{"id":18619,"date":"2018-12-10T19:48:38","date_gmt":"2018-12-10T19:48:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2018\/12\/10\/iraq-celebrates-victory-over-isis-while-grappling-with-legacy\/"},"modified":"2026-08-08T05:33:22","modified_gmt":"2026-08-08T05:33:22","slug":"iraq-celebrates-victory-over-isis-while-grappling-with-legacy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/flashpoints\/2018\/12\/10\/iraq-celebrates-victory-over-isis-while-grappling-with-legacy\/","title":{"rendered":"Iraq celebrates victory over ISIS while grappling with legacy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BAGHDAD \u2014 Iraq began removing cement walls from areas surrounding the capital\u2019s most fortified enclave Monday, opening parts of the so-called Green Zone to traffic in a symbolic move coinciding with nationwide celebrations marking the anniversary of the country\u2019s costly victory over the Islamic State group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The partial reopening of parts of the high security area is meant to portray increased confidence in the country&#8217;s overall security situation and is also being billed as an act of transparency following protests against corruption and poor public services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The enclave on the west bank of the Tigris became home to foreign embassies and key government buildings after the U.S.-led invasion of 2003 and has since then been surrounded by blast walls and barbed wire, inaccessible to most Iraqis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The partial reopening of some side streets \u2014 initially just for five hours a day \u2014 has been repeatedly delayed and then timed to coincide with the one year anniversary of Iraq\u2019s victory over ISIS. The group has lost virtually all the territory it once held but still carries out sporadic attacks to hang on to <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2018\/10\/03\/last-pocket-of-isis-fighters-surrounded-dod-official-says\/\" target=_blank>its last enclave in Syria<\/a> near the Iraqi border.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/12\/09\/after-defeat-in-iraq-isis-fights-on-in-last-enclave-in-syria\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"167\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18340489462681.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After defeat in Iraq, ISIS fights on in last enclave in Syria<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A year after it was routed from Iraq in a devastating war that left entire neighborhoods and towns in ruins, the Islamic State group is fighting to hang on to its last enclave in eastern Syria, engaging in deadly battles with U.S.-backed forces.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/11\/05\/iraqi-pm-raises-flag-at-border-crossing-taken-from-isis\/\" target=\"_blank\">government declared victory<\/a> last December after a grueling three-year war in which tens of thousands of people were killed and hundreds of thousands displaced. Entire towns and neighborhoods were reduced to rubble in the fighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government declared Monday a national holiday, and a moment of silence was held at midday. Checkpoints in the capital were decorated with Iraqi flags and balloons, as security forces patrolled the streets playing patriotic music.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;That victory and the relative stability in security is a golden opportunity for the government to rebuild the country and to meet the needs of its people,&#8221; said Sameer al-Obaidi, who led an initiative in the capital&#8217;s Sunni-dominated northern Azamiyah neighborhood to distribute flowers to security forces at checkpoints.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It is important to treat all Iraqis equally so that they feel that their sacrifices are appreciated,&#8221; al-Obaidi added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The celebrations come as political infighting has hindered the formation of the government and setting next year&#8217;s budget, amid a deteriorating economic situation as the country grapples with the legacy of the extremist group&#8217;s brutal rule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 1.8 million Iraqis remain displaced across the country, and a staggering 8 million require some form of humanitarian aid, according to the Norwegian Refugee Council. Those with suspected links to ISIS have been rejected by their communities, while thousands of children fathered by ISIS militants \u2014 including those born to enslaved Yazidi women \u2014 are still unrecognized by the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly two-thirds of displaced people say they are unwilling or unable to return home in the next year, with more than half saying their homes were damaged or destroyed, according to the aid group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If this is what &#8216;victory&#8217; looks like, then there is little to celebrate for millions of Iraqis still haunted by the crimes of the IS and the long war to eliminate it,&#8221; said Norwegian Refugee Council Secretary General Jan Egeland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;They have largely been forgotten by their own government and the international community.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/09\/25\/the-white-house-just-revealed-massive-mission-creep-in-syria-heres-why\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3978211.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The White House has revealed massive mission creep in Syria. Here\u2019s why.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The White House signaled a fundamental shift in the military mission for troops in Syria that would focus on Iran rather than ISIS.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the government was in a celebratory mood.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Addressing a group of Iraqi military officers, Prime Minister Adel Abdul-Mahdi said it was a &#8220;proud day for all of us when our brave country defeated the enemies of life, dignity, freedom and peace.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He commended the security forces as well as Iraq\u2019s top Shiite cleric, Grand Ayatollah Ali Sistani, who issued a fatwa, or religious edict, <a href=\"https:\/\/www.militarytimes.com\/2017\/07\/24\/after-mosul-victory-iraq-mulls-future-of-shiite-militias\/\" target=\"_blank\">mobilizing volunteers <\/a>after the armed forces collapsed in the face of the ISIS onslaught in 2014. Tens of thousands of volunteers joined an array of state-sanctioned militias, many of them <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/02\/08\/nine-abrams-tanks-fell-into-the-hands-of-iranian-backed-militias-during-anti-isis-fight\/\" target=\"_blank\">backed by Iran<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;That fatwa will be a bright spot in the history of this country and the people, from whom the decisive response started, laying the foundations of the victory,&#8221; Abdul-Mahdi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He called on Iraqis to renounce their differences and to come together for a better future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This war has restored Iraq&#8217;s dignity,&#8221; said Baghdad resident Qassim al-Fatlawi. &#8220;All Iraqis took part in this fight, those who couldn&#8217;t take up arms fought with words and donations,&#8221; added al-Fatlawi, 29, who organized fundraising initiatives for the paramilitaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Popular songs praising the paramilitaries, also known as the Popular Mobilization Forces, blared out from his small cosmetic accessories shop in a narrow alley in Baghdad&#8217;s Shiite-dominated Karrada area, today adorned with rows of Iraqi flags. He said he planned to put out a large tray of free sweets for customers later in the day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Islamic State group, which traces its roots back to the insurgency that followed the 2003 U.S.-led invasion, swept into Iraq from neighboring Syria in the summer of 2014. It carved out a self-styled caliphate across a third of both countries, imposing a harsh form of Islamic rule and massacring its opponents. The group abducted thousands of women and girls from the Yazidi religious minority and forced them into sexual slavery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iraqi forces aided by a U.S.-led coalition eventually drove the group from all the territory it once held in Iraq, including in the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2017\/12\/20\/iraq-declared-victory-over-isis-but-the-fight-isnt-over\/\" target=_blank>climactic battle for Mosul<\/a>, the country\u2019s second-largest city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/06\/12\/strikes-against-isis-triple-but-further-ground-combat-ops-are-needed-experts-say\/\" target=_blank>ISIS is still currently
