White House officials said the goal of the spending is to \u201ccreate millions of good jobs, rebuild our country\u2019s infrastructure, and position the United States to out-compete China.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with major investments in projects to rebuild American highways, ports and airports, the proposal calls for \u201cvastly improving our nation\u2019s federal facilities, especially those that serve veterans.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/03\/26\/veterans-families-may-need-to-get-covid-vaccine-boosters-later-this-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_1084.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Veterans, families may need to get COVID vaccine boosters later this year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New VA research shows immunity from current vaccines may only last seven to nine months, and that the virus could spawn different variations in coming months.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Administration officials noted that while the median age of private-sector hospitals in America today is about 11 years, the median age of VA hospitals is roughly 58 years. The $18 billion would be spread over a variety of modernization and new construction projects, with the goal of providing better facilities for VA medical care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a backlog of high-efficiency projects that would help increase the health security of our veterans, put people back to work, and achieve an important national project,\u201d officials said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House did not release a list of specific VA projects the money may be assigned to. However, construction work on VA facilities has been a concern among veterans groups for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February, officials from Disabled American Veterans, Paralyzed Veterans of America and Veterans of Foreign Wars released their annual list of budget suggestions for VA, including more than $2.8 billion in major construction work \u2014 more than double what the department is scheduled to spend in fiscal 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group has also identified more than $7 billion in \u201cseismic corrections\u201d at VA medical centers across the country. In 2015, the VA Inspector General identified nearly 100 sites (mostly in the western United States) that could face serious risks from an earthquake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden\u2019s proposed VA infrastructure spending comes just a few months before the White House is scheduled to name members of an Asset and Infrastructure Commission for VA, A panel styled after the military\u2019s base closure commission that will be tasked with reviewing the department\u2019s buildings nationwide.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/03\/29\/va-reform-plans-at-risk-as-white-house-slow-to-fill-top-leadership-posts\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1157263286.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA reform plans at risk as White House slow to fill top leadership posts<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Besides Secretary McDonough, no nominees have been announced for VA leadership positions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The commissioners (who will need Senate approval before starting their work) will spend seven months compiling their recommendations, which will be followed by a series of public hearings on potential facility closings or expansions. Final decisions on changes are expected in 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How Biden\u2019s new funding plans will factor into those decisions is unclear. If approved by Congress, portions of the American Jobs Plan would begin to be implemented this year. However, some VA facilities in need of upgrades could be on the list of places recommended for closure in coming years, calling into question the value of costly upgrades.<\/p>\n\n\n\n<p
