The new rules had been set to go into effect by mid-February 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA press secretary Terrence Hayes said leaders are making the reimbursement changes \u201cto better align with the rest of the health care industry.\u201d A VA inspector general report from 2018 found the department had been paying 60% more than typical industry rates for air ambulance services, potentially wasting taxpayer money.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/military-benefits\/2022\/08\/19\/dod-misspent-more-than-100-million-on-ambulance-rides-audit-reveals\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635848084751735565-stethoscopejpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD misspent more than $100 million on ambulance rides, audit reveals<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">One patient took an $880.72 ambulance, paid for by the Defense Health Agency, because of a cancerous tumor of the mouth \u2014 not a medical emergency.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In remarks at the National Press Club earlier this month, <a href=\"https:\/\/www.militarytimes.com\/military-honor\/salute-veterans\/2023\/11\/08\/mcdonough-wants-va-to-reach-every-veteran-in-the-country\/\" target=\"_blank\">VA Secretary Denis McDonough<\/a> said the goal of new reimbursement rules is not to cut costs for <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/military-benefits\/2022\/08\/19\/dod-misspent-more-than-100-million-on-ambulance-rides-audit-reveals\/\" target=\"_blank\">emergency medical care<\/a> but instead to push local providers into formal contracts with VA for the services, ensuring stability and consistency in pricing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs near as we can tell, VA alone among all major health care systems in the country pays for each individual ambulance,\u201d he said. \u201cWe\u2019re just paying cash for each run.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But industry opponents have said sharp cuts in reimbursement rates for ambulance services could severely cripple operations in rural areas, potentially even forcing the closure of some emergency response services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And lawmakers have decried VA\u2019s proposed fixes as too broad and possibly dangerous. In a statement, Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., hailed the one-year delay as critical time needed to work out disagreements between VA and the emergency services companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe availability of emergency air and ground transportation services in Montana and rural America can be the difference between life and death,\u201d he said. \u201cVA\u2019s hasty implementation of its rate change for these services could have been the final straw for providers in rural America, and I\u2019m glad to see VA answering my call and taking steps to fix this reimbursement issue.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate are considering legislation on the issue. Lawmakers can now work on those proposals without a looming deadline early next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ben Clayton, CEO of Life Flight Network, one of the groups involved in the lobbying efforts against the rule change, called the decision \u201ca significant victory\u201d for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI look forward to working with the VA to ensure that reimbursement rates for air medical care are sustainable, protecting veteran access to this lifesaving service,\u201d he said. \u201cAlthough there is still work to be done, this
