{"id":19755,"date":"2020-06-30T15:24:51","date_gmt":"2020-06-30T15:24:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/06\/30\/heres-how-the-space-force-will-be-organized\/"},"modified":"2026-08-07T21:57:23","modified_gmt":"2026-08-07T21:57:23","slug":"heres-how-the-space-force-will-be-organized","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/2020\/06\/30\/heres-how-the-space-force-will-be-organized\/","title":{"rendered":"Here\u2019s how the Space Force will be organized"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Many of the U.S. Air Force\u2019s space acquisition organizations will be moved into a brand-new \u201cSpace Systems Command\u201d to be created <a href=\"https:\/\/www.defensenews.com\/space\/2020\/02\/05\/how-is-the-space-force-going-to-be-organized-the-pentagon-is-still-working-out-the-details\/\" target=_blank>under the fledgling Space Force<\/a>, but it still remains nebulous whether space procurement arms from the Army, Navy and Pentagon will also fall under the command\u2019s purview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 29, the Space Force announced that it will be <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/2019\/09\/16\/documents-reveal-how-the-space-force-would-launch-in-90-days\/\" target=_blank>comprised of three field commands<\/a>: Space Operations Command, Space Training and Readiness Command, and the aforementioned Space Systems Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen. David Thompson, vice commander of Space Force headquarters, spoke with a handful of reporters about the field-structure decision, which comes about a half year after the Space Force was signed into law and formally established <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2019\/12\/21\/may-the-space-force-be-with-you-heres-what-we-know-about-the-us-militarys-newest-service\/\" target=_blank>on Dec. 20, 2019<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2020\/06\/19\/space-force-invokes-defense-production-act-to-prop-up-small-launch-market\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F12-Electron-Vertical.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Space Force invokes Defense Production Act to prop up small launch market<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Space and Missile Systems Center will award contracts for ride-share missions to six small launch providers, a sector that the Pentagon has repeatedly said is particularly vulnerable to coronavirus-related financial restraints.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe took a clean-sheet approach to this,\u201d he said, adding that the goal was to create a Space Force design \u201cfocused on mission effectiveness and agility.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space Operations Command will be based at Peterson Air Force Base in Colorado and will oversee the operations of military satellites, including GPS, missile warning constellations and satellite communication systems in use today. Its foundation, Thompson said, will be the now-defunct Air Force Space Command. A three-star general will be tapped to lead the new organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space Systems Command, or SSC \u2014 also led by a three-star general \u2014 will be the Space Force\u2019s center for developing, acquiring and sustaining space weapon systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, Space and Missile Systems Center is the service\u2019s primary space procurement organization, and Thompson said it would transfer into Space Systems Command, as would organizations like the Defense Department\u2019s commercial satellite communications office and certain technology development functions from the Air Force Research Laboratory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Space Training and Readiness Command, or STARCOM, will be responsible for all the education and training that occurs in the earliest stages of a member of the Space Force\u2019s career, from the time the individual is recruited until that person moves to an operations job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While much about Space Operations Command is largely set in stone, not all details regarding SSC and STARCOM have been hammered out, including headquarters locations or comprehensive information about standing up those entities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of SSC\u2019s structure has yet to be finalized, including whether Defense Department space organizations \u2014 like the Space Development Agency \u2014 or service-specific organizations \u2014 like the Navy\u2019s Space and Naval Warfare Systems Command \u2014 will eventually funnel into it, or what that transfer will entail, Thompson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe still working with the Department of Defense and with the Army and Navy on final decisions on the final organizations and functions and units from those others that are going to transfer in,\u201d Thompson said. He added that the plan is to solidify that list over the following \u201cweeks and months,\u201d and that basing decisions regarding SSC\u2019s eventual headquarters will also have to be made with input from the Army and Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major priority will be ensuring that as different agencies are realigned under SSC, each still retains their unique strengths and competencies, whether they are geared toward large-scale procurement efforts, rapid development or working with commercial startup companies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2020\/03\/04\/details-emerge-on-space-forces-acquisitions-plans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"246\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3133250.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what we know about the Space Force\u2019s acquisitions plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Space Force plans for space acquisition are not as radical as some expected, keeping its various acquisitions organizations as separate entities while placing them under a new Space Systems Command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cSpace and Missile Systems Center for years has been the world leader in cutting-edge, military space capabilities. They do it better than anybody else in the world, and they\u2019re going to be part of Space Systems Command and continue to do that,\u201d he said. \u201cThe future Space Development Agency, as you know, one of its early jobs is to be quick to leverage the commercial capability. It\u2019s doing that as part of its initial set of activities today, and it\u2019s going to be realized in Space Force. And no doubt that our intent is to ensure that it continues to provide that perspective, that set of advantages and that approach to acquisition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And although a two-star general will eventually command STARCOM, it will take time for it to become fully operational, Thompson said. In its early days, it will be a smaller organization called a \u201cdelta\u201d \u2014 what the Space Force plans to call units commanded by colonels, which will replace what were known as \u201cwings\u201d and \u201cgroups\u201d in the Air Force, Thompson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the first actions we\u2019re going to take after this analysis is the establishment of the Space Training and Readiness Delta. It is going to stand up provisionally at Peterson Air Force Base as well. It will be built out over time,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, the Space Force will go through the basing process to determine the final location for STARCOM, but the new delta will allow the service to receive incoming units transferring over from the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thompson said the Space Force decided to name one of its units of command \u201cdeltas\u201d to reflect iconography that has long been associated with military space operations in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs you look at any number of our organizational patches in the past, it is a clear feature design element and something that connects us,\u201d he said. \u201cIt\u2019s a cultural item and a feature and a symbol that we connect with closely today \u2014 and, we want to believe, one signature element of our culture and identity in the
