In a visit to the White House on Sept. 26, Ukrainian President Volodymyr Zelenskyy asked for more help for long-range strikes. He received modest assistance. President Joe Biden said the U.S. would provide the <a href=\"https:\/\/en.defence-ua.com\/weapon_and_tech\/us_is_planning_to_send_agm_154_jsow_to_ukraine_but_its_not_a_missile-11931.html\" target=\"_blank\">Joint Standoff Weapon<\/a> (JSOW), an unpowered glide bomb with a range of over 60 miles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine had wanted more. It has repeatedly sought permission to use U.S.-built <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/army-tactical-missile-system.html\">Army Tactical Missile System<\/a> (ATACMS) missiles for long-range strikes deep in Russia. They have a range of up to 190 miles and, with their speed, are better able to hit mobile targets. Prior to Zelenskyy\u2019s visit, there were hints the U.S. might provide <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/jassm.html\" target=\"_blank\">Joint Air-to-Surface Standoff Missiles<\/a> (JASSM). Unlike ATACMS missiles, these missiles are abundant in the U.S. arsenal, and their stealth capability make them more effective at hitting defended targets.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2024\/09\/26\/white-house-announces-billions-in-new-ukraine-aid-new-f-16-training\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/UN_General_Assembly_Biden_43455.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">White House announces billions in new Ukraine aid, new F-16 training<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The almost $8 billion in assistance will empty out the money approved in an April supplemental defense bill passed by Congress.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Sentiment in NATO is growing to give Ukraine more scope for action. This month the European Parliament asked European Union members to \u201c<a href=\"https:\/\/www.politico.eu\/article\/meps-want-eu-countries-to-lift-block-on-ukraine-using-donated-missiles-against-russian-targets\/\">immediately<\/a>\u201d lift deep strike restrictions, and so have top U.S. <a href=\"https:\/\/thehill.com\/policy\/defense\/4873804-republicans-urge-biden-lift-restrictions-ukraine\/\" target=\"_blank\">House Republicans<\/a> and several leading congressional Democrats. Nonetheless, the U.S. approach remains hesitant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There may be risks. On Sept. 25, Russian President Vladimir Putin warned an attack on Russia by <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/09\/25\/putin-nuclear-deterrent-ukraine-threat\/\">a state backed by a nuclear power<\/a> could lead to a nuclear response. He often cries nuclear wolf, but this time, his timing suggested worry that Biden might cave to pressures and unleash Ukraine to conduct more deep attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Russian nuclear response, however, seems unlikely and would probably bring little, if any, military gain. Russian troops are not trained to fight on a nuclear battlefield, as in the Cold War. Ukraine has few, if any, concentrated, high-value military targets. Chinese President <a href=\"https:\/\/www.politico.eu\/article\/china-xi-jinping-warns-vladimir-putin-not-to-use-nuclear-arms-in-ukraine-olaf-scholz-germany-peace-talks\/\" target=\"_blank\">Xi Jinping<\/a> and Indian Prime Minister <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/pm-modis-outreach-to-putin-helped-prevent-potential-nuclear-attack-on-ukraine-in-late-2022-cnn-report\/articleshow\/108370561.cms?from=mdr\" target=\"_blank\">Narendra Modi<\/a> have warned Putin not to go nuclear, while Biden has warned of \u201c<a href=\"https:\/\/www.nytimes.com\/2022\/09\/25\/us\/politics\/us-russia-nuclear.html\" target=\"_blank\">catastrophic consequences<\/a>\u201d if he does.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a risk that some JASSMs might miss their targets or not be fully destroyed. Russia \u2014 and China \u2014 could analyze the debris to try to learn more about their stealth capability and sensitive electronics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Time and again when Ukrainian forces have surprised or shocked Russia \u2014 from destroying or damaging one-third of its <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-black-sea-navy-warships-8f614d856370a564ffee1e49f531334\" target=\"_blank\">Black Sea fleet<\/a> to seizing territory in Russia\u2019s <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-says-third-bridge-damaged-ukrainian-incursion-kursk-region-2024-08-19\/\" target=\"_blank\">Kursk<\/a> region \u2014 the Kremlin\u2019s response has been weak. Suffering steep <a href=\"https:\/\/www.newsweek.com\/putin-army-troops-war-losses-kursk-incursion-1940951\" target=\"_blank\">manpower losses<\/a> and <a href=\"https:\/\/www.businessinsider.com\/russia-seeking-more-weapons-north-korea-iran-win-ukraine-war-2024-9\" target=\"_blank\">needing arms<\/a> from Iran and North Korea, Russian forces may face limitations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To its credit, Ukraine is doing a lot on its own to strike deep inside Russia. On Sept. 18, it carried out a stunning attack in Russia\u2019s Tver region, blowing up a huge <a href=\"https:\/\/www.rferl.org\/a\/russia-ukraine-weapons-attack\/33126058.html\" target=\"_blank\">weapons depot<\/a> in a blast akin to an <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-targets-western-russian-regions-with-drones-russian-officials-says-2024-09-18\/\" target=\"_blank\">earthquake<\/a>. To overwhelm air defenses, Ukraine used over 100 slow-flying drones. The depot was 300 miles away from Ukraine, well beyond the <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/army-tactical-missile-system.html\" target=\"_blank\">190-mile range<\/a> of ATACMS missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A welcome surprise has been Ukraine\u2019s high-tech drone innovation. Former CIA Director General David Petraeus called it \u201c<a href=\"https:\/\/www.thecipherbrief.com\/petraeus-praises-ukraine-innovation-tomorrows-technology-for-todays-wars\" target=\"_blank\">unprecedented<\/a>\u201d in scale and pace. Even more is coming. Last month, Zelenskyy said Ukraine had deployed its first high-speed missile-drone, the <a href=\"https:\/\/www.politico.eu\/article\/ukraine-claims-launch-home-made-palyanytsia-drone-missile-russia-zelenskyy\/\" target=\"_blank\">Palianytsia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Ukraine needs more long-range strike power than its own aviation sector can provide. U.S. arms may be a valuable complement, despite their higher cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.cnn.com\/2024\/04\/24\/politics\/us-secretly-sent-long-range-missiles-to-ukraine\/index.html\" target=\"_blank\">Last spring<\/a> the U.S. began sending the long-range variant of ground-to-ground ATACMS missiles to Ukraine for use inside its territory. In occupied Crimea, they have ravaged Russia\u2019s navy and air defenses and supporting infrastructure. ATACMS missiles are responsive and can hit mobile targets that elude drones. In June, the U.S. allowed Ukraine some added flexibility \u2014 to strike across the border <a href=\"https:\/\/www.cnn.com\/2024\/06\/20\/politics\/us-policy-ukraine-counterstrike-russia\/index.html\" target=\"_blank\">inside Russia<\/a> with ATACMS missiles wherever enemy forces were engaged in attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sept. 26, Biden also promised to send hundreds more <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/09\/26\/white-house-announces-billions-in-new-ukraine-aid-new-f-16-training\/\" target=\"_blank\">Advanced Medium-Range Air-to-Air Missiles<\/a> (AMRAAM). Armed with them, <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2024\/08\/29\/ukraines-f-16s-doing-good-job-netherlands-military-chief-says\/\" target=\"_blank\">Ukraine\u2019s F-16s<\/a> could shoot down some Russian combat aircraft in flight before they release devastating glide bombs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The long-range strike mission is important for Ukraine, but so are other factors. It faces challenges in several areas, including a <a href=\"https:\/\/abcnews.go.com\/International\/ukraines-desperate-soldiers-spurs-exodus-young-men\/story?id=112441257\" target=\"_blank\">soldier shortage<\/a>, <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-fortifications-8a72981dfdb755de6f8011b13f4d062e\" target=\"_blank\">inadequate defensive fortifications<\/a> and uncertainties about <a href=\"https:\/\/mwi.westpoint.edu\/every-war-must-end-ukraine-edition\/\" target=\"_blank\">future Western aid<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nonetheless, the U.S. could benefit Ukraine by doing more to help it to conduct long-range strikes in Russia. Neither U.S. weapons nor Ukraine\u2019s, by themselves, are enough. Together, they could raise the cost to Russia of its perfidy and help strengthen European security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>William Courtney is an adjunct senior fellow at the
