{"id":13137,"date":"2016-06-12T13:02:12","date_gmt":"2016-06-12T13:02:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2016\/06\/12\/army-ditches-plans-for-additional-m4-carbine-upgrades\/"},"modified":"2026-08-08T01:43:48","modified_gmt":"2026-08-08T01:43:48","slug":"army-ditches-plans-for-additional-m4-carbine-upgrades","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2016\/06\/12\/army-ditches-plans-for-additional-m4-carbine-upgrades\/","title":{"rendered":"Army ditches plans for additional M4 carbine upgrades"},"content":{"rendered":"\n<p>As the Army continues its in-progress upgrade of M4s to M4A1s, it has ditched\u00a0plans for additional upgrades, referred to as the M4A1+ initiative.<br\/><img decoding=\"async\" align=\"left\" alternate=\"635714301594220050-HX3A7988\" assetid=\"29614255\" assettype=\"image\" class=\"imgAsset middle\" credit=\"alombardo\" cutline=\"635714301594220050-HX3A7988\" providername=\"{providername}\" src=\"http:\/\/cdn.tegna-tv.com\/-mm-\/6fdae559d17d6adb004c9144bcf01915f69ab49c\/c=634-0-5127-3840\/local\/-\/media\/2015\/07\/02\/GGM\/ArmyTimes\/635714301594220050-HX3A7988.jpg\" title=\"635714301594220050-HX3A7988 [image : 29614255]\" width=\"245px\"\/><br\/><br\/>The M4A1+ was intended to\u00a0improve ergonomics and accuracy, but after reviewing proposals, the Army determined it was not worth the effort.<br\/><br\/>&#8220;The Army issues market surveys all the time to assess if there&#8217;s any new technologies that it might want to look at. In this instance, there weren&#8217;t,&#8221; Picatinny Arsenal spokesman Pete Rowland in an email. &#8220;Case-closed for now.&#8221;<br\/><br\/>The Army\u2019s upgrade to M4A1 stands at about 25 percent complete and will continue into 2020. Barrels that warped in Afghanistan during extended firefights \u2014 causing guns to fail \u2014 served as the impetus for the change. That\u00a0<a href=\"http:\/\/www.armytimes.com\/story\/military\/tech\/2015\/07\/04\/army-m4a1-rifle-carbine\/28173291\/\">upgrade<\/a>\u00a0incorporated three core changes: a heavier barrel that better withstands extended use; ambidextrous safety controls; and conversion of its three-round burst mode to fully automatic. The Army is upgrading the M4s (and also replacing its larger\u00a0forbear, the M16) base-by-base.<br\/><br\/>The M4A1+ market survey requested solutions that\u00a0included an extended Picatinny rail (to both allow a shooting technique with a straightened forward elbow and more accessory-attachment options), as well as a floating barrel to enhance accuracy. Other improvements sought were:\u00a0a flash suppressor;\u00a0a brownish color for new parts to help camouflage; removable iron sights;\u00a0and an optional sniper-style single-stage trigger specifically for squad marksmen.<br\/><br\/>The upgrades were to &#8220;seamlessly integrate with the current M4A1 Carbine &#8230; without negatively impacting or affecting the performance or operation.&#8221;<br\/><br\/>At <a href=\"http:\/\/www.armytimes.com\/story\/military\/tech\/2015\/07\/04\/m4a1plus-army-carbine-industry\/28161275\/\">the time<\/a> Lt. Col. Terry Russell, project manager for individual weapons at Picatinny Arsenal, said the Army was &#8220;very confident that these already do exist, or that (companies) can develop them for us in short order.&#8221; But the offerings apparently did not add enough value for the Army to pull the trigger.<br\/><br\/>It wouldn\u2019t be the first time in recent years the Army bailed on\u00a0carbine changes.\u00a0In 2013, the Army ended the Individual Carbine Competition; it said\u00a0no competitors offered enough improvement to justify the cost of continuing the competition and of replacement.\u00a0<br\/><br\/>Some, including former Sen. Tom Coburn, R-Okla.,\u00a0have spoken out against the M4, arguing for years that it lagged competitors in reliability.\u00a0Some reports indicated that during testing some weapons had out-performed the Army\u2019s carbines, but full testing results have not been released.<br\/><br\/>Meanwhile, a 2013 Defense Department Inspector General <a href=\"http:\/\/www.dodig.mil\/pubs\/documents\/DODIG-2013-131.pdf\">report<\/a>\u00a0said the Army failed to justify the requirements for the new carbine\u00a0and that the\u00a0competition &#8220;wasted about $14 million.&#8221;<br\/><br\/><span class=\"rte rte-comment\">&#8220;[T]he\u00a0Army Deputy Chief of Staff, G-3\/5\/7\u00a0did not follow the Small\u00a0Arms Capabilities Based Assessment findings\u00a0and recommendations, and inappropriately\u00a0approved and validated the requirements\u00a0document,&#8221; the report said.<\/span>\u200b\u00a0&#8220;The Army plans to spend $2.52 billion over a 20-year life cycle to procure and maintain 501,289 carbines that its own analysis suggests can be delayed for 10 years with no impact on readiness,&#8221; the report said.\u00a0<br\/><br\/>The M4A1 rollout started roughly a year after Individual Carbine was cancelled, though that was a parallel effort, not a fallback plan, for the Army.<br\/><br\/>The M4 was introduced in 1994 as a more compact version (by about six inches) of the M16 first adopted in 1964.<br\/><br\/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Army is no longer looking for
