{"id":20939,"date":"2020-12-10T00:55:43","date_gmt":"2020-12-10T00:55:43","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/12\/10\/fort-hood-report-highlights-army-cids-failings-there-and-possibly-elsewhere\/"},"modified":"2026-08-08T02:12:19","modified_gmt":"2026-08-08T02:12:19","slug":"fort-hood-report-highlights-army-cids-failings-there-and-possibly-elsewhere","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/10\/fort-hood-report-highlights-army-cids-failings-there-and-possibly-elsewhere\/","title":{"rendered":"Fort Hood report highlights Army CID\u2019s failings there, and possibly elsewhere"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/www.army.mil\/e2\/downloads\/rv7\/forthoodreview\/2020-12-03_FHIRC_report_redacted.pdf\" target=_blank>independent report<\/a> on the command climate at Fort Hood, Texas, shined a light on years-long issues with the post\u2019s criminal investigation detachment and showed how those problems were exposed during the search for <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/03\/civilian-charged-in-plot-to-dismember-and-hide-remains-of-murdered-fort-hood-soldier-vanessa-guillen\/\" target=_blank>Spc. Vanessa Guillen<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An independent committee of five civilians found that the more than 40 Army CID agents charged with investigating felony crimes and violations of military law at Fort Hood were largely inexperienced, underresourced and understaffed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Fort Hood CID detachment was \u201cbasically being used as a training ground,\u201d said Chris Swecker, a former FBI inspector who served on the committee. \u201cThey had a difficult time, and it\u2019s not their fault.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat would be like staffing the New York field office of the FBI with new agents right out of Quantico,\u201d Swecker said Wednesday at a congressional hearing. \u201cThis is one of the busiest military installations in the country, maybe around the globe, and yet there were very few experienced agents.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the report focused on the handling of sex crimes, given allegations brought forth by Guillen\u2019s family that she experienced sexual harassment prior to her murder. But the committee found that Fort Hood CID was well short of the number of investigators necessary to handle the workload there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The post\u2019s CID detachment opened roughly 350 sex crime cases annually between fiscal years 2018 and 2020 and could justify an allocation of nine or 10 sexual assault investigators. Yet, the detachment only had three on staff at the time of the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other issues included an incredibly high rate of drug use among Fort Hood soldiers that wasn\u2019t properly dealt with and poor interviewing skills among agents, all of which are being looked at by the larger CID enterprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are carefully reviewing all of the information in the Report of the Fort Hood Independent Review Committee,\u201d said Chris Grey, a spokesman for Army CID, in a statement to Army Times. \u201cWe recognize the importance of this review and are thankful for the hard work of the committee.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1333\" src=\"\/wp-content\/uploads\/2026\/08\/AP20343645792328.jpg.jpg\" alt=\"Secretary of the Army Ryan McCarthy, left, and Gen. (Andrew Harnik\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The report focuses on Fort Hood specifically, but committee members said that the issues they found could extend to other Army installations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere aren\u2019t an anomalous number of death cases at Fort Hood in terms of homicides, but the homicides that did occur got intense media attention,\u201d Swecker said. \u201cWhat we found in the death cases was CID just needed more experience and continuity inside the detachment there and it may be systemic across CID \u2014 that there just isn\u2019t enough longevity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u2018Almost debilitating\u2019 lack of continuity<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There \u201cwas a serious and almost debilitating lack of continuity\u201d among the Fort Hood special agent ranks that hindered their overall mission, the committee said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enlisted and warrant officer agents at Fort Hood are typically moved to another installation after reaching the two-year mark, a problem that Swecker said could be solved by hiring more civilian agents who stay on much longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The special agent in charge of Fort Hood CID moved to another post in the middle of the Guillen investigation, \u201cone of the most complex and high profile investigations the office has ever handled,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was noted by local law enforcement and prosecutors who considered it unwise and detrimental to the case,\u201d the document reads.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/08\/fourteen-leaders-relieved-or-suspended-after-scathing-report-on-fort-hood-crimes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20343644361153.