{"id":84083,"date":"2024-02-15T17:19:12","date_gmt":"2024-02-15T17:19:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/airforcetimes\/uncategorized\/2024\/02\/15\/tricky-e-7-adaptations-complicate-us-air-force-boeing-negotiations\/"},"modified":"2026-08-08T00:55:27","modified_gmt":"2026-08-08T00:55:27","slug":"tricky-e-7-adaptations-complicate-us-air-force-boeing-negotiations","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2024\/02\/15\/tricky-e-7-adaptations-complicate-us-air-force-boeing-negotiations\/","title":{"rendered":"Tricky E-7 adaptations complicate U.S. Air Force, Boeing negotiations"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">DENVER, Colo. \u2014 The Air Force\u2019s desired adaptations to <a href=\"https:\/\/www.defensenews.com\/air\/2023\/03\/23\/the-ability-to-stare-why-the-us-air-force-is-eager-to-get-the-e-7\/\" target=\"_blank\">Boeing\u2019s E-7A battlefield management aircraft<\/a> are proving to be harder<b> <\/b>than expected and complicating price negotiations, top service officials said Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re having a hard time with <a href=\"https:\/\/www.defensenews.com\/air\/2023\/08\/03\/us-air-force-eyes-advance-procurement-to-more-quickly-make-e-7-planes\/\" target=\"_blank\">[the E-7 program]<\/a>, getting price agreement with Boeing,\u201d Air Force Secretary Frank Kendall told reporters in a roundtable at the Air and Space Force Association\u2019s Air Warfare Symposium here. \u201cWe\u2019re still in negotiations with them, and that\u2019s not been finalized yet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force plans to buy 26 E-7s from Boeing by 2032 to replace its aging E-3 Sentry airborne warning and control system aircraft fleet. The service awarded Boeing a $1.2 billion contract in February 2023 to start working on the aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service plans to first buy two rapid prototype E-7s, with the first expected to be fielded in 2027, and in 2025 make a production decision on the rest of the fleet.<\/p>\n\n\n\n<iframe loading=\"lazy\" width=\"560\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/8YYs-86iDc4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen title=\"Ride along for a simulated bombing run in a B-52 Stratofortress\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">Australia already flies the E-7, which it refers to as the Wedgetail, and Boeing is also making the aircraft for other nations such as the United Kingdom. The Air Force\u2019s version of the E-7 will have a modified design to meet U.S. satellite communication, military GPS and cybersecurity and program protection requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re partnering with the US Air Force to deliver this critical capability and are working diligently to reach an agreement,\u201d Boeing said in a statement to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Andrew Hunter, the Air Force\u2019s assistant secretary for acquisition, technology and logistics, said in another roundtable the sticky negotiations center on the E-7\u2032s first two rapid prototype aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The level of engineering work needed to adapt the E-7 to the Air Force\u2019s specifications was \u201cabove and beyond what we anticipated,\u201d Hunter said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe big surprise there was an unexpected amount and degree of non-recurring engineering required to meet the requirement that the Air Force specified, which we thought was very close to what the U.K. is currently procuring from Boeing,\u201d Hunter said. \u201cThose discussions have been challenging.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hunter said the Air Force is trying to better understand Boeing\u2019s proposal and determine what elements are essential, and what are unnecessary or could be deferred. The service has narrowed those nagging issues down to a smaller list, Hunter said, but he declined to detail them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hunter said he would prefer the process to be going faster. But he acknowledged it\u2019s not surprising that Boeing is being particularly cautious as it negotiates on this program, and that the Air Force and Boeing are working through these challenges together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019ve gotten into some contracts in the past that it\u2019s apparent that as they were bidding those, there was key information they were lacking,\u201d Hunter said. \u201cAt some level, it\u2019s not that surprising that they\u2019re trying hard to do their homework and not bid things and not understand the full scope of the work
