing stipends in the spring that they experienced in the fall,\u201d said Lauren Augustine, vice president of government affairs for Student Veterans of America.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2018\/11\/15\/leading-va-education-official-reassigned-amid-gi-bill-problems\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Worley-RESIZED.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Leading VA education official reassigned amid GI Bill problems<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Robert Worley, a retired Air Force general, will become the executive director of the Houston VA Regional Office in January. Though the timing suggests Worley\u2019s reassignment is a result of the GI Bill payment delays, the VA has not confirmed the correlation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The VA is also scrapping its \u201cinitial interpretation\u201d of the Forever GI Bill that counted the location of a student\u2019s off-campus internship or medical practicum as a campus to be considered for a housing stipend, based on ZIP code. Moving forward, the VA will limit this to branch campuses, which have facility codes \u2014 the type of codes the VA has used to calculate housing stipends in the past. Sources said these technicalities were proving to be especially challenging, and understood the need for this change in the rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that today shows the VA is listening and willing to hear advocates and hear Congress on some of the frustrations that students have seen,\u201d said SVA\u2019s Augustine. \u201cThey\u2019re proving that they\u2019re willing to set a new course and right the ship when it\u2019s starting to roll.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other Congressional leaders who <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/11\/16\/lawmakers-grill-va-over-gi-bill-debacle\/\" target=_blank>have taken the VA to task<\/a> for the slow implementation said they are glad the VA is choosing to focus on getting student veterans their payments, even if it means pushing back the deadline for the IT updates to be completed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I am disappointed that the VA does not yet have an effective IT system in place, I understand Secretary Wilkie\u2019s decision to reset implementation of certain sections of the \u2018Forever\u2019 GI Bill while improvements continue to be made,\u201d Senate Committee on Veterans\u2019 Affairs Chairman Sen. Johnny Isakson, R-Ga., said in a statement. \u201cRight now, the VA\u2019s priority must be to ensure accurate payments are sent to student veterans in a timely manner. Student veterans rely on the GI Bill to support themselves and their families while they are in school, and the VA is responsible for keeping those payments going, even as it implements the new law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Phil Roe, R-Tenn., chairman of the House veterans\u2019 committee, which pressed VA leaders for a new deadline at the Nov. 15 hearing, said Wilkie\u2019s move \u201cwill ensure that monthly housing payments are made with minimal delays.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both lawmakers said they would continue their efforts to hold the VA accountable.
