{"id":21285,"date":"2020-12-29T02:18:12","date_gmt":"2020-12-29T02:18:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/armytimes\/uncategorized\/2020\/12\/29\/armed-green-beret-colonel-allegedly-had-two-hour-standoff-with-police-before-surrendering\/"},"modified":"2026-08-08T02:18:31","modified_gmt":"2026-08-08T02:18:31","slug":"armed-green-beret-colonel-allegedly-had-two-hour-standoff-with-police-before-surrendering","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2020\/12\/29\/armed-green-beret-colonel-allegedly-had-two-hour-standoff-with-police-before-surrendering\/","title":{"rendered":"Armed Green Beret colonel allegedly had two-hour standoff with police before surrendering"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">State and local police near <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/12\/28\/army-green-beret-colonel-i-corps-chief-of-staff-arrested-for-domestic-violence\/\" target=_blank>Joint Base Lewis-McChord<\/a>, in Washington, spent roughly two hours talking a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/10\/09\/green-berets-free-fall-death-spotlights-concerns-sparks-working-group\/\" target=_blank>Special Forces<\/a> colonel armed with a rifle and pistol into surrendering after they responded to a domestic assault in progress call just after midnight Sunday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Col. Owen G. Ray, 47, and his wife got into an argument earlier in the evening, according to a probable cause affidavit. Believing her husband was intoxicated, the wife retreated to her children\u2019s bedroom to hide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She then heard Ray say, \u201clet\u2019s do this,\u201d before he went to the garage where the guns were stored, Pierce County prosecutors wrote in the affidavit. The house is in the town of DuPont, about 10 miles southwest of the base where Ray serves as the Army\u2019s I Corps chief of staff and previously commanded a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/07\/02\/talibans-use-of-us-weapons-muddled-two-death-inquiries-in-afghanistan\/\" target=_blank>Special Forces group<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ray, now armed, went back into the house and found his wife, who proceeded to call the police, \u201cat which point, the defendant became enraged.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe pointed the gun at [the wife] and threatened to kill her,\u201d the affidavit reads. \u201cHe proceeded to kick [her] over and over with his boots in the face and chest. The two children had woken up and were screaming, \u2018don\u2019t kill mom, don\u2019t shoot us.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ray left the room but returned after his wife had tried to barricade the entrance with a bookshelf, the affidavit stated. He smashed the barricade down and waved a gun while yelling threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington State Patrol and a mix of local police units arrived sometime after midnight. Ray eventually allowed his wife and two of the children to exit at around 12:33 a.m. His teenage daughter followed them out shortly afterward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Police were able to contact Ray via phone at 12:49 a.m., and he threatened to take his own life as well as anyone who tried to arrest him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe defendant outlined his extensive training in combat,\u201d the affidavit reads. \u201cHe told law enforcement he was a 25-year veteran and spent most of his time in the 1st group special forces. He stated that he had killed a lot of people and he had no problem killing law enforcement if they made attempts to arrest him. The defendant was calm, coherent, and articulate.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After these initial threats, Ray would alternate between saying he had great respect for law enforcement and warning them not to arrest him, according to the affidavit. During the two-hour standoff, police said they saw Ray on the balcony holding a pistol to his head and holding a rifle inside the house.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cActive negotiations and de-escalation attempts took place until the suspect eventually surrendered and was safely taken into custody,\u201d DuPont police said in a statement. \u201cThis occurred approximately two hours after initial communication was established between the police and the suspect.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After surrendering, Ray was booked into the Pierce County Jail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was arraigned Monday afternoon and his charges changed slightly from <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/12\/28\/army-green-beret-colonel-i-corps-chief-of-staff-arrested-for-domestic-violence\/\" target=_blank>earlier reporting<\/a>. The Pierce County Prosecutor\u2019s Office has charged him with two counts of felony harassment, one count of kidnapping, two counts of assault and one count of reckless endangerment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ray\u2019s bail amount was set at $1 million. He is due back in court Jan. 11 and his jury trial is scheduled for Feb. 18, according to court records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, I Corps spokesman Lt. Col. Neil Penttila said unit officials were monitoring the allegations against Ray and will \u201cwork closely with the family and the officer\u201d to provide counseling and legal assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have been in contact with local law enforcement, who have informed us that the investigation is still on-going,\u201d Penttila said in a statement. \u201cThe safety of everyone involved is the command\u2019s priority.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to serving as I Corps chief of staff, Ray led 1st Special Forces Group, also at Joint Base Lewis-McChord. An archived <a href=\"https:\/\/web.archive.org\/web\/20200814151704\/https:\/\/www.army.mil\/article\/237187\/1st_sfg_a_welcomes_new_commander\">news release<\/a> stated that Ray gave up command of 1st Group during a July ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ray has held a command at every level within 1st Group, according to 2018 news release from the unit when he took charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He served as a 1st Group detachment commander in 2003 and as a company commander in Afghanistan in 2011. Two years later, in 2013, Ray commanded 1st Group\u2019s 4th Battalion and deployed as part of the Special Operations Joint Task Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While commanding 1st Group, Ray created Joint Task Force Indo-Pacific, which controls special operations elements engaging with partners and near-peer competitors in the region, the release from his change-of-command
