{"id":16304,"date":"2018-01-08T21:34:53","date_gmt":"2018-01-08T21:34:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/01\/08\/leveling-the-playing-field-big-changes-to-nco-promotions-on-the-way\/"},"modified":"2026-08-08T01:53:57","modified_gmt":"2026-08-08T01:53:57","slug":"leveling-the-playing-field-big-changes-to-nco-promotions-on-the-way","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2018\/01\/08\/leveling-the-playing-field-big-changes-to-nco-promotions-on-the-way\/","title":{"rendered":"Leveling the playing field: Big changes to NCO promotions on the way"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As the Army <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2017\/12\/21\/now-that-the-drawdown-is-over-the-army-is-ditching-early-retirement\" title=\"\" class=\"\" target=\"_blank\">grows for the first time<\/a> in almost a decade, the service is realizing that there\u2019s a shortage of junior noncommissioned officers to lead the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2017\/12\/31\/new-in-2018-army-hopes-to-meet-end-strength-goals-with-big-recruitment-push\/\" title=\"\" class=\"\" target=\"_blank\">influx of new troops<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reason for that, officials suspect, is that <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2017\/10\/25\/re-up-now-army-offers-up-to-12000-plus-bigger-bonuses-to-eligible-soldiers\/\" title=\"\" class=\"\" target=\"_blank\">qualified specialists and sergeants<\/a> are not moving up in the ranks because it\u2019s up to their immediate chain of command whether they are promoted \u2014 and that in the name of promoting their \u201cbest,\u201d unit-level commanders are overlooking their other fully-qualified soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, they\u2019re essentially becoming the selection board, saying \u2018You\u2019re my best guy, so I\u2019m going to recommend you for promotion. But all you other people, even though you\u2019re in good standing, qualified, and you meet all of the requirements \u2014 I\u2019m not going to recommend you because you aren\u2019t my best,\u2019 \u201d said Jerry Purcell, the Army\u2019s personnel policy integrator, in an interview with Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But all of that ends thanks to a Dec. 7 directive signed by Army Secretary Mark Esper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new policy sends all primary zone specialists and sergeants to their local promotion boards, rather than require nominations from their chain of command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This turns sergeant and staff sergeant promotions into a centralized system that automatically puts all eligible soldiers on the promotion recommended list, the way it works in the senior noncommissioned officer ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy expectation is that the vast majority of soldiers will be integrated into the promotion recommended list upon attainment of such eligibility,\u201d Esper wrote, acknowledging the time in grade, operational experience and training benchmarks required for promotion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy will officially go into effect during the May 2018 promotion month, according to an All-Activities message outlining the policy change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAppearance before a local promotion board is mandatory for all eligible soldiers,\u201d the Army wrote in the December All-Activities message. \u201cAs the Army transitions to this new policy, commands must board all soldiers who will meet\/exceed the revised [primary zone] eligibility criteria and are otherwise fully eligible for board appearance by the April 2018 promotion board month.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means specialists with 36 months in service and eight months in grade, or sergeants with 84 months in service and 10 months in grade, will automatically go before a local board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move normalizes promotion recommendations across the board for NCOs because while appearing before a local board doesn\u2019t guarantee promotion, it ensures an even playing field for all qualified soldiers.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"797\" src=\"\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-4-web.jpg.jpg\" alt=\"\" class=\"wp-image-36725\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-4-web.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-4-web.jpg.jpg?resize=300,199 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-4-web.jpg.jpg?resize=768,510 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-4-web.jpg.jpg?resize=1024,680 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Sgt. Keith Johnson\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Soldiers in the secondary zone will still need unit commanders to recommend them for promotion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an example, a specialist who has met every milestone for promotion to sergeant hits the secondary zone at 18 months of service and six months in grade. And sometimes, despite meeting every qualification, soldiers aren\u2019t promoted because they haven\u2019t caught leadership\u2019s attention.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In comparison, soldiers advancing to E-7 and above automatically went to the boards, while E-3s and below were automatically promoted once they hit their time in service and time in grade requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not only will a boost in the E-5 and E-6 ranks give the Army more team and squad leaders, it also will round out the pool of recruiters and drill sergeants charged with developing new soldiers, Sergeant Major of the Army Dan Dailey told Army Times in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow, \u2026 board attendance is mandatory,\u201d he said. \u201cSo just like for E-7, E-8 and E-9, if you\u2019re not flagged or barred, your packet goes to the board.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Sending the best<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There\u2019s long been a perception in those middle ranks that promotions were based on favoritism from commanders, but Purcell thinks there\u2019s more going on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I think is happening is they\u2019re thinking, the best people should be promoted,\u201d he said. \u201cBut what happens when you limit those individuals at the unit level to \u2018the best,\u2019 there\u2019s no robust list for us at the department level to select the best in the Army, as opposed to the best in your unit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, of course, the definition of \u201cbest\u201d varies from unit to unit. Some commanders place a high priority on Army Physical Fitness Test results, for example, Purcell said, but that excludes a large group of soldiers who meet Army standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut we are overachievers. We say, \u2019180 \u2014 that\u2019s not very good.\u2019 We say, \u2018270 or more,\u2019 for example,\u201d Purcell said, referencing PT test scores. \u201cThey impose these unit-based standards to the process, which really hurt the Army in the long run, because they\u2019re not providing those individuals who meet Army standards the opportunity to succeed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other cases, the Army\u2019s choppy billet rotations can make it difficult for a young soldier to make an impression on his or her leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Purcell, a retired sergeant major, said he came up during a time when the service used Army Force Generation, a system that assigned soldiers to units all at once, and they would stay for a full cycle and build relationships with each other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere would be this rapport and understanding \u2014 I knew my soldiers well,\u201d he said. \u201cToday, we do this sustained readiness model, where we allow \u2014 across installations \u2014 cross-leveling of individuals to support the missions of the units on a rotational basis and a deployment basis. (Tani Murphy\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In fiscal year 2017, he added, 28 percent of all moves were intra-post transfers, to fill empty spots in units down the road.