The bill includes an extra $6 billion for the military, but otherwise freezes spending at the last fiscal year\u2019s levels, or around <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2024\/03\/23\/congress-passes-defense-spending-bill-after-months-of-delays\/\" target=\"_blank\">$825 billion.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Considering Congress didn\u2019t pass a supplemental defense bill, as it has in recent years for Ukraine, that amounts to a 10.6% drop in military spending, according to data provided by the Center for Strategic and Budgetary Assessments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The massive cut comes at a bizarre moment for Pentagon spending, which is being pushed in multiple directions by multiple parts of the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On one side are those pushing to cut, or at least reallocate, parts of that budget. Defense Secretary Pete <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/02\/21\/cuts-to-staff-budget-will-boost-military-strength-hegseth-says\/\" target=\"_blank\">Hegseth has said he plans to fire 5% to 8% of the civilian workforce<\/a> and also shift around $50 billion in future funding requests toward his priorities. Add to that the Department of Government Efficiency, Elon Musk\u2019s attempt to slash the federal government, which is already identifying cuts to defense spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other end are officials calling for massive increases to the defense budget. Senate Republicans, including Senate Armed Services Committee Chairman Roger Wicker of Mississippi, want to add $150 billion to the military starting in fiscal 2026 and are in negotiations to do so. The White House, meanwhile, has pledged to <a href=\"https:\/\/www.navytimes.com\/news\/pentagon-congress\/2025\/03\/05\/trump-to-launch-new-white-house-office-focused-on-shipbuilding\/\" target=\"_blank\">surge America\u2019s sluggish shipbuilding industry<\/a> and build a \u201cgolden dome\u201d missile defense system so ambitious that a general last week <a href=\"https:\/\/www.defensenews.com\/space\/2025\/03\/06\/golden-dome-success-will-require-national-buy-in-official-says\/\">likened its goals to the Manhattan Project.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s pushing on the gas with one foot and the brakes with two feet,\u201d said Mackenzie Eaglen, an expert on defense spending at the American Enterprise Institute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Temporary spending bills, such as the one passed Friday, usually stunt the military\u2019s growth, halting new programs and production lines. This one is different. In order to limit the damage to the military, the bill allows such flexibility for weapons programs included in the House and Senate\u2019s proposed defense spending bills, which are now otherwise obsolete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional aides said these exceptions will help the Pentagon avoid the whiplash involved in these short-term spending bills, which have become a chronic issue as Congress fails to pass budgets on time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military leaders were less sanguine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are seeing an enormous amount of threats emerging every single year, and it is very hard to get after those threats when you have to wait two to four years to get the budget,\u201d said Gen. Michael Guetlein, vice chief of space operations, in a Senate hearing last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appearing alongside him, the vice chief of naval operations argued that the lack of a full budget will further delay maintenance for America\u2019s warships, one-fifth of which are on track to miss their schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019ll certainly be a setback,\u201d said Adm. James Kilby.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2025\/03\/10\/stopgap-budget-bill-includes-extra-funds-for-military-va-programs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Capitol-Sun.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Stopgap budget bill includes extra funds for military, VA programs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The six-month budget bill must be approved by lawmakers before Friday night to avoid a partial government shutdown.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has promised a reindustrialization of America, and in response <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/05\/15\/military-exchanges-sorting-out-how-tariff-hikes-on-chinese-imports-will-affect-customers\/\" target=\"_blank\">started slapping tariffs on countries<\/a> from China to Canada to members of the European Union. Those last two include 25% levies on steel and aluminum, which will likely increase costs for American arms makers and, by extension, the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That said, analysts who study defense spending said it was still too early to tell how much those costs will grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s unmeasurable\u201d at this point, said Mark Montgomery, an analyst at the Foundation for Defense of Democracies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A massive surge in the military\u2019s budget, like Wicker is calling for, could help limit the issues caused by the continuing resolution\u2019s sudden drop in spending, Montgomery argued. But military leaders would need to know how much money is coming and how it will be divided among the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those factors haven\u2019t yet been decided in Congress, and without answers, the Pentagon is planning its future budgets without knowing how much money it will have or what programs it might need to sacrifice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s pretty devastating,\u201d said Maj. Gen. Stephen Purdy, the Air Force\u2019s acting head of space acquisition and integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The drop in funding is one problem, Purdy said, speaking with reporters last week. But a much bigger one is the stiff rules about how the military can spend its money, forced by temporary spending bills like this one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The continuing resolution allots more authority than usual to the Pentagon, including the ability to carry over more money from the previous fiscal year without letting it expire. It also allows more flexibility for the administration to move around funds without Congress\u2019 approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the extent to which that freedom will help is not yet clear, leaving officials like Purdy confused and discouraged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we\u2019re not allowed to move money where we need to move with congressional approvals \u2026 we\u2019re basically just going to run off a cliff on many programs, and we\u2019re going to be all-stop across the board,\u201d he said. \u201cIt\u2019s going to be
