{"id":70502,"date":"2022-01-27T16:34:07","date_gmt":"2022-01-27T16:34:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2022\/01\/27\/afghan-evacuation-flights-to-resume-with-streamlined-process\/"},"modified":"2026-08-08T14:56:47","modified_gmt":"2026-08-08T14:56:47","slug":"afghan-evacuation-flights-to-resume-with-streamlined-process","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2022\/01\/27\/afghan-evacuation-flights-to-resume-with-streamlined-process\/","title":{"rendered":"Afghan evacuation flights to resume with streamlined process"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>Correction: This story has been updated to correct the name of Shawn Van Diver.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After a nearly two-month pause, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/08\/27\/just-one-more-inside-the-massive-military-community-effort-to-save-afghans\/\" target=\"_blank\">evacuation<\/a> flights from <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/afghanistan\/2021\/08\/17\/team-america-has-success-evacuating-afghans-seeks-help-as-requests-grow\/\" target=\"_blank\">Afghanistan<\/a> to Qatar are set to resume, Shawn Van Diver, founder of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/afghanistan\/2021\/12\/01\/hundreds-of-veterans-service-personnel-send-letter-to-washington-on-afghan-allies-behalf\/\" target=\"_blank\">#AfghanEvac<\/a>, told Military Times. Additionally, Van Diver said that measures to shorten the visa process are being implemented, potentially trimming a years-long process down to months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are glad that it looks like we might be able to be restarting that,\u201d Van Diver said in a phone interview. \u201cAnd hopefully, we can have a reliable, repeatable process that continues to evacuate folks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Phil Caruso, Chairman of No One Left Behind, official evacuation flights carrying Afghans who worked with the U.S. to Qatar stopped in early December. Caruso and other members of the organization told Military Times that the cessation was caused by a rift between the Qatari and the new rulers of Afghanistan over Taliban migrant workers seeking entry to Qatar. The Taliban sought space for these workers on flights carrying evacuees to Qatar, a concession the Qatari government resisted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the pause in U.S. government-sponsored evacuations, Project DYNAMO, a non-profit dedicated to bringing Americans and Afghan allies stranded in Afghanistan to safety, ferried 70 people to safety via two flights out of Kabul. According to a press release, Project DYNAMO executed its most recent evacuation on Jan. 24 without assistance from the Department of State, instead relying on its network of contacts and donors to accomplish its mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the State Department has yet to respond to a request for comment about the resumption of evacuation flights and visa processing, Van Diver said that reducing the processing time for applicants to months is a significant step.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[That process] is down from one to three years,\u201d Van Diver said about the reduction from years to months. \u201cThat\u2019s a really big deal. It represents something that is really, really meaningful.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No One Left Behind is one of more than 150 \u201cself-activated\u201d working under the #AfghanEvac coalition umbrella. Many groups formed organically and worked independently during the Afghan withdrawal but have joined together to continue to evacuate U.S. citizens, allies, and Afghans who worked with the U.S. during its 20 years of war in Afghanistan.<b> <\/b>These organizations helped facilitate the evacuation of some 130,000 Afghans during the final weeks of U.S. involvement in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While a significant accomplishment, Van Diver, said there\u2019s more work to be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not nothing that the U.S. government got out of 130,000 people 18 days,\u201d Van Diver said. But the work is super ongoing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.dhs.gov\/news\/2021\/12\/31\/operation-allies-welcome-announces-departure-last-afghan-nationals-fort-bliss-texas\" target=\"_blank\">According<\/a> to the Department of Homeland Security, more than 75,000 Afghans have arrived in the U.S. through \u201cOperation Allies Welcome.\u201d More than 52,000 of these Afghans have been resettled in communities throughout the U.S. The remaining 22,500 are still at military bases throughout the U.S. <a href=\"https:\/\/www.axios.com\/biden-afghan-refugee-fast-track-qatar-afghanistan-57d744d0-7bf9-4ab1-a947-6be7a23a1102.html\" target=\"_blank\">According<\/a> to Axios, an additional 2,500 await admission into the U.S. at facilities overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, No One Left Behind is tracking as many as 200,000 Afghans who still need a flight out of Afghanistan. According to No One Left Behind, this number <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/11\/23\/no-afghan-family-members-of-us-troops-have-been-eligible-to-come-to-the-us-heres-why\/\" target=\"_blank\">includes<\/a> members of the former Afghan National Army, Afghan Special Operations Forces, and members of the Afghan intelligence services who did not initially qualify for the Special Immigrant Visa program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou got 76,000 SIV numbers alone. You know, you\u2019ve probably got two or 3 times that of all those other buckets of people and their family members,\u201d Caruso said. \u201cI mean, it\u2019s hundreds of thousands of people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those Afghans still looking for a ticket out of Afghanistan, says Van Diver, face numerous challenges in addition to their security. Winter in Afghanistan is in full swing while the \u201cnew\u201d Taliban struggles to govern. Aside from any association with the former Afghan government and the U.S., food, and fuel shortages make daily life exceedingly difficult for those in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Farhad, a translator who worked alongside U.S. forces for years, is one such Afghan facing difficulty finding a way out of the country. In an interview from Afghanisan, he told Military Times that he applied for a visa in July, 2021, and is still waiting. Complicating matters, according to Farhad, is the Taliban\u2019s suspension of passport services in Kabul. Without a passport or a case number, Farhad\u2019s situation is increasingly dire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c6 months I am jobless,\u201d Farhad told Military Times. \u201cAnd my 8 member family needs support now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, says Van Diver, the impending resumption of evacuation flights, combined with a streamlined immigration process into the U.S., lends hope.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe good news is that SIV processing is being streamlined and like they\u2019re doing like 500 approvals a week,\u201d Van Diver said. \u201cAnd [applicants] are getting through the big barriers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Axios, the U.S. government ultimately aims to evacuate some 2,000 Afghans a month once flights fully resume. Van Diver says this will eventually help those such as former members of the ANA, which he says is a vital bookend on U.S. commitment to the people of Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to focus on making sure that we\u2019re meeting our commitments to all the Afghans that we served with over the years,\u201d Van Diver said. \u201cAnybody who worked in the national security space have a special connection to both Iraqis and Afghans.