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, every time there\u2019s a move, there\u2019s this idea \u2014 \u2018I\u2019m not going to recommend you [for promotion], because I need to get to know you,\u2019 \u201d Purcell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 2017, Purcell said, there were 6,200 specialists and sergeants who had met their time in service\/grade requirements and completed their online training to prepare for promotion, but didn\u2019t go to a board because they weren\u2019t recommended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe problem we\u2019re having right now is we don\u2019t have enough soldiers integrated onto the recommended list for us to promote for actual requirements,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, perhaps, stymied promotions are contributing to the Army\u2019s attrition rate, because soldiers are getting out when they feel like they can\u2019t make their way up the ranks, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoldiers see it as, they\u2019re not being recommended, and they don\u2019t want to stay,\u201d Purcell said. \u201cWe\u2019re kind of closing that door, to some degree. We\u2019re not allowing soldiers to fill that potential because we\u2019re not giving them the chance to succeed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, he added, the policy won\u2019t affect those who are already the most competitive for promotion \u2014 it will only give the Army a deeper bench of qualified prospective NCOs to fill its empty slots.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2017\/11\/07\/from-specialists-to-sergeants-major-the-army-is-overhauling-its-education-system\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-PME-cover-1-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">From specialists to sergeants major, the Army is overhauling its education system<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">From professional military education to the transition back to civilian life, the Army is trying to grow better leaders and give soldiers tools to translate their knowledge into civilian education.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Up or out<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Command list integration, which started for prospective sergeants in 2008, did boost E-5 and E-6 promotions, Purcell said, but it didn\u2019t solve the issue of low-level commanders passing over qualified soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWell, what I will tell you is that as a soldier &#8230; you should be selected in your secondary zone for consideration,\u201d Dailey said. \u201cThat\u2019s when you should be boarded. So, you\u2019re promoted by the time you hit the primary zone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That way, soldiers would make a board appearance early on in their promotion eligibility and be promoted before they reach the end of it, which would skip the need for any mandatory list integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was also the question of why those commanders didn\u2019t think their soldiers were ready for the next step, despite meeting Army standards for training and experience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoldiers with no potential \u2014 they should be barred from continued service,\u201d Dailey said. \u201cBut if the soldier\u2019s in good standing, we want the soldier to go to the board.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-2-web.jpg.jpg\" alt=\"\" class=\"wp-image-36426\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-2-web.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-2-web.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-2-web.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-promotions-cover-2-web.jpg.jpg?resize=1024,683 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Staff Sgt. Kyle Hensley\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A kind of CLI is still in effect, which after four years in service will put a qualified specialist on the Army-wide promotion list, for headquarters to make the ultimate decision, Purcell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now called mandatory list integration, all soldiers who meet the minimum qualifications for promotion will go on the promotion recommended list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A specialist in the primary zone must now make a local board appearance by the time they reach 35 months in service and 11 months in grade. If they don\u2019t, they will automatically be added to the mandatory promotion list for consideration at 47 months in service and 23 months in grade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a sergeant, it\u2019s 71 months in service and 17 months in grade, followed by 83 months in service and 23 months in grade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIdeally, we don\u2019t want to actually integrate anyone on the list. We want leaders in the unit to act accordingly, and take action to either allow the soldiers onto the [local] list \u2014 based on their potential \u2014 or take action to stop the career of that individual, because they don\u2019t show demonstrated potential to perform at the next level,\u201d Purcell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taking it one step further, a battalion commander won\u2019t be able to take a soldier off that integrated commander list without a qualifying reason, he added, and there won\u2019t be any change in promotion points.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is that leadership should not only give all of their qualified soldiers a chance to get promoted, but if there are any that really should not be promoted, the command will have to deal with it before they get to the CLI stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe data shows that less than 20 percent of specialists, and less than 70 percent of sergeants \u2014 who are fully eligible, qualified to pin on based on [professional military education] \u2014 are actually integrated on the promotion list,\u201d Purcell said. \u201cYou\u2019re telling us that, through your actions \u2014 the leadership at the unit level is telling the Army that 80 percent of specialists have no potential to be sergeants in the Army.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If that\u2019s the case, Purcell added, they should be barred from continued service. But assuming that most of those are falling through the cracks and would make perfectly fine sergeants, leadership should step in and get them up to speed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t want commanders to flag them immediately,\u201d he said. \u201cWe want them to develop them, to train them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They can use that year between the primary zone and CLI to get them in shape, he said. If they\u2019re still not performing, Purcell added, then it\u2019s time to separate them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is about sending a message about what requirements are, and what the Army is really about \u2014 up or out,\u201d Purcell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new policy will also apply to the Active Guard and Reserve, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe always hear that, unless you\u2019re the favorite, you\u2019re not recommended,\u201d Purcell said. \u201cI think it\u2019s going to increase morale. It should increase retention. It should create an environment where young people feel that the institution they\u2019re now a part of sees them as value added.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As the Army