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fourteen leaders relieved or suspended after scathing report on Fort Hood<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fort Hood leadership knew or should have known of the high risk of harm to female soldiers, according to the report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The vast majority of agents were also subject to deployment, TDY assignments, on- and off-site training programs, protection details, ancillary duties and attendance at field training events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNumerous law enforcement, civilian and military sources cited a persistent lack of continuity as a problem in establishing any kind of working relationship with CID at Fort Hood,\u201d the report reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frequent departures were also problematic because Fort Hood CID was flush with inexperienced agents who had only recently graduated from their initial training course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Bungled interviews in the Guillen case<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee found that the conduct of the Guillen investigation \u201cexposed the inexperience\u201d of the Fort Hood CID agents. Early in the investigation, various agents conducted brief, choppy interviews with key individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn these critical early interviews there was no indication in the file of whether the interviews were by phone or in person,\u201d the report reads. \u201cThere were no witness contacts provided, insufficient details gleaned, and no witness diagrams. The interviews appeared to be rote and indeed checklist driven.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Days after Guillen disappeared, an agent interviewed an armory custodian who last saw Guillen on April 22 as she was going to meet Spc. Aaron Robinson alone in his unit\u2019s armory \u2014 an isolated area in a basement. Prosecutors now say that Robinson killed Guillen inside an armory on post and disposed of her remains along a nearby river.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another CID agent realized that Guillen\u2019s phone records showed she texted Robinson at about 10 a.m. on the day she was last seen. Though Robinson was interviewed shortly after this connection was made, there\u2019s no indication that CID agents attempted to examine or take custody of his phone, take a picture of the important 10 a.m. text or take any steps whatsoever to preserve evidence on the phone device itself, the committee determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis interview was short, perfunctory, and lacked important details,\u201d the report reads, adding that CID instead \u201cbought wholesale\u201d into witness testimony provided by three noncommissioned officers.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1333\" src=\"\/wp-content\/uploads\/2026\/08\/AP20227714405247.jpg.jpg\" alt=\"Rosa Samaniego holds a sign demanding justice for Spc. De Jesus\/Houston Chronicle via AP, Pool)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Those NCOs claimed to see Guillen leaving Robinson\u2019s armory at 1:30 p.m. April 22. None of the NCOs were in Guillen\u2019s unit, nor were they personally acquainted with her, the report stated. They also provided conflicting descriptions of her clothing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a result, CID agents did not consider SPC Robinson of sufficient interest to even examine his phone, subject him to a more intense investigative focus and at least a more intense and detailed interview by an experienced special agent,\u201d the report reads. \u201cThe NCOs later changed their stories about the time they supposedly observed Guillen the morning she disappeared.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Robinson took his own life months later when police attempted to approach him July 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experienced investigators would \u201cnot have been thrown off by the red herring\u201d presented by the statements of those three NCOs, Swecker said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Inexperienced agents<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A review of Fort Hood CID\u2019s ranks in 2019 revealed that 58 of the 63 enlisted agents were apprentices fresh out of the 16-week CID Special Agent Course at Fort Leonard Wood, Missouri, and not fully accredited to conduct investigations solo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are brand new agents right out of Fort Leonard Wood with very few mentors,\u201d Swecker said. \u201c[There were] just not enough journeymen level special agents to mentor [them].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report details several cases in which that inexperience caused issues with case files, including a lack of attention to detail, completeness and documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, in one death case in April 2020 a soldier overdosed on methamphetamine and Fentanyl. There were no interviews, no crime scene investigation and no apparent attempt to determine who supplied the drugs, according to the report. There was also no attempt to investigate the soldier\u2019s history of drug use or the identity of his associates, the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDrug overdoses should be fully investigated to determine where, when and how such drugs come into the possession of a soldier and who supplied the drugs for potential prosecution of the supplier and to cut off the flow of drugs to the post,\u201d the document reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>A \u2018thriving drug culture\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Hood has the highest drug test failure rate per test taken of all divisional posts, the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Hood\u2019s failure rates are more than 30 percent higher than divisional posts and 151 percent higher than non-divisional posts within the United States. Fort Hood\u2019s average drug crime rates from 2015 to 2020 were almost 31 percent higher than U.S. Army Forces Command averages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of Fort Hood CID\u2019s responsibilities is to maintain a drug suppression program. When soldiers fail drug tests, military police investigators interview them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite this