Matthew Foulk, who led the 35th Signal Brigade, faces additional administrative action and may be forced to retire at a lower rank, said the Army official, who spoke on background to discuss personnel matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt didn\u2019t get to the [sexual harassment] component in a legal sense,\u201d the official said. \u201cBut in a colloquial sense, it was trending towards that area.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An investigation found \u201cinappropriate texts,\u201d though Foulk \u201cdid not proposition any subordinates,\u201d the official added. The contents of those texts were not shared with Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leader within the brigade corroborated that narrative of events, though he asked not to be named because he was not authorized to speak with media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foulk was suspended by Lt. Gen. Michael Kurilla, the <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/05\/10\/brigade-caught-in-strip-club-episode-in-poland-hit-with-corps-level-investigation\/\" target=\"_blank\">18th Airborne Corps<\/a> commander, while the investigation unfolded. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foulk did not respond to requests for comment sent via email and through his chain-of-command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Foulk was fired last week, Army officials declined to provide details on the incident, saying in a press release that it was \u201cdue to a loss of confidence in his ability to command after an investigation stemming from allegations of personal misconduct.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military officials have been <a href=\"https:\/\/thewarhorse.org\/lost-trust-confidence-how-military-leaders-cover-up-officer-misconduct-and-harm-democracy\/\" target=\"_blank\">publicly criticized<\/a> in recent months for their over-reliance on terms like \u201closs of confidence\u201d in press releases, which can be viewed as a way to obscure misconduct of senior personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certain interactions between superiors and lower ranking troops are prohibited in the armed forces and strictly policed through the <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2019\/01\/15\/heres-what-you-need-to-know-about-the-biggest-update-to-ucmj-in-decades\/\" target=\"_blank\">Uniform Code of Military Justice<\/a>, as well as Army policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sexual harassment also remains an issue across the military branches. However, one potential solution could see progress after a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/04\/23\/service-chiefs-will-weigh-in-on-controversial-plan-to-remove-commanders-control-over-sexual-assault-cases\/\" target=\"_blank\">Pentagon review commission<\/a> made the controversial recommendation this spring to strip commanders of their authority to oversee sexual misconduct cases.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Col.
