{"id":83792,"date":"2023-09-06T20:33:00","date_gmt":"2023-09-06T20:33:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2023\/09\/06\/us-considering-long-range-fires-for-ukraine-state-dept-official-says\/"},"modified":"2026-08-08T00:58:01","modified_gmt":"2026-08-08T00:58:01","slug":"us-considering-long-range-fires-for-ukraine-state-dept-official-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2023\/09\/06\/us-considering-long-range-fires-for-ukraine-state-dept-official-says\/","title":{"rendered":"US considering long-range fires for Ukraine, State Dept. official says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The Biden administration is \u201cclosely considering\u201d providing long-range fires and other capabilities to Ukraine, a State Department official overseeing arms transfers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do need to continue to take a very close and deliberate look at what it is Ukraine needs,\u201d Laura Cressey, director of regional security and arms transfers at the State Department\u2019s political-military affairs bureau, said Wednesday at the Defense News Conference in Arlington, Va.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s been a lot of talk about F-16s, a lot of talk about long-range fires,\u201d she said. \u201cAll of those the U.S. government is very closely considering, but it takes a lot in terms of training.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. can\u2019t provide \u201cwhatever is the hot topic at the moment,\u201d Cressey said. \u201cWe need to take a close look at the conditions on the battlefield, the absorptive capacity of the Ukrainians themselves, the training.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is not just the United States that is providing Ukraine the capabilities,\u201d said Cressey. \u201cThis is a coalition of over 50 countries and it\u2019s significant. Other countries are not gap filling. They\u2019re providing significant materiel whether you\u2019re looking at air and missile defense, modern fighters, armor, the like.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cressey and Mike Miller, the deputy director of the Pentagon\u2019s Defense Security Cooperation Agency, expressed hope that Congress will continue appropriating funds to arm Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe support of the U.S. Congress in this effort has been remarkable,\u201d Miller said during a panel discussion, pointing to presidential drawdown authority to provide weapons from U.S. stockpiles, longer-term aid contracted out through the Ukraine Security Assistance Initiative, foreign military financing grants and <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/12\/13\/congress-supersizes-munitions-production-with-emergency-authorities\/\" target=\"_blank\">authorizations for multiyear procurement of munitions<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has passed $61 billion worth of military aid for Ukraine since Russia\u2019s invasion. The White House in August asked Congress for an additional $13 billion in Ukraine military aid via a supplemental spending request. Most senators, including Minority Leader Mitch McConnell, R-Ky., support the request but House Speaker Kevin McCarthy, R-Calif., has ruled out additional Ukraine aid amid growing opposition from the right-flank of his caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An August CNN-SSRS poll found 55% of U.S. voters oppose additional aid for Ukraine. The poll found<a href=\"https:\/\/www.defensenews.com\/congress\/2023\/08\/24\/gop-debates-ukraine-rift-previews-congress-upcoming-aid-fight\/\" target=\"_blank\"> 71% of Republicans oppose additional Ukraine aid<\/a> while 62% of Democrats favor more assistance for Kyiv.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Reversing course on F-16s<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pro-Ukraine Republicans in Congress have pressured the Biden administration to send Kyiv long-range capabilities like Army Tactical Missile Systems, or ATACMS, as requested by President Volodymyr Zelenskyy \u2013 so far to no avail. President Joe Biden did reverse course on providing F-16s to Ukraine in August, authorizing training for Ukrainian pilots who will fly jets provided by Denmark and the Netherlands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A provision in the House\u2019s fiscal 2024 defense policy bill would <a href=\"https:\/\/www.defensenews.com\/land\/2023\/06\/13\/lawmakers-want-us-to-provide-army-tactical-missiles-to-ukraine\/\" target=\"_blank\">require the Pentagon to build the Lockheed-made ballistic missiles for Kyiv<\/a> via the Ukraine Security Assistance Initiative. Britain has also provided long-range Storm Shadow cruise missiles to Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estonia\u2019s No. 2 defense official, Defense Ministry Permanent Secretary Kusti Salm, called the Ukraine war \u201can existential question for NATO\u201d noting \u201cwe\u2019re fairly confident\u201d that the U.S. and its European allies can help Kyiv win despite a slow-moving counteroffensive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia has pushed this into a war of attrition,\u201d said Salm at the conference. \u201cOur job is to send the message that we can out-manufacture you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur defense has been a self-inducing spiral of declining defense budgets, especially in Europe,\u201d he added
