John Tester.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tester, a Montana Democrat who chairs the Senate Veterans Affairs Committee, introduced the bill after an investigation by The Fuller Project and Military Times <a href=\"https:\/\/www.militarytimes.com\/veterans\/2024\/05\/23\/veteran-suicide-prevention-algorithm-favors-men-investigation-finds\/\">found<\/a> the department\u2019s algorithm <a href=\"https:\/\/www.documentcloud.org\/documents\/24679669-3527-notes\">prioritized white, male veterans<\/a>. It also gave preference to veterans who are \u201cdivorced and male\u201d and \u201cwidowed and male,\u201d but not to any group of female veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military sexual trauma and intimate partner violence \u2013 both <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9198614\/#CR48\">linked<\/a> to elevated suicide risk among female veterans \u2013 were not taken into account. Tester\u2019s legislation would require those factors to be incorporated within 60 days of the bill becoming law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent government <a href=\"https:\/\/www.mentalhealth.va.gov\/docs\/data-sheets\/2023\/2023-National-Veteran-Suicide-Prevention-Annual-Report-FINAL-508.pdf\">data<\/a> show a 24% rise in the suicide rate among female veterans between 2020 and 2021 \u2014 four times the increase among male veterans during that one-year period. It was also 10 times greater than the 2.6% increase among women who never served in the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is critically important that VA takes into account additional risk factors faced by women veterans,\u201d Tester said in a statement. Tester, locked in a tight re-election fight that could determine control of the Senate, has touted his commitment to veterans over the course of his campaign.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2024\/05\/23\/veteran-suicide-prevention-algorithm-favors-men-investigation-finds\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23147578610051.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Veteran suicide prevention algorithm favors men, investigation finds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An AI program designed to prevent suicide among U.S. veterans prioritizes white men and ignores survivors of sexual violence, an investigation found.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">VA officials have previously defended prioritizing white, male veterans for outreach. The suicide rate for female veterans may be rising faster, they\u2019ve said, but the suicide rate for male veterans remains considerably higher. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Matthew Miller, the agency\u2019s executive director for suicide prevention said in May that a history of military sexual assault or intimate partner violence were not among the 61 variables used in the algorithm because they were not among \u201cthe most powerful for us to be able to predict suicide risk.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA says it is working to update the algorithm to include risk factors that disproportionately impact women independently of the proposed legislation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA press secretary Terrence Hayes said in an email Wednesday that the agency is weighing including pregnancy, endometriosis, ovarian cysts, intimate partner violence, and military sexual trauma, among other factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA continuously works to improve our programs,\u201d Hayes added. \u201cAs we update the model, it will be evaluated for performance and bias before it is deployed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA said it hoped to update the algorithm in early 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans groups, who have pushed for the VA to update the algorithm, welcomed Tester\u2019s legislation and said that though the agency has engaged with them it needs to move faster. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have seen promises,\u201d said Naomi Mathis, assistant legislative director of Disabled American Veterans, which has made improved care for female veterans a priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mathis, a former Air Force staff sergeant who deployed to Iraq, noted that in surveys, a third of female veterans tell the VA that while in uniform, they endured sexual activity against their will. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re not seeing them,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issue of algorithmic bias has gained traction in recent years, with researchers finding many AI systems systematically favoring white men in their functions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Presidents <a href=\"https:\/\/www.federalregister.gov\/documents\/2020\/12\/08\/2020-27065\/promoting-the-use-of-trustworthy-artificial-intelligence-in-the-federal-government\">Donald Trump <\/a>and Joe Biden issued executive orders to promote transparency and accountability for AI products, a process that can be difficult given increased reliance by researchers on systems that ostensibly teach themselves and create their own processes that may not be explainable.
