{"id":83591,"date":"2023-03-30T16:39:16","date_gmt":"2023-03-30T16:39:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2023\/03\/30\/f-35-upgrades-slip-to-2024-drawing-lawmakers-ire\/"},"modified":"2026-08-08T00:53:16","modified_gmt":"2026-08-08T00:53:16","slug":"f-35-upgrades-slip-to-2024-drawing-lawmakers-ire","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2023\/03\/30\/f-35-upgrades-slip-to-2024-drawing-lawmakers-ire\/","title":{"rendered":"F-35 upgrades slip to 2024, drawing lawmaker\u2019s ire"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The F-35 Joint Strike Fighter will receive a slate of hardware and software upgrades known as <a href=\"https:\/\/www.defensenews.com\/air\/2023\/01\/10\/f-35-undergoes-first-test-flight-with-tr-3-hardware-software-upgrades\/\" target=\"_blank\">Technology Refresh 3<\/a> a year later than originally expected, the three-star general in charge of the program told lawmakers Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The F-35 Joint Program Office now estimates TR-3 \u2014 intended to <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/11\/18\/f-35-costs-have-been-declining-thats-about-to-change\/\" target=\"_blank\">load the jet with improved displays<\/a>, computer memory and processing power \u2014 will arrive in April 2024, Lt. Gen. Michael Schmidt, the F-35\u2032s program executive officer, said during a March 30 hearing before a House Armed Services Committee subpanel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would be a year later than the original due date of April 2023, said the chairman of the Tactical Air and Land Forces Subcommittee, Rep. Rob Wittman, R-Va.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cF-35 is currently planning to achieve full operational capability status after the full TR-3 and block 4 capabilities of the aircraft are fielded in 2028 \u2014 27 years after the program began,\u201d Wittman said. \u201cThat is by any measure unacceptable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schmidt said Lockheed Martin, the F-35\u2032s primary manufacturer, believes TR-3 will arrive this December, and he suggested the actual arrival of TR-3 could fall in the \u201cwindow\u201d between those two dates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The F-35 needs the TR-3 improvements \u2014 which will allow the fighter to store and process more data as well as run advanced software \u2014 before it can receive a modernization known as block 4, which will include new sensors, the ability to carry more long-range precision weapons, more powerful data fusion, increased interoperability with other platforms and advanced electronic warfare capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wittman criticized the F-35 program for delays and for TR-3 running about $700 million over budget, saying \u201cthe program has to do better.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delayed delivery of TR-3 is starting to hit existing fighter squadrons that are retiring older legacy fighters, Wittman said. Those squadrons won\u2019t receive F-35As with the capabilities they need in time to avoid gaps in aircraft after their older planes are retired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe currently are paying for a great capability, but we\u2019re currently only getting a good capability fielded,\u201d Wittman said, quoting an unnamed Air Force official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schmidt acknowledged to lawmakers that \u201cwe are behind.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Driving up costs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The hardware\u2019s development lagged and initial production was slow, Schmidt said, but the hardware has now matured to the point where it is proving reliable and passing flight safety requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schmidt said software integration also proved to be a challenge and got off to a late start.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office in 2022 said the greater-than-expected complexity of TR-3 was driving up the costs of the block 4 modernization effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force conducted the first test flight of an F-35 with some TR-3 capabilities at Edwards Air Force Base in California on Jan. 6, and Schmidt said it has now flown 25 times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next software drop will come in about a month, Schmidt added, and will be a critical update that \u201cunleashes most of the tactical capabilities in there\u201d so the military can do more thorough flight tests.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cWe currently are paying for a great capability, but we\u2019re currently only getting a good capability fielded,\u201d subcommittee chairman Rep.
