{"id":71098,"date":"2022-11-17T21:12:38","date_gmt":"2022-11-17T21:12:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2022\/11\/17\/afghan-government-didnt-think-us-would-actually-leave-report-finds\/"},"modified":"2026-08-08T15:03:53","modified_gmt":"2026-08-08T15:03:53","slug":"afghan-government-didnt-think-us-would-actually-leave-report-finds","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/11\/17\/afghan-government-didnt-think-us-would-actually-leave-report-finds\/","title":{"rendered":"Afghan government didn\u2019t think US would actually leave, report finds"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Six main factors led to the collapse of the Afghan government as the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/afghanistan\/2022\/04\/03\/hell-at-abbey-gate-chaos-confusion-and-death-in-the-final-days-of-the-war-in-afghanistan\/\" target=\"_blank\">U.S. drew down its last troops<\/a> in the country, according to a <a href=\"https:\/\/www.sigar.mil\/pdf\/evaluations\/SIGAR-23-05-IP.pdf\" target=\"_blank\">report released Wednesday<\/a>. Chief among them was key Afghan officials\u2019 refusal to believe the U.S. would keep its promise to leave the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s the conclusion from a report by the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/11\/01\/the-state-department-is-trying-to-obscure-records-of-the-war-in-afghanistan\/\" target=\"_blank\">Special Inspector General for Afghan Reconstruction<\/a>, commissioned by Congress after Afghanistan\u2019s fall to the Taliban in August 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEven as the United States officially expressed its desire to exit Afghanistan in the years leading up to its departure, contradictory messaging by U.S. officials undermined efforts to convey the seriousness of U.S. intentions to Afghan officials, who optimistically believed that alternative scenarios were possible,\u201d the report found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, as President Joe Biden\u2019s September deadline drew nearer, the report continues, \u201cThe result was that the Afghan government was fundamentally unprepared to manage the fight against the Taliban as the United States military and its contractors withdrew.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The State Department\u2019s response to SIGAR\u2019s findings refutes that claim, calling into question whether the report evaluated the U.S.\u2019s role in both Afghanistan\u2019s reconstruction and its conduct during the withdrawal properly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAround the world, the United States aids in combatting corruption, advocates for representative government, and supports accountability mechanisms among the various initiatives based on democratic values and human rights,\u201d Erik Schnotala, acting director of State\u2019s Office of Afghanistan Affairs, wrote in his review of the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhether a country is successful or not in making progress in these areas is ultimately a reflection its own efforts,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other top two reasons for the fall of Afghanistan\u2019s democratically elected government had more to do with the way the U.S. chose to negotiate its exit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That negotiation came in a series of talks with Taliban leaders that excluded the Afghan government as a stakeholder, the second primary issue. That was at the Taliban\u2019s request, the report points out, but the U.S. hoped that settling with the Taliban would be a starting point to fulfilling the Afghan government\u2019s wish that the Taliban be integrated into its governing structure \u2015 the third issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInstead, the Taliban reinvigorated its battlefield campaign against the Afghan government, which was weakened by its exclusion from U.S.-Taliban talks and the perception that the United States was withdrawing its support,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some ways, these good-faith efforts might not have mattered, the report found, because the fourth reason for the fall was that the Taliban wasn\u2019t really interested in compromising.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After negotiating a drawdown timeline with the U.S., the Taliban turned its efforts to beating down Afghan national forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy April 2021, a U.S. intelligence community assessment had concluded that \u2018the Taliban is confident it can achieve military victory,\u2019 &#8221; according to the report. \u201cOver the next 2 months, the Taliban\u2019s offensive accelerated as the insurgency rapidly gained control of half of Afghanistan\u2019s 419 districts. On August 15, 2021, Kabul fell.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reasons five and six dealt more specifically with the Afghan government and the way it was run.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/09\/28\/afghanistan-probably-never-stood-a-chance-reports-show\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Afghanistan.Biden_.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Afghanistan probably never stood a chance, reports show<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The unraveling of Afghanistan, according to reports, was always just a breath away.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For example, President Ashraf Ghani, who fled Kabul as the Taliban marched in, was seen as insular and \u201cundiplomatic,\u201d governing with a small group of loyalists and dealing harshly with any rivals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president\u2019s political and social isolation appears to have been a function of both his personality and his desire to centralize and micromanage policy implementation,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This undermined any support that other Afghan powerbrokers might have provided to the government and limited the amount of information Ghani received about what was going on in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe net effect was a leader who was largely ignorant of the reality confronting the country he led, particularly just prior to the Republic\u2019s collapse,\u201d the report found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That environment led to the sixth and final reason for the fall: The Afghan government was so centralized and fraught with \u201cendemic corruption\u201d that there was little understanding of how the country was being run in far-flung rural areas, the places the Taliban took first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy investing so much power in the executive, Afghanistan\u2019s political system raised the stakes for political competition and reignited long-running tensions between an urban elite eager to modernize and a conservative rural populations distrustful of central governance,\u201d the report found.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">US failures \u2014 disputed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The SIGAR also looked into whether the U.S. met its own objectives in the Afghanistan reconstruction efforts, finding that while the U.S. made incremental progress in helping establish a stable government, it never approached self-sustaining.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Except, in some ways, the Taliban has tried to keep the former government functioning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor example, although the Taliban have dissolved several ministries of the former government, the Afghan ministries of finance, health and economy, as well as the country\u2019s central bank, have continued to execute some basic functions,\u201d the report found. \u201cMoreover, although the Taliban have installed their own members in many leadership positions, they have largely kept lower-ranking civil servants in their jobs.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a awards.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The State Department, in its response to the SIGAR report, was less than pleased with the findings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFirst, SIGAR\u2019s report notes that American officials delivered mixed messages regarding U.S. intentions,\u201d wrote Schnotala, the State Department official. \u201cPresident Biden is the third American President in succession to express interest in bringing American forces home from Afghanistan.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February 2020, the Trump administration negotiated a <a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2020\/02\/Agreement-For-Bringing-Peace-to-Afghanistan-02.29.20.pdf\">withdrawal agreement<\/a> with the Taliban and established May 1, 2021, as the date for the final withdrawal. The administration then began drawing down U.S. troops, from 13,000 to 2,500. After the 2020 election, President Biden delayed the final withdrawal until the end of August 2021. Throughout all of this time, however, the Taliban <a href=\"https:\/\/www.dodig.mil\/reports.html\/Article\/2191020\/lead-inspector-general-for-operation-freedoms-sentinel-i-quarterly-report-to-th\/\">continued to attack<\/a> Afghan government forces and failed to live up to the terms of the agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communications between the Biden and Ghani governments \u201cmade clear\u201d that the U.S. intended to fully withdraw, Schnotala wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith this in mind, the standard by which the U.S. government succeeded or failed in its political objectives in
