{"id":17137,"date":"2017-07-24T13:39:53","date_gmt":"2017-07-24T13:39:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2017\/07\/24\/despite-promises-va-secretary-cant-shake-privatization-concerns\/"},"modified":"2026-08-08T01:59:39","modified_gmt":"2026-08-08T01:59:39","slug":"despite-promises-va-secretary-cant-shake-privatization-concerns","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2017\/07\/24\/despite-promises-va-secretary-cant-shake-privatization-concerns\/","title":{"rendered":"Despite promises, VA Secretary can&#8217;t shake privatization concerns"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Nearly half a year into his job, Veterans Affairs Secretary David Shulkin is still trying to convince critics that his efforts to improve the department won\u2019t lead to privatizing care and support programs for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2017\/07\/24\/veterans-health-care-will-not-be-privatized-david-shulkin-column\/499417001\/\">In an editorial in USA Today Monday morning,<\/a> Shulkin \u2014 the only holdover of former President Barack Obama\u2019s administration to President Donald Trump\u2019s Cabinet \u2014 called lingering fears of VA privatization \u201cunfounded\u201d and stated again that \u201cwe will not allow VA to be privatized on our watch.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Shulkin also stated that he believes VA needs to \u201cbuild an integrated system that allows veterans to get the best health care possible, whether it comes from the VA or the private sector.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those kinds of assertions, and plans to expand care programs that direct health care funds to private physicians outside VA, have raised alarms in the veterans community about the potential for eroding or erasing existing department services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin\u2019s piece was released just hours before a scheduled House vote on legislation that would fund the controversial VA Choice program for another six months at a cost of $2 billion, through a variety of program trims and reauthorized fees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A coalition of eight veterans groups \u2014 including the Veterans of Foreign Wars, AMVETS and Iraq and Afghanistan Veterans of America \u2014 spend the weekend lobbying lawmakers to dump the plan, arguing that it unfairly outsources funding that should be dedicated to improving internal programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Choice program was established by Congress in 2014 as a way to more quickly aid veterans facing long wait times or significant travel hardships. Qualified veterans can use the program to pay for medical appointments at private-care clinics.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2017\/07\/22\/vet-groups-urge-house-to-reject-plan-to-fix-vas-budget-gap\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635793087949459595-ap-772059955918jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Vet groups urge House to reject plan to fix VA&#8217;s budget gap<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Eight major veterans&#039; organizations on Saturday urged Congress to provide emergency money to the Department of Veterans Affairs without cutting other VA programs as the House moved quickly to address a budget shortfall that threatened medical care for thousands of patients.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The program is one of multiple outside care offerings administered by VA, which cover about one-third of the appointments scheduled by department health officials each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin in his piece insisted that \u201ccommunity care or private capacity and VA\u2019s internal capacity are not mutually exclusive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that in-house VA care will rise about $2.7 billion next year under the administration\u2019s proposed budget, while outside care programs will be increased by only $965 million. \u201cWe are ramping up both simultaneously in order to meet the health care needs of the veterans we are charged with serving.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That outside care increase does not include the new $2 billion boost that House lawmakers will vote on Monday afternoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without a funding fix for the program before the start of August, VA has warned that thousands of veterans could see their care plans disrupted, and thousands of third-party administrators that have helped streamline the program will be cut off from the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics of the House plan have not offered a new funding fix, but in the past have preferred that lawmakers not require VA-based offsets to pay for services ultimately outside full VA control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shulkin said he sympathized with their concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey don\u2019t want to lose all that VA has to offer,\u201d he wrote. \u201cI don\u2019t either \u2014 and we won\u2019t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we do want is a VA system that is even stronger and better than it is today. The rhetoric was embraced by conservative groups and decried by liberals, but Trump has largely left the implementation of those issues to Shulkin so far.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Republicans have offered support for the House plan, but Senate Democrats so far have remained wary of the details.
