Military-to-military contact had stalled in August 2022, when Beijing suspended all such communication after <a href=\"https:\/\/apnews.com\/article\/china-asia-beijing-malaysia-a5a6acc391511c99b1b4c2d69e67b133\">then-House Speaker Nancy Pelosi\u2019s visit to Taiwan<\/a>, the self-governing island China claims as its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The thaw in relations between the two countries got a kick-start last November when <a href=\"https:\/\/apnews.com\/article\/joe-biden-xi-jinping-takeaways-c8384d40661a32aa276ec8ca97f35003\">U.S. President Joe Biden and China\u2019s President Xi Jinping<\/a> met on the sidelines of the Asia-Pacific Economic Cooperation summit in San Francisco. About a month later, Gen. <a href=\"https:\/\/apnews.com\/article\/biden-cq-brown-jr-air-force-1e348527cc3c95f66eb3cd6ebaa0e6f0\">CQ Brown<\/a>, chairman of the Joint Chiefs of Staff, spoke with his Chinese counterpart in a video call \u2014 in the first senior military-to-military contact since the Pelosi visit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other top-level talks have continued, including a call earlier this week between Biden and Xi, and a visit to China by Treasury Secretary Janet Yellen that began on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resurgence of senior military leader discussions includes the relaunch of routine engagements, including the China-U.S. Military Maritime Consultative Agreement meeting, which was this week in Hawaii, and the bilateral Defense Policy Coordination Talks, which were held earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The maritime meeting is focused on unsafe and unprofessional incidents involving the U.S. and Chinese militaries while the coordination talks focus on broader policy issues. This week\u2019s meeting included personnel from Indo-Pacific Command, U.S. Pacific Fleet, U.S. Pacific Air Forces and the People\u2019s Liberation Army. This is the first time since 2019 that the meeting was held in person; there was a virtual meeting in 2021, during the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to officials, this week\u2019s meeting included about 18 senior military and civilian officials from each side. The U.S. and China delegations each brought up several specific incidents over the past several years that they believe raised operational safety concerns, and the group discussed them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOpen, direct, and clear communications with the PLA \u2014 and with all other military forces in the region \u2014 is of utmost importance to avoid accidents and miscommunication,\u201d said the head of the U.S. delegation, Army Col. Ian Francis in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Francis, who is the director for Northeast Asia policy at U.S. Indo-Pacific Command, said the U.S. is encouraged that the People\u2019s Liberation Army is honoring its commitments to the maritime agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two U.S. officials said that they\u2019ve seen a reduction in the number of unsafe incidents by Chinese military aircraft and ships over the past several months. They said the meeting was a way to make sure that the trend continues and that overall safety is increased in the region for troops who operate there. The officials spoke on condition of anonymity because the meetings are private.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. has consistently viewed military communications with China as critical to avoiding any missteps between their armed forces and to maintaining a peaceful Indo-Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pelosi became the highest-ranking American lawmaker to visit Taiwan since 1997, when then-Speaker Newt Gingrich traveled there. Her visit <a href=\"https:\/\/apnews.com\/article\/taiwan-china-beijing-congress-8857910a1e44cefa70bc4dfd184ef880\">sparked a surge<\/a> in military <a href=\"https:\/\/apnews.com\/article\/taiwan-asia-united-states-beijing-nancy-pelosi-bcd77a80ddbece51f45c5fca4f60e22e\">maneuvers<\/a> by China. Beijing dispatched warships and aircraft across the median line in the Taiwan Strait, claiming the de facto boundary did not exist, <a href=\"https:\/\/apnews.com\/article\/taiwan-asia-navy-china-air-force-4bd08ab9ecd2a9f7d450cf61618d28af\">fired missiles<\/a> over Taiwan itself, and challenged established norms by firing missiles into Japan\u2019s exclusive economic zone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the following two years, U.S. military officials repeatedly objected to a range of <a href=\"https:\/\/apnews.com\/article\/china-intercepts-military-taiwan-aircraft-3a97bd7e5dac39ec7381579c9ce0c2bb\">unsafe intercepts<\/a> by Chinese aircraft in the Pacific and other dangerous incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last October, the Pentagon released footage of some of the more than <a href=\"https:\/\/apnews.com\/article\/china-fighter-jet-intercept-7e8d4f24bfcb445297eff68e20f1429d\">180 intercepts<\/a> of U.S. warplanes by Chinese aircraft in the previous two years. And military officials said the number was more than the total amount over the previous decade \u2014 a trend they called concerning.
