{"id":20066,"date":"2020-03-19T19:00:04","date_gmt":"2020-03-19T19:00:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/03\/19\/soldiers-can-apply-for-hardship-isolation-allowance-if-impacted-by-stop-move-policy\/"},"modified":"2026-08-08T02:07:15","modified_gmt":"2026-08-08T02:07:15","slug":"soldiers-can-apply-for-hardship-isolation-allowance-if-impacted-by-stop-move-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/03\/19\/soldiers-can-apply-for-hardship-isolation-allowance-if-impacted-by-stop-move-policy\/","title":{"rendered":"Soldiers can apply for hardship, isolation allowance if impacted by stop-move policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Army personnel can apply for <a href=\"https:\/\/militarypay.defense.gov\/Pay\/Special-and-Incentive-Pays\/HDP\/\" target=_blank>hardship pay<\/a> and isolation allowances if they\u2019ve been impacted by the Pentagon\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/03\/12\/troops-families-trapped-in-limbo-as-some-pcs-moves-put-on-hold-for-two-months\/\" target=_blank>halt on permanent change of station moves<\/a> during the ongoing<a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2020\/03\/19\/guard-activations-expected-to-rapidly-increase-could-be-used-for-law-enforcement\/\" target=_blank> coronavirus pandemic<\/a>, service leaders said Thursday during a call with reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a soldier and their family isn\u2019t interested in moving any longer, they can also apply through Human Resources Command to remain in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army proactively stopped movement to protect our soldiers, preserve our capability and protect our nation,\u201d said Lt. Gen. Duane A. Gamble, the Army\u2019s deputy chief of staff G-4. \u201cThe stop-movement allows for very few and very specific exemptions for personnel movement that are currently being adjudicated at a very high level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exemptions are limited to rare cases, like extreme family hardships, Army officials said. Those exemptions would have to be approved at the Army\u2019s vice chief of staff level, they added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the good news is that hardship pay is available for those who haven\u2019t yet completed a PCS move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt allows $100 per day, not to exceed $1,500 to defray the of additional lodging if a commander restricts them or they\u2019re restricted by the stop-move policy,\u201d said Lt. Gen. Thomas C. Seamands, the Army\u2019s deputy chief of staff G-1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A family at Fort Bragg on hold, for instance, could be entitled to a maximum of $1,500 a month to defray their costs, Seamands said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Isolation allowances are also available. Those are designed for soldiers and families ordered to be isolated after completing a PCS. Isolation pay is based on local per diem rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo if a soldier is in route to, say, Fort Riley,\u201d Seamands said. \u201c[They] arrive at Fort Riley, and are required to go into isolation, this would help them offset the temporary lodging expenses while they\u2019re there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soldiers have to apply for both allowances. Seamands noted that Human Resources Command officials are being briefed on the changing policies, and a 24-hour hotline has been set up for soldiers who are PCS\u2019ing, on temporary travel orders or on emergency leave. That hotline\u2019s number is 1-800-582-5552.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stop-move policy has thrown many soldiers\u2019 lives in limbo, and some of the policy changes could alleviate their financial problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seamands said they\u2019re also now allowing soldiers on orders but who are still at their duty stations prior to completing a PCS move to request to stay at that duty station if that works best for them and their families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of the NCOs who actually re-enlisted to go to someplace like Hawaii, we guess they\u2019ll probably opt to continue on,\u201d said Seamands. \u201cBut as a soldier, family sits down and talks about it and they opt to stay &#8230; [they can] go to HRC and, absent any mission essential nature of their assignment, they should be allowed to stay in place.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
