Sydney Kamlager-Dove, D-Calif. \u2014 along with several other lawmakers \u2014 announced the Enduring Welcome Act, which would legally codify the Office of the Coordinator for Afghan Relocation Efforts, or CARE. The Trump administration closed the office just last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will not turn our backs on the brave Afghans who risked everything to protect our service members,\u201d said Kamlager-Dove in a press release. \u201cTheir courage helped save American lives, and now it is our duty to protect theirs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reps. Mike Lawler, R-N.Y., Dina Titus, D-Nev. and Michael McCaul, R-Texas, assisted with the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CARE handled planning and logistics for the relocation of Afghans who qualified for Special Immigrant Visas, Immigrant Visas and the United States Refugee Assistant Program, or USRAP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Special Immigrant Visas are granted to Afghans who were employed by the U.S. government, often assisting the U.S. during the war in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Operation Enduring Welcome, a program instituted by the Biden administration and implemented by CARE, helps to relocate Afghan nationals who are endangered because of their affiliation with the U.S. government. The program is <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/06\/02\/trump-administration-to-end-afghan-relocation-programs\/\" rel=\"\">set to end <\/a>Sept. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new legislation reinstitutes the CARE office within the U.S. State Department for five years and awards it the authority to assist with voluntary departure requests from Afghans; help coordinating with other agencies on security vetting, facilitating relocation and helping reunite families \u2014 including those of U.S. service members; and assisting with medical care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also tasks CARE with keeping a database that tracks all Afghan relocation cases.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2025\/08\/02\/texas-man-indicted-in-killing-of-afghan-refugee-who-helped-us-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Abdul-Rahman-Waziri-2.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" Abdul Rahman Waziri was shot in Houston on April 27 during a parking dispute.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/afghanevac.org\/bio-vandiver\" target=\"_self\" rel=\"\" title=\"https:\/\/afghanevac.org\/bio-vandiver\">Shawn VanDiver<\/a>, president of AfghanEvac \u2014 an organization that works with government agencies and volunteer groups to help relocate Afghans \u2014 said that the inclusion of lawmakers from both sides of the aisle spoke volumes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA bipartisan introduction here demonstrates that Congress and the administration don\u2019t agree on this,\u201d VanDiver told Military Times. \u201cThe administration is actually still working through what their policy is gonna be\u2026 It seems like they should have figured that out before they stopped a bunch of things, but they didn\u2019t.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why the legislation is important, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Enduring Welcome Act isn\u2019t the only current legislation aimed at honoring the United States\u2019 commitment to its Afghan allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressman Jason Crow, D-Colo., a former Army Ranger who serves on the House Armed Services Committee, introduced the <a href=\"https:\/\/crow.house.gov\/media\/press-releases\/crow-introduces-bipartisan-legislation-to-help-afghans-who-assisted-american-servicemembers-resettle-in-us\" rel=\"\">Afghan Adjustment Act<\/a> on Aug. 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation would create a pathway for Afghans in the United States to obtain lawful permanent residence status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both proposed laws likely face a long path toward approval, but VanDiver said he expects a Senate introduction for the Enduring Welcome Act soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May, Secretary of Homeland Security Kristi Noem <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/05\/12\/dhs-ends-deportation-protections-for-afghans\/\" rel=\"\">announced<\/a> the end of temporary protected status, or TPS, for Afghanistan, stating that the region\u2019s \u201cimproved security\u201d meant individuals could move back without fear for their safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TPS, which was instituted during the Biden administration to protect Afghans from being deported back to their home nation after the U.S. withdrawal in 2021, ended July 14.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The end of TPS affects 9,000 people, including their authorization to work, <a href=\"https:\/\/www.rescue.org\/article\/behind-headlines-temporary-protected-status#:~:text=On%20May%2012%2C%202025%2C%20DHS,to%20still%20ongoing%20humanitarian%20challenges.\" target=\"_self\" rel=\"\" title=\"https:\/\/www.rescue.org\/article\/behind-headlines-temporary-protected-status#:~:text=On%20May%2012%2C%202025%2C%20DHS,to%20still%20ongoing%20humanitarian%20challenges.\">according<\/a> to the International Rescue Committee, an organization that helps provide humanitarian relief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocates and U.S. service members openly disagreed with Noem and DHS\u2019s evaluation of safety in the region when the announcement was made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfghanistan remains under the control of the Taliban,\u201d VanDiver <a href=\"https:\/\/x.com\/afghanevac\/status\/1921977687544914141\" rel=\"\">said<\/a> in a statement at the time. \u201cThere are still assassinations, arbitrary arrests and ongoing human rights abuses, especially against women and ethnic minorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Afghan relocation efforts stopped completely when President Trump suspended USRAP on Jan. 20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same day, Trump issued an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/reevaluating-and-realigning-united-states-foreign-aid\/\" rel=\"\">executive order<\/a> that halted travel for individuals with Special Immigrant Visas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere has not been a single relocation flight for Afghans since Jan. 20, 2025,\u201d VanDiver said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AfghanEvac estimates that 150,000 to 250,000 Afghans are currently attempting to immigrate to the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ban also affects U.S. service members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military personnel with family members currently in Afghanistan told <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/02\/19\/us-troops-afghan-allies-say-executive-orders-endanger-their-families\/\" rel=\"\">Military Times<\/a> in February that they feared for their kin, who were actively being hunted by the Taliban because of their affiliation with the U.S. government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly 200 family members of U.S. troops are caught in resettlement purgatory, AfghanEvac stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/07\/30\/trump-vows-help-for-afghan-allies-seeking-safety-citizenship-in-us\/\" target=\"_self\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/07\/30\/trump-vows-help-for-afghan-allies-seeking-safety-citizenship-in-us\/\">promised<\/a> at a White House event on July 30 that U.S. officials would help Afghan allies relocate to the U.S., while casting doubt on the motives of some in the immigration pipeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know the good ones, and we know the ones that maybe aren\u2019t so good,\u201d Trump said in response to a question about Afghan refugees. \u201cWe\u2019re going to take care of those people, the ones that did