gilded opportunity for the gathering of intelligence and development of human sources, nothing was done in that regard,\u201d the report reads. \u201cIn fact, this review found that very little actual drug suppression took place at Fort Hood despite what area police chiefs described as a \u2018thriving drug culture\u2019 among soldiers they encountered as a result of drug violations within their jurisdictions involving Fort Hood soldiers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>High suicide rates<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Hood had the second highest number of attempted suicides, by a large margin, over the divisional posts that had the third and fourth highest rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, because of differences in how suicide attempts are reported across commands, these higher rates could reflect a lack of uniform policy, rather than higher prevalence, the report cautioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Fort Hood CID agents investigated every incident of suicide that occurred on post involving a soldier during the review period, 2018 to 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe didn\u2019t see a deep enough investigation into the 50 suicide files that I reviewed, nor the death investigations, and again, it\u2019s not the fault of the CID agents,\u201d Swecker said. \u201cIt was just being used as a training ground.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2000\" height=\"1074\" src=\"\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg\" alt=\"This Nov. 5, 2009, file photo shows the entrance to Fort Hood Army Base in Fort Hood, Texas, near Killeen, Texas.\" class=\"wp-image-45164\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg 2000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg?resize=300,161 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg?resize=768,412 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg?resize=1024,550 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20164631041254.jpg.jpg?resize=1536,825 1536w\" sizes=\"auto, (max-width: 2000px) 100vw, 2000px\" \/><figcaption class=\"wp-element-caption\">This Nov. 5, 2009, file photo shows the entrance to Fort Hood Army Base in Fort Hood, Texas, near Killeen, Texas. (Jack Plunkett\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">One investigation that left at least some on the committee concerned was the handling of <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/08\/26\/family-of-missing-fort-hood-soldier-demands-answers-after-body-found-in-texas-attorney-says\/#:~:text=Fernandes'%20body%20was%20found%20about,in%20Killeen%20on%20Aug%2017.&#038;text=Fernandes%20is%20the%20third%20soldier,been%20found%20dead%20this%20summer.\" target=_blank>Sgt. Elder Fernandes<\/a>\u2019 death.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fernandes\u2019 body was found Aug. 25 by a railroad employee about 30 miles east of Fort Hood. He had been hanging from a tree, according to Natalie Khawam, an attorney who represents both the Fernandes and Guillen families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to his death, Fernandes reported abusive sexual contact and worked with a victim advocate. Army CID agents said an investigation was completed, no witnesses were found and the allegation was determined unsubstantiated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swecker told Congress Wednesday that the person Fernandes had accused was exonerated largely due to a successful polygraph test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI personally reviewed his investigative file. \u2026 I just don\u2019t have a lot of faith in the polygraph,\u201d said Swecker. \u201cWe felt that should not be the sole criteria in exonerating someone on sexual harassment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Recommendations<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report recommended that Army CID commanders ensure that the Fort Hood detachment, as well as other CID offices that cover corps- and division-level posts maintain a sufficient number of agents with more than five years of experience and highly experienced agents with more than eight years on the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army CID should also increase the availability of equipment for electronic evidence forensic services, particularly for electronic data from mobile phones and laptops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Complex investigations at Fort Hood were slowed down by the shortage of electronic forensic exploitation equipment, application licenses and agents qualified to retrieve, analyze and exploit the evidence, the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other bottlenecks were DNA and body fluid testing and analysis, which are often required in sex crime cases. All DNA testing takes place at the CID forensic lab in Georgia, which has a one- to two-month turnaround, the report added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Fort Hood CID should work with local law enforcement to identify high-risk establishments and living areas to rapidly declare them off limits, the report recommended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the committee reviewed Fort Hood CID\u2019s case files, they found that off-post suicides and deaths were not fully investigated by agents to determine whether there were contributory causes, such as lifestyle issues, locations or other influences that would inform the command about certain activities that could place soldiers at risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2019, there was a homicide of a soldier outside a notorious strip bar in Killeen, the town surrounding Fort Hood.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was determined that a number of establishments are known for prostitution and drugs. In fact, the area Police Chiefs stated that prostitution was rampant.
