{"id":58750,"date":"2020-03-11T19:42:12","date_gmt":"2020-03-11T19:42:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2020\/03\/11\/emergency-declarations-open-option-to-utilize-national-guard-in-coronavirus-responses\/"},"modified":"2026-08-08T11:06:43","modified_gmt":"2026-08-08T11:06:43","slug":"emergency-declarations-open-option-to-utilize-national-guard-in-coronavirus-responses","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2020\/03\/11\/emergency-declarations-open-option-to-utilize-national-guard-in-coronavirus-responses\/","title":{"rendered":"Emergency declarations open option to utilize National Guard in coronavirus responses"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As states grapple with the growing outbreak of COVID-19, some governors have issued emergency declarations laying the groundwork to implement state-level National Guard responses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governors of Washington, <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2020\/03\/3.4.20-Coronavirus-SOE-Proclamation.pdf\" target=_blank>California<\/a>, New York, Florida, Massachusetts, Rhode Island and Connecticut have all declared individual emergencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of Wednesday afternoon, New York Gov. Andrew Cuomo remains the only state executive to <a href=\"https:\/\/www.militarytimes.com\/breaking-news\/2020\/03\/10\/new-york-national-guard-activated-to-combat-coronavirus-establish-containment-area\/\">activate<\/a> the National Guard following an earlier <a href=\"https:\/\/www.governor.ny.gov\/news\/no-202-declaring-disaster-emergency-state-new-york\">disaster emergency declaration<\/a> thus far.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emergency declarations carry \u201cadditional powers and resources\u201d that \u201cvary from state to state,\u201d including the activation of emergency operations centers and response plans and the \u201cdeployment of state personnel, equipment, supplies, and emergency stockpiles,\u201d according to the <a href=\"https:\/\/www.astho.org\/StatePublicHealth\/State-Emergency-Declarations-and-COVID-19\/03-05-20\/\">Association of State and Territorial Health Officials<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, Gov. Ron DeSantis of Florida signed an <a href=\"https:\/\/www.flgov.com\/wp-content\/uploads\/2020\/03\/EO-20-52.pdf\">executive order<\/a> to streamline the state\u2019s response to the virus and grant greater authorities to state officials, including the option to activate the Florida National Guard \u201cas needed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Florida National Guard is not currently tasked with any active operational type missions in the field, but we are augmenting the state\u2019s planning and logistics efforts,\u201d Maj. M. Caitlin Brown, director of public affairs at the Florida National Guard, told Military Times. \u201cIt\u2019s obviously a rapidly evolving situation, and so we are leaning forward in preparation for potential future missions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The declaration also enables state officials to establish field hospitals should the health care system become overwhelmed, among other measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Gov. DeSantis] and the [Florida] Department of Health\u2019s highest priority at this time is to contain and mitigate the spread of COVID-19 and ensuring anyone who is potentially infected is appropriately identified, cared for and isolated,\u201d Ryan Ash, deputy press secretary for Gov. DeSantis, told Military Times. \u201cThe Florida National Guard, led by Maj. Gen. James O. Eifert, Adjutant General of Florida, stands ready to be deployed in order to accomplish this mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Florida has 21 positive cases of COVID-19 with two reported deaths, as well as 155 pending test results and over 1,000 people monitored as of Wednesday afternoon, according to the <a href=\"http:\/\/www.floridahealth.gov\/diseases-and-conditions\/COVID-19\/index.html\">Florida Department of Health<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Massachusetts, Gov. Charlie Baker declared a <a href=\"https:\/\/www.mass.gov\/executive-orders\/no-591-declaration-of-a-state-of-emergency-to-respond-to-covid-19\">state of emergency<\/a> Tuesday, instructing state agencies to cancel all conferences and large gatherings and activating the Massachusetts Emergency Management Agency (MEMA) to coordinate \u201chealth, human services, public safety\u201d measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order allows state officials wider authorities to obtain resources and deploy federal and state resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Massachusetts National Guard has not been activated at this time,\u201d Don Veitch, director of public affairs at the Guard, told Military Times. \u201cThe Massachusetts National Guard is a diverse and highly trained force capable of assisting in a number of critical roles including; medical, transportation, biological response, decontamination and logistics\u2026 [and] is always ready to assist our interagency partners in support the commonwealth when called upon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of Tuesday, the Massachusetts Department of Public Health <a href=\"https:\/\/www.mass.gov\/doc\/covid-19-cases-in-massachusetts\/download\">reported<\/a> a single confirmed case with 91 \u201cpresumptive cases\u201d of the new coronavirus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A state\u2019s governor may activate the National Guard under <a href=\"https:\/\/www.nationalguard.mil\/About-the-Guard\/Army-National-Guard\/Resources\/News\/ARNG-Media\/FileId\/137011\/\">\u201cState Active Duty\u201d<\/a> status \u201cin response to natural or man-made disasters or Homeland Defense missions.\u201d In this capacity, Guardsmen remain \u201ccommand and control\u201d of the governor and are sourced and paid for by the state, according to the National Guard Bureau.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A governor may also activate the Guardsmen to support other states through assistance agreements in a multi-state response to an emergency, although the funding comes from the federal government under Title 32 U.S.C. status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn times of emergency, the National Guard Bureau serves as a federal coordinating agency should a state require help from the National Guard of another state,\u201d Master Sgt. W. Michael Houk, National Guard Bureau spokesman, previously told Military Times. \u201cThe National Guard Bureau\u2019s operation center is operating with increased staffing and hours and is prepared to coordinate support between the states and our mission partners in any whole of government response.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, the National Guard Bureau is serving in an advisory and support role, providing guidance and information to local governments, the Guardsmen and their families, a defense official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department and the National Guard Bureau are working through the interagency process, \u201csynchronizing\u201d but \u201cnot actually directing traffic,\u201d the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/cases-in-us.html\">Centers for Disease Control and Prevention<\/a> is the lead federal agency tasked with combating the spread of COVID-19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cuomo\u2019s declaration included a \u201ccontainment area\u201d within the city of New Rochelle, New York, where public health officials have identified a \u201ccluster\u201d of COVID-19 cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There, the Guardsmen were \u201cmobiliz[ed] to deliver food to homes and help with cleaning public spaces in the containment area,\u201d Military Times previously reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense secretary retains the authority to order National Guard forces to active duty under <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/USCODE-2018-title10\/html\/USCODE-2018-title10-subtitleE-partII-chap1209-sec12302.htm\">Title 10<\/a> U.S.C. when \u201cnecessary to maintain the national health, safety, or interest,\u201d according to the Department of Homeland Security\u2019s <a href=\"https:\/\/www.fema.gov\/media-library-data\/1582825590194-2f000855d442fc3c9f18547d1468990d\/NRF_FINALApproved_508_2011028v1040.pdf\">National Response Framework<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want every tool at my disposal in order to be able to protect <a href=\"http:\/\/www.governor.ri.gov\/documents\/orders\/Executive-Order-20-02.pdf\">Rhode Island<\/a>,\u201d Gov. Gina Raimondo said at a Monday press conference, as <a href=\"https:\/\/www.nbcboston.com\/news\/coronavirus\/coronavirus-prompts-state-of-emergency-in-rhode-island\/2088196\/\">reported<\/a> by NBC 10 Boston. Authorities there <a href=\"https:\/\/www.ri.gov\/press\/view\/37882\">have confirmed<\/a> five cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers in Connecticut signed off Wednesday on Gov. Ned Lamont\u2019s <a href=\"https:\/\/portal.ct.gov\/-\/media\/Office-of-the-Governor\/News\/20200310-declaration-of-civil-preparedness-and-public-health-emergency.pdf\">emergency declaration<\/a>, which could have been vetoed by a special legislative committee.
