{"id":81882,"date":"2021-05-14T19:14:35","date_gmt":"2021-05-14T19:14:35","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2021\/05\/14\/unclear-when-boeing-will-deliver-new-air-force-one-planes-air-force-three-star-says\/"},"modified":"2026-08-07T23:53:50","modified_gmt":"2026-08-07T23:53:50","slug":"unclear-when-boeing-will-deliver-new-air-force-one-planes-air-force-three-star-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2021\/05\/14\/unclear-when-boeing-will-deliver-new-air-force-one-planes-air-force-three-star-says\/","title":{"rendered":"Unclear when Boeing will deliver new Air Force One planes, says Air Force general"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Boeing will be late to deliver the two<a href=\"https:\/\/www.defensenews.com\/air\/2020\/04\/16\/a-key-milestone-of-the-air-force-one-replacement-program-was-conducted-using-virtual-tools-it-wont-be-the-last\/\" target=\"_blank\"> new Air Force One planes <\/a>currently under construction, the U.S. Air Force\u2019s top uniformed acquisition official said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, Boeing reported a $318 million charge on the VC-25B program to turn <a href=\"https:\/\/www.defensenews.com\/air\/2018\/02\/27\/trump-boeing-reach-handshake-agreement-to-cap-air-force-one-program-at-39b\/\" target=\"_blank\">two Boeing 747s <\/a>into new presidential aircraft, which are given the call sign \u201cAir Force One\u201d when the commander in chief is onboard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The charges occurred just weeks after Boeing canceled its contract with GDC Technics, a Texas-based company contracted to supply VC-25B interiors, for falling more than a year behind schedule. GDC later countersued Boeing, alleging that Boeing was responsible for the delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately the Air Force is still analyzing the full impact of the dispute on the program\u2019s schedule, said Lt. Gen. Duke Richardson, the military deputy for the Air Force\u2019s acquisition, technology and logistics enterprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we\u2019re definitely expecting an impact; the extent of it is not yet known,\u201d he told attendees at the McAleese &amp; Associates conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first VC-25B was originally scheduled for delivery in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObviously on Air Force One, interiors is a very critical supplier so we\u2019ve got to get that right,\u201d Richardson said. \u201cBoeing is working hard. They\u2019ve got another supplier identified. We\u2019re going to transfer as much of the work on the interiors as possible. We\u2019ve already made a lot of decisions on the interior, but there\u2019s a whole lot of work left to go.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Boeing spokeswoman declined to share more details about the delays to the VC-25B program and declined to name the new interior subcontractor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richardson called the issues a \u201csetback\u201d but said Boeing has been responsive about communicating impacts to the program\u2019s schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, he said, the company is \u201cnot trying to back away\u201d from <a href=\"https:\/\/www.defensenews.com\/air\/2018\/07\/18\/boeing-gets-air-force-one-contract-and-next-gen-air-force-ones-to-get-a-new-paint-job\/\" target=\"_blank\">its firm, fixed-price contract <\/a>with the government, which holds Boeing responsible for paying costs in excess of the $3.9 billion ceiling agreed upon in 2018. The price of the program is estimated to hit $5.3 billion once ancillary costs, such as new hangars and revised technical manuals, are included.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m very confident in the transparency that Boeing has given us in terms of what happened and what they are doing to fix it,\u201d Richardson said. \u201cWe\u2019re going to obviously look at the schedule, we have to look at it pragmatically.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far Boeing has logged <a href=\"https:\/\/www.defensenews.com\/air\/2020\/04\/29\/the-new-air-force-one-just-racked-up-its-first-cost-overrun\/\" target=\"_blank\">$486 million in losses<\/a> on the program due to the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February 2020, Boeing began making structural changes to the two Boeing 747s that will become VC-25Bs. The jets will receive upgrades including enhanced electrical power, specialized communication systems, a medical facility, a customized executive interior and autonomous ground operations
